This Notice of Funding Opportunity (NOFO) invites grant applications from institutions/organizations that propose to build a Medical Rehabilitation Research Center. The centers will have a specific rehabilitation research theme and be comprised of a research project supported by 3 cores. The 3 cores will have functions within the center as well as functions nationwide. Together, the cores will support: administrative functions (including an optional pilot program), resource sharing, and community engagement and outreach. Section I. Notice of Funding Opportunity Description

The Background

The National Center for Medical Rehabilitation Research (NCMRR) is located within the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD). Through basic, translational, and clinical research, NCMRR aims to foster development of scientific knowledge needed to enhance the health, productivity, independence, and quality of life of people with physical disabilities. NCMRR provides support for scientists to conduct research into functional changes associated with chronic physical conditions and rehabilitative strategies to promote function, increase participation, and improve quality of life. NCMRR is also tasked with coordinating rehabilitation research activities with other NIH Institutes and Centers and other federal agencies.

The 21st Century Cures act defines “medical rehabilitation” as “the science of mechanisms and interventions that prevent, improve, restore or replace lost, underdeveloped or deteriorating function.” For purposes of this NOFO, NCMRR will utilize the same definition of “medical rehabilitation” or, simply, “rehabilitation”. Investigators supported by NCMRR/NICHD and other NIH Institutes explore medical rehabilitation by reducing pathophysiology, enhancing functional recovery, promoting learning and adaptation, preventing secondary complications, reducing societal barriers, enhancing community rehabilitation services to include partnerships with caregivers and care providers, and enhancing overall health and quality of life for people with physical disabilities and their family caregivers across the lifespan. Research across these domains requires the integration of biological, engineering, and socio-behavioral approaches to understand the basis of chronic conditions, potential secondary complications, therapies, and the interaction of the individual with their environment. A multidisciplinary approach to these goals is fundamental to medical rehabilitation practice.

Purpose

The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), through the National Center for Medical Rehabilitation Research (NCMRR) invites grant applications from institutions/organizations that propose to build a Medical Rehabilitation Research Center (MRRC). The centers will have a specific rehabilitation research theme and be comprised of a research project supported by 3 cores. The 3 cores will have functions within the center as well as functions nationwide. Together, the cores will support administrative functions (including an optional pilot program), resource sharing, and community engagement and outreach. The Medical Rehabilitation Research Centers will contribute to medical rehabilitation research infrastructure by developing and disseminating techniques, data, theories, research programs, and expertise with the goal of enhancing the capability of medical rehabilitation investigators to understand mechanisms of functional recovery, develop therapeutic strategies, identify clinical care gaps, and improve the lives of people with disabilities. Centers must include a plan for inclusion of People with Lived Experience (PWLE) relevant to the research theme to increase the potential impact of the center.  A 2-page attachment titled “Plan for Inclusion of People with Lived Experience” must be included with the application or the application will be withdrawn prior to review.

This NOFO represents the sixth iteration of this highly successful and evolving research infrastructure program.  NCMRR assessed the needs of the medical rehabilitation research field via an NIH Request for Information in July 2022, followed by an evaluation conducted with the National Advisory Board for Medical Rehabilitation Research (NABMRR). NABMRR identified opportunities for the field in December 2022 and approved the concept for this NOFO in May 2023. In line with the evolving needs of the Medical Rehabilitation Research community, major changes to this iteration include: a change from the P2C to P50 mechanism, a primary focus on research and development, a reduction in the number of required cores, and inclusion of the perspectives of PWLE. To continue to meet the progressing needs of the Rehabilitation Research community, NCMRR expects to fund four (4) to five (5) Medical Rehabilitation Research Centers in the current cycle. It is expected that successful applicants will have the opportunity to apply for one (1) renewal, but subsequent renewals would require strong justification to show that the research topic remains significant and innovative. 

