NIEHS Funding Policies and Considerations
Visit NIH Fiscal Policies for NIH-wide information on appropriations and other budgetary information (salary limits, stipends, tuition/fees) and Funding Decisions to learn about NIH's consistent and unified approach for making funding decisions. The NIEHS-specific information on this page builds on that general information.

Fiscal Year 2026
- In addition to Agency funding priorities outlined in the NIH Unified Funding Strategies, NIEHS prioritizes funding based on alignment with the NIEHS strategic plan, portfolio balance, and other Institute priorities including preferences for early stage, new, and at-risk investigators. NIEHS places particular programmatic emphasis on innovation and translational impacts.
- NIEHS issues Mid-Project No-Cost Extensions for awards reporting an unobligated balance of 100% or more of the committed funding level. Projects with a reported unobligated balance of 75% or more may be subject to restructuring or budgetary offsets based on historic and projected spending rates.
- NIEHS uses budgetary offsets on the second year of a competing continuation award (the first type 5 after a type 2) up to the amount of the unobligated balance reported on the Federal Financial Report closing out of the previous competitive segment of the award.
