The intersection of the criminal-legal system and the community-based healthcare system is a critical target for addressing the overdose crisis. Given the recent evolution of both the epidemiology of the overdose crisis and public policies intended to support overdose prevention efforts, new research is needed to take effective interventions to scale in law enforcement, jails, courts, and community corrections. There is also a pressing need to rigorously test new and emerging models for effectively addressing the complex needs of individuals with substance use disorder (SUD) and/or high overdose risk in these settings. Of particular importance is the coordination of services between public health and public safety agencies, to ensure continuity of care for individuals as they transition between these systems.
To support research on effective interventions and implementation strategies for addressing SUD, overdose risk, and common co-occurring conditions in these populations and systems, the National Institute on Drug Abuse (NIDA) intends to continue the Justice Community Overdose Innovation Network (JCOIN) – Phase II. The purpose of the network is to bring together a national consortium of investigators and practitioner partners to conduct an array of research and capacity building activities to improve the delivery of effective interventions for adults and youth, spanning the key points of the sequential intercept model (i.e., crisis intervention, emergency response, law enforcement diversion/deflection, pre-trial services, courts, jail, prison, re-entry services, probation, parole).

Background
The NIH Helping to End Addiction Long-Term® (HEAL) Initiative: This study is part of the NIH's HEAL initiative to speed scientific solutions to the national opioid public health crisis. The NIH HEAL Initiative® bolsters research across NIH to (1) improve treatment for opioid misuse and addiction, and (2) enhance pain management. The Justice Community Overdose Innovation Network (JCOIN): JCOIN has two broad, complementary goals: to build the evidence base for the delivery of substance use disorder (SUD) treatment services for individuals involved in the criminal-legal system, and to build capacity to implement effective services for SUD, overdose prevention, and related co-occurring conditions. Phase I of JCOIN supported a consortium of practitioner-partnered research projects focused primarily on testing strategies to connect individuals with effective opioid use disorder (OUD) treatment at key transition points between the criminal-legal system and community-based healthcare. Phase I supported 13 multi-site clinical trials and more than 50 additional research protocols including surveys, modeling, dissemination, pilot studies and other projects. The network was supported by a Coordination and Translation Center (CTC) and a Methodology and Advanced Analytics Resource Center (MAARC).

Network Structure and Objectives
The structure of the network will include multiple research centers, working in collaboration with four complementary resource and support centers. Clinical Research Hubs (RFA-DA-25-025) are expected to conduct large multi-site studies; Innovation Hubs (this NOFO ) are intended to support smaller-scale studies. Both Clinical Research and Innovation Hubs will have the capacity to conduct collaborative pilot studies with other awardees. The CTC (RFA-DA-24-069) will facilitate collaboration among the Hubs, conduct novel dissemination and implementation research, and engage in an array of capacity building activities to engage practitioners and other key stakeholders. The MAARC (RFA-DA-24-068) will provide infrastructure for data submission, data sharing, and analytic support, while conducting novel survey and modeling studies. An Economic Research Resource Center (ERRC; RFA-DA-25-061) will facilitate collaboration across Hubs on the collection, analysis, and comparison of cost data; conduct original research; and develop tools to support practitioners and decision-makers. A Community Engaged Research Resource Center (CERRC; RFA-DA-25-026) will directly engage persons with lived experience and provide additional support to the Hubs on effectively engaging affected communities in the research process.

To maximize the impact of JCOIN research, participating awardees are expected to engage individually and collectively in work that connects research to practice, incorporates patient perspectives, and considers implications for equity, scalability, and sustainability.

This NOFO seeks applications for JCOIN Phase II Innovation Hubs that will conduct innovative research projects.
Scope of Activities and Purpose
The JCOIN Phase II Innovation Hubs will conduct an innovative research project that aims to improve public health and public safety outcomes for justice-involved individuals who have SUDs or are at risk of overdose. Proposed studies should test novel models of treatment delivery, conduct work in novel settings, address opioid and/or stimulant use in populations that are under-represented in prior JCOIN studies, or provide some other new advancement in the study of addiction treatment for individuals involved with the criminal legal system. Multi-site projects are strongly encouraged, but not required. Public health outcomes are inclusive of illicit opioid and/or stimulant use, misuse, or related overdoses and mortality among justice-involved populations. An SUD cascade or behavioral health cascade framework should be used to guide outcome selection. A behavioral health cascade framework includes screening for substance use, referral to treatment, treatment engagement and retention in behavioral and pharmacological SUD treatments. Relevant implementation outcomes such as penetration, scalability, and sustainability should also be considered.