Applicants will propose a program of research and dissemination in a specific content area.  Research will take the form of a research project and optional pilot program. The research project will fit the overarching mission of the MRRC and have the potential for broad impact in medical rehabilitation research. The research project should not be designed to show efficacy of a single treatment in a single condition, but should deliver tools, theories, processes, or other products that can broadly impact the field of medical rehabilitation. The single research project can have multiple aims. Dissemination of the research will occur through the cores, which can support a combination of physical resources, workshops, courses, written material, websites, consultations, mentoring, code, software, and other resources. Below are high priority research topics. These topics are not exclusive nor exhaustive and applicants may submit other topics if there is a significant research topic and impactful solution not included on the list below. Funding priority will be given to the topics below. The overall goal is to further medical rehabilitation research and improve outcomes for people with disabilities.

High Priority topics include:

  • Precision Rehabilitation. Precision rehabilitation utilizes biomarkers (genetic, molecular, physiological, imaging, etc.) to inform rehabilitation prescription and improve functional outcomes. A center in precision rehabilitation could leverage emerging technology to improve prescription of rehabilitation interventions and improve outcomes. 
  • Outcome Measures to Advance Clinical Research. Translation of laboratory measured functional gains do not efficiently translate to real world environments and activities of daily living. Measuring outcomes in environments of daily living could improve quality of life for people with disabilities. 
  • Digital Health Biomarkers for Rehabilitation. Digital health measurements with high reliability and specificity, conducted before, during, and after rehabilitation have the potential to widely impact rehabilitation research with the potential for downstream impacts on clinical care. This could include development of biomarkers and/or use of biomarkers in support of clinical decision making.
  • Data Science for Rehabilitation. As NIH implements an updated data management and sharing policy, NIH funded rehabilitation researchers will have access to more publicly shared datasets. Rehabilitation researchers could benefit from cutting edge techniques that would allow them to leverage new resources, employ new computational strategies, and/or take advantage of the increasing availability of artificial intelligence.
  • Social Determinants of Health. Social Determinants of Health (SDoH) and Disability can have an additive effect at the individual level and can impact an individual’s ability to complete activities of daily living, participate in community and health-promoting activities, and rehabilitation. SDoH have been understudied as points of rehabilitation intervention.
  • Health Promotion for People with Physical Disabilities.  People with Disabilities have health conditions both related and unrelated to their disabilities. Promoting healthy behaviors and preventative medicine for secondary conditions is key to improving health and function for people with disabilities.
  • Assistive and Rehabilitative Technologies. Assistive Technology and Rehabilitation Technology offer the potential to improve function and participation for people with disabilities. Translation and availability of technology is often cited as barrier to widespread adoption.
  • Dissemination and Implementation Research. Dissemination and Implementation of evidence-based rehabilitation practices in clinic and community settings is a key barrier to improving outcomes for people with physical disabilities.

Center topics that are not responsive to this NOFO include:

  • Applications that propose a single efficacy trial in a single condition, or in closely related conditions.
  • Applications that only propose to collect demographic data on a disability population or community, as this will likely replicate research programs of other HHS agencies.
  • Applications that fail to include the perspective of people with lived experience in a separate attachment titled “Plan for Inclusion of People with Lived Experience”
  • Applications that do not have direct application for medical rehabilitation research.

Application topics that are determined to be non-responsive will be withdrawn prior to review.

Structure

Each proposed center will include a(n):

  • Administrative Core (includes optional pilot program)
  • Resource Core
  • Research Project
  • Community Engagement and Outreach Core

Administrative Core

The administrative core will support the center, organize center activities, build and maintain a website, and manage the pilot program if one is planned.

Communication and collaboration with other centers will include video conferencing calls to be held 4-6 times per year with NIH program staff. Slides will be distributed at least 2 days in advance.  NIH program staff will serve as the host of the call. During these calls MRRC PIs and other personnel will discuss progress and future plans.

The optional Pilot Program will be a nationally competitive program that utilizes an NIH-style review to fund Early Stage Investigators and other investigators entering a new area of research.  Pilot grants will be funded by an Opportunity Pool that is established within the Administrative Core.  Each center may request up to $150,000 of Opportunity Pool funds, inclusive of all F&A costs, including subaward F&A costs. The primary institution is entitled to F&A costs on the first $25,000 of all subawards, but any requested F&A costs fall under the $150,000 Opportunity Pool limit. The Pilot studies will have direct costs limited to $35,000 per year for 1 year.  Pilot studies that meet the NIH definition of a clinical trial will need to comply with all NIH clinical trial policies and the Administrative Core will work with pilot primary investigators and NIH program staff to maintain compliance. The MRRC, through the center cores will provide additional appropriate support (e.g., mentoring and technical assistance) to the Pilot PI to promote success of the pilot project.

Resource Core

The resource core will serve as a local and national resource to rehabilitation researchers. The resource core may provide tangible/physical resources (supplies, reagents, etc.), digital resources, or other support.  This core can provide software, code, mentoring, analysis support, training and other support required to conduct the rehabilitation research that is the focus of the center.

It is expected that resource core will be utilized by the research project and make those services available, at least on some basis, to outside researchers.  

Research Project

The research project core will propose basic, translational, and/or clinical research, that has the potential to broadly impact the medical rehabilitation research field. It is expected that the data and resources developed in the main research project will be useful to the Medical Rehabilitation research field, be in high demand, and widely shared via the center cores. Research projects that meet one or more of the following characteristics are encouraged:

  • Apply to diverse populations of people with physical disabilities.
  • Apply to diverse primary conditions leading to physical disability.
  • Apply across the lifespan and/or socio-economic spectrum.
  • Apply across environments (rural, suburban, urban).
  • Apply across locations (home, community, clinic, etc.).
  • Have the potential to improve function for people with disabilities and/or prevent secondary complications.
  • Apply to self-management strategies, community-based rehabilitation services, and other models of caregiving.

The goal of research projects could be to improve research study design, data collection, data analysis, clinical care/treatment, participant/patient outcomes, dissemination and implementation, or other elements of rehabilitation.

Community Engagement and Outreach Core

The Community Engagement and Outreach Core will serve as a conduit between MRRCs, other institutions/ organizations, researchers, clinicians, and the public.

The Community Engagement and Outreach Core will communicate and collaborate with other centers.  This will include at least one virtual or hybrid scientific meeting (symposium, retreat, etc.) to be held by the center during the funding period. Each center will serve as the lead for at least one meeting during the five-year funding period. Additional meetings can be proposed by the center. Topics will ultimately be chosen by the hosting center, but collaboration and consultation with other centers is expected. Applicants can propose a meeting topic in their application but can change to a different topic with prior approval of the NIH program officer. Other centers are expected to participate in the planning, promotion, and execution of the meetings.

Each center will build and maintain a website that details the mission of the center, provides access to public-facing center materials, advertises upcoming events, and provides information about the Pilot Program. Each website should include links to the other MRRCs funded through this RFA.

The Community Engagement and Outreach Core will have an active role in incorporating and interacting with people with lived experience. The Community Engagement and Outreach Core should produce materials appropriate for a public audience that explain the mission of the center and how research conducted by the center could potentially impact people living with disabilities. Materials may be produced in multiple languages, particularly if that would help the MRRC interact with local organizations and community groups.

Inclusion of Lived Experience

All applications must include a 2-page required attachment titled “Plan for Inclusion of People with Lived Experience” that details a plan to incorporate the experience and expertise of People with Lived Experience (PWLE) living with disabilities throughout the center programming.  The plan must be included with the Overall component as an Other Attachment under the Research and Related Other Project Information (Overall).  Applications that fail to include the 2-page required other attachment will be withdrawn prior to review. The purpose of incorporating PWLE is to strengthen the research plan, communications, and overall goals of the center. Some methods of incorporating PWLE lived experience can include key personnel, collaborators, individuals in paid advisory roles, focus groups, patient and community advocates, community engagement boards, parent/care partner engagement boards, and other methods or a combination of methods. It is expected that PWLE will be compensated for their efforts as appropriate.

NICHD Data Sharing Expectations and Requirements 

The NIH Policy for Data Management and Sharing (Policy) expects researchers maximize the sharing of scientific data and data be accessible as soon as possible and no later than the time of an associated publication or the end of the award period, whichever comes first. NIH requires all applications submitted in response to this NOFO to include a Data Management and Sharing Plan (DMS Plan).  The DMS Plan is expected to address the Elements as described in Supplemental Information to the NIH Policy for Data Management and Sharing: Elements of an NIH Data Management and Sharing Plan (NOT-OD-21-014) The DMS Plan will be reviewed and approved by NIH Program Staff prior to award. Awardees will be required to comply with their approved DMS Plan and any approved updates. 

For human data, NICHD encourages the use of the Data and Specimen Hub (DASH), a centralized resource for researchers to store and access de-identified data from studies funded by NICHD. Information about DASH may be obtained at https://dash.nichd.nih.gov/. For projects generating large-scale human genetic data, applicants should provide a Provisional or Institutional Certification specifying whether the individual-level data can be shared through an NIH approved repository, such as dbGaP and the Sequence Read Archive, in line with the NIH Genomic Data Sharing Policy.  

If use of DASH is not feasible, NICHD expects awardees to share data through other equivalent broad-sharing data repositories. 

For applications that aim to co-analyze already shared data with data that have not yet been shared with the broader research community, applicants should be aware that such primary data should be shared with the broad research community.

Funds Available and Anticipated Number of Awards

NICHD, NIBIB, NICCH, NIDCD, and NINDS intend to commit an estimated $6,100,000 in FY2025 (contingent upon the NIH appropriations) to fund about 4-5 awards.  The funding strategy will depend on the number of meritorious applications received and the relevance to the NCMRR, NIBIB, NICCH, NIDCD, and NINDS missions. 

Award Budget

Applicants may request up to $750,000 direct costs per year (excluding Opportunity Pool). Applicants may request up to $150,000 for the Opportunity Pool to fund the Pilot program. All Opportunity Pool costs are inclusive of any F&A for the Center and the subawardees.  As such, the Center should not calculate F&A on the Opportunity Pool set aside.

The scope of the proposed project should determine the project period. The maximum project period is 5 years.

3. Additional Information on Eligibility

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

The NIH will not accept duplicate or highly overlapping applications under review at the same time per NIH Grants Policy Statement Section 2.3.7.4 Submission of Resubmission Application. This means that the NIH will not accept:

  • A new (A0) application that is submitted before issuance of the summary statement from the review of an overlapping new (A0) or resubmission (A1) application.
  • A resubmission (A1) application that is submitted before issuance of the summary statement from the review of the previous new (A0) application.

Plan for Inclusion of People with Lived Experience:

All applicants must submit a 2-page attachment titled “Plan for Inclusion of People with Lived Experience.”  The plan should identify which disability populations are expected to benefit from the activities of the center and how PWLE as members of those populations will be included within MRRC activities. Some methods of incorporating PWLE lived experience can include key personnel, collaborators, individuals in paid advisory roles, focus groups,  community engagement boards, parent/care partner engagement boards, and other methods or a combination of methods.  The Plan for Inclusion of People with Lived Experience will be considered as part of the scientific and technical peer review evaluation, as well as at the programmatic level with respect to funding decisions. There are special review criteria in the Significance section of the Overall component regarding inclusion of PWLE.

PHS 398 Research Plan (Overall)

Specific Aims: Describe the broad objective and goals of the center. Aims of other cores may serve as subaims of the overall research strategy

Research Strategy: The research strategy of the overall component should introduce the center, the center topic, and how the different components of the center will be integrated. Key Personnel can be introduced, and their roles and experience explained.  Emphasis should be placed on how the center components will interact and be more than the sum of their parts.  In addition to the required other attachment of a 2-page plan for inclusion of PWLE, the incorporation of people with lived experience should be addressed within the overall component.

The research strategy should address the significance of the topic, the innovation of the center, and the overall approach of the center. 

Letters of Support:  Include any letters of support for the proposed Center by appropriate institutional officials of each performance site. These letters should include commitments of space and other resources required by the Center. A letter of agreement from existing resources should be included here if collaborative linkages are being developed between the Center and existing resources. Letters from the investigators of the research community may be provided to document their research interests, current or planned interactions with other Center investigators, the need for and impact of shared resources proposed by the Center, and likely use of Center resources. A table listing the individuals providing the letter of support and their institution is requested.

Resource Sharing Plan:
Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the How to Apply - Application Guide.

The Administrative Core Budget may include an Opportunity Pool of up to $150,000 inclusive of all F&A costs, including pilot institution F&A costs. The P50 grantee institution is eligible for full F&A costs on the first $25,000 of pilot awards made to a different institution, but those F&A costs are included in the $150,000.  The P50 grantee institution can negotiate F&A costs with pilot grantee institutions and these F&A costs are also included in the $150,000.

PHS 398 Research Plan (Administrative Core)

Specific Aims:  Include a list of Specific Aims outlining the objectives and functions of the Administrative Core.

Research Strategy:  The Administrative Core will serve as the primary managerial component for all activities of the MRRC, and will be responsible for the management of resources within the MRRC. The research strategy for the Resource core should explain how the Administrative Core will:

  • Coordinate, manage, and integrate the MRRC components and activities, which includes coordinating ongoing research between the Research Projects and other Cores.
  • Work collaboratively and productively with the other MRRCs.
  • Optionally, establish and manage a nationwide Pilot Program funded by an Opportunity Pool.

If a pilot program is planned, the Administrative Core component must include a description of how (and how often) pilot applications will be solicited, how pilot applications will be reviewed, how pilots will be selected for funding, and how pilot PIs will be supported throughout their research program. The proposed nationwide pilot program must plan to solicit pilot proposals, utilize an NIH-style review, and fund pilot projects proposing innovative rehabilitation research within the MRRC focus area. Eligibility must be restricted to NIH-designated Early Stage investigators and investigators entering a new area of research; established PIs proposing a project within their existing expertise will not be eligible for pilot funding.  All pilot proposals must be approved by the NIH program officer prior to funding.  The NIH program officer will examine PI eligibility, fit with the MRRC, and compliance with NIH policies. 

The administrative core may include an External Advisory Committee (EAC). An EAC is advisable, but not required.  The research strategy should explain how this group will advise the Research Center Director and Center personnel in areas of scientific direction, budget, policy, collaboration, or other matters. The application can include potential qualifications for EAC members but should not include names of proposed members. EAC members should not be contacted prior to review. Naming individuals in the application or contacting them prior to review will create potential conflicts of interest with review.

Letters of Support: Include letters of support specific to the Administrative Core.

Resource Sharing Plan: Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the SF424 (R&R) Application Guide.

Appendix:

           The resource core component must include a general description of the resource to be provided, a description of the gap being addressed, the expertise to address the gap and the ability to provide the resource locally and nationally.

Specific Aims:  Include a list of Specific Aims outlining the objectives and functions of the Resource Core.

Research Strategy: The Resource Core will serve as a local and national resource for rehabilitation researchers working in the domain of the MRRC. The research strategy for the Resource Core should:

  • Identify the resource to be established and shared,
  • Explain how the resource fits within the overall scope of the MRRC,
  • Explain how the resource can be shared and distributed,
  • Describe the impact of sharing the resource will have on the field.

The Resource Core can be utilized by the Research Project.

In some cases, a fee for service model may be appropriate whereby a Resource Core user must pay a fee to offset the cost, a nominal cost to improve utilization (e.g. if availability is a limiting factor, a fee can be used to promote efficiency by core users), or fully reimburse the cost of using the resource.

3. Unique Entity Identifier and System for Award Management (SAM)

4. Submission Dates and Times

Part I. contains information about Key Dates and times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies) using ASSIST or other electronic submission systems. Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH’s electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission. Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time. Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the center to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the center proposed).

Scored Review Criteria - Overall

Reviewers will consider each of the review criteria below in the determination of scientific merit and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

Significance

Does the center address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed centert rigorous? If the aims of the center are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

Does the application include people with lived experience (PWLE) in a way that informs the scientific aims of the application and increases or validates the potential impact of the application?   • If a pilot program is proposed, does the pilot program provide appropriate support for the pilot PIs outside of the funding itself?

2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by   the NICHD Scientific Review Branch, in accordance with NIH peer review policies and practices, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Appeals of initial peer review will not be accepted for applications submitted in response to this NOFO.

Applications will be assigned on the basis of established PHS referral guidelines to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications submitted in response to this NOFO. Following initial peer review, recommended applications will receive a second level of review by the appropriate national Advisory Council or Board. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

3. Anticipated Announcement and Award Dates

After the peer review of the application is completed, the PD/PI will be able to access their Summary Statement (written critique) via the eRA Commons. Refer to Part 1 for dates for peer review, advisory council review, and earliest start date.

Section VI. Award Administration Information

1. Award Notices

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement. This request is not a Notice of Award nor should it be construed to be an indicator of possible funding.

A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient's business official.

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

Any application awarded in response to this NOFO will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website. This includes any recent legislation and policy applicable to awards that is highlighted on this website.

Individual awards are based on the application submitted to, and as approved by, the NIH and are subject to the IC-specific terms and conditions identified in the NoA.

ClinicalTrials.gov: If an award provides for one or more clinical trials. By law (Title VIII, Section 801 of Public Law 110-85), the "responsible party" must register and submit results information for certain “applicable clinical trials” on the ClinicalTrials.gov Protocol Registration and Results System Information Website (https://register.clinicaltrials.gov). Institutional Review Board or Independent Ethics Committee Approval: Grantee institutions must ensure that all protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

Data and Safety Monitoring Requirements: The NIH policy for data and safety monitoring requires oversight and monitoring of all NIH-conducted or -supported human biomedical and behavioral intervention studies (clinical trials) to ensure the safety of participants and the validity and integrity of the data. Further information concerning these requirements is found at http://grants.nih.gov/grants/policy/hs/data_safety.htm and in the application instructions (SF424 (R&R) and PHS 398).

Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

Prior Approval of Pilot Projects

Recipient-selected projects that involve {clinical trials or studies involving greater than minimal risk to human subjects} require prior approval by NIH prior to initiation.

2. Administrative and National Policy Requirements

All NIH grant and cooperative agreement awards include the NIH Grants Policy Statement as part of the NoA. For these terms of award, see the NIH Grants Policy Statement Part II: Terms and Conditions of NIH Grant Awards, Subpart A: General and Part II: Terms and Conditions of NIH Grant Awards, Subpart B: Terms and Conditions for Specific Types of Grants, Recipients, and Activities, including of note, but not limited to:

If a recipient is successful and receives a Notice of Award, in accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

If a recipient receives and award, the recipient must follow all applicable nondiscrimination laws. The recipient agrees to this when registering in SAM.gov. The recipient must also submit an Assurance of Compliance (HHS-690). To learn more, see the Laws and Regulations Enforced by the HHS Office for Civil Rights website.

HHS recognizes that NIH research projects are often limited in scope for many reasons that are nondiscriminatory, such as the principal investigator’s scientific interest, funding limitations, recruitment requirements, and other considerations. Thus, criteria in research protocols that target or exclude certain populations are warranted where nondiscriminatory justifications establish that such criteria are appropriate with respect to the health or safety of the subjects, the scientific study design, or the purpose of the research. For additional guidance regarding how the provisions apply to NIH grant programs, please contact the Scientific/Research Contact that is identified in Section VII under Agency Contacts of this NOFO.

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to System for Award Management (SAM.gov) requirements. SAM.gov requires Federal agencies to review and consider information about an applicant in the designated integrity and performance system (currently SAM.gov) prior to making an award. An applicant can review and comment on any information in the responsibility/qualification records available in SAM.gov. NIH will consider any comments by the applicant, in addition to the information available in the responsibility/qualification records in SAM.gov, in making a judgement about the applicant’s integrity, business ethics, and record of performance under Federal awards when completing the review of risk posed by applicants as described in 2 CFR Part 200.206 “Federal awarding agency review of risk posed by applicants.” This provision will apply to all NIH grants and cooperative agreements except fellowships.

3. Data Management and Sharing

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described. 

4. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.

The Federal Funding Accountability and Transparency Act of 2006 as amended (FFATA), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over the threshold. See the NIH Grants Policy Statement for additional information on this reporting requirement.

In accordance with the regulatory requirements provided at 2 CFR Part 200.113 and Appendix XII to  2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (Responsibility/Qualification in SAM.gov, formerly FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available. Full reporting requirements and procedures are found in Appendix XII to 2 CFR Part 200 – Award Term and Condition for Recipient Integrity and Performance Matters.