Definitions of Systems and Service Providers
All Innovation hub projects need to include partnerships between criminal legal system/justice system and community-based/behavioral health service providers.
Criminal Legal System/Justice System: For the purposes of this NOFO, criminal legal system and justice system are used interchangeably. They are broadly defined to include prisons, jails, tribal court, drug courts, other problem-solving courts, civil commitment courts, law enforcement diversion and deflection programs (e.g., crisis intervention, emergency response teams), transitions to secure settings from communities (e.g., central intake facilities), transitions from secure settings to communities (i.e., re-entry), and community corrections (probation and parole). Juvenile justice and child welfare systems are also permitted. Applicants may focus on one or more intercept points. A key area of interest is testing models to provide evidence-based treatment, including treatment for co-occurring mental health and SUD, to individuals at various points in the criminal justice sequential intercept model.
Community-Based/Behavioral Health Services: For the purposes of this NOFO, a community-based or behavioral health service provider is inclusive of any organization or setting where a patient may engage with medical or behavioral health services that address SUD treatment, overdose prevention, or related treatment and other service needs. This includes, but is not limited to contracted medical and behavioral health care providers, HIV service providers, Federally Qualified Health Centers (FQHCs), integrated primary care and behavioral health clinics, office-based opioid agonist treatment providers, harm reduction sites, housing providers, methadone clinics, SUD treatment programs, etc.
Research Design and Outcome Selection
Proposed research projects for JCOIN Phase II Innovation Hubs are encouraged to leverage a wide range of research designs. The selection of the research design should be based on scientific rigor and utility to the field. Implementation, and hybrid implementation-effectiveness designs are encouraged, when appropriate.
Studies may examine evidence-based FDA-approved medications, evidence-based behavioral interventions and digital therapeutics (including adaptations and refinements), and comprehensive, patient-centered intervention packages. Key outcomes of interest include treatment engagement and retention, remission, relapse, overdose, overdose and all-cause mortality, and recidivism. Indicators of reduced opioid, stimulant and other substance use, along with criminal activity, and behavior while in custody are also relevant outcomes. Applicants are strongly encouraged to utilize an SUD or behavioral health care cascade framework as a guide for selecting outcomes. Public safety and public health outcomes should be included. Applicants are strongly encouraged to include follow-up periods of one year or longer if feasible.
Rigorous economic evaluations, especially cost-effectiveness analyses, such as those following the recommendations of the Second Panel on Cost-Effectiveness in Health and Medicine, are encouraged. Economic evaluations that consider relevant economic outcomes of proposed interventions from a societal perspective (e.g., costs of treatment, crime, etc.) are especially encouraged. All projects should plan to collaborate with the JCOIN Phase II ERRC. As part of collaboration with the ERRC, Innovation Hubs are expected to engage in a needs assessment within the first 12 months after award. The ERRC will assist the Hubs in identifying opportunities, measures, and methods for addressing economic research questions.
Clients, patients, individuals with lived experience and other key stakeholder groups are the consumers of the interventions developed by NIH supported research. Meaningful engagement and collaboration with these partners throughout the research process, including research design, conduct, and dissemination of study findings, have the potential to improve the quality of care, maximize implementation, and sustain utilization of these interventions. Hence, all projects must also include a Stakeholder Engagement and Dissemination Plan, which describes how the research team will meaningfully engage justice and behavioral health partners as well as the intended recipients of the proposed intervention. These plans should be explicit with regard to engagement prior to study launch, during study execution, and plans for meaningful sharing of results with relevant stakeholders. Applicants should leverage these perspectives to inform best practices for disseminating research findings to target audiences beyond the research community.

Where appropriate, successful applicants will be encouraged to collect common organizational, environmental or other contextual data in addition to patient-level common measures.
Network Participation: The JCOIN Phase II Innovation Hub investigators are expected to participate in monthly steering committee or work group calls with the other Hubs and resource and support centers. Hubs are also required to participate in a needs-assessment meeting with the ERRC, and separately with the CERRC, within 12 months after award. One annual in-person meeting for the Network, in the Bethesda, MD area, to include key project staff for each Innovation Hub (l~3 team members), should be anticipated. During the first year, Hub awardees will collaborate with other Hubs and the MAARC to identify a set of common measures to be used, as relevant, across studies and determine policies and processes for data sharing and collaborative analysis.Hub awardees should anticipate upload of clinical trial and other study data to the JCOIN Data Commons at regular intervals. All participants in the Network will have opportunities to collaborate on emergent, shared priorities.

Plan for Enhancing Diverse Perspectives (PEDP):
The NIH recognizes that teams comprised of investigators with diverse perspectives working together and capitalizing on innovative ideas and distinct viewpoints outperform homogeneous teams. There are many benefits that flow from a scientific workforce rich with diverse perspectives, including: fostering scientific innovation, enhancing global competitiveness, contributing to robust learning environments, improving the quality of the research, advancing the likelihood that underserved populations participate in, and benefit from research, and enhancing public trust.
To support the best science, the NIH encourages inclusivity in research guided by the consideration of diverse perspectives. Broadly, diverse perspectives can include but are not limited to the educational background and scientific expertise of the people who perform the research; the populations who participate as human subjects in research studies; and the places where research is done.
This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP), which will be assessed as part of the scientific and technical peer review evaluation. Assessment of applications containing a PEDP are based on the scientific and technical merit of the proposed project. Consistent with federal law, the race, ethnicity, or sex of a researcher, award participant, or trainee will not be considered during the application review process or when making funding decisions. Applications that fail to include a PEDP will be considered incomplete and will be administratively withdrawn before review.
The PEDP will be submitted as Other Project Information as an attachment (see Section IV). Applicants are strongly encouraged to read the NOFO instructions carefully and view the available PEDP guidance materials.
HEAL PI Meeting Attendance: The NIH HEAL Initiative will require a high level of coordination and sharing between investigators. It is expected that NIH HEAL Initiative awardees will cooperate and coordinate their activities after awards are made by participating in Program Director/Principal Investigator (PD/PI) meetings, including an annual HEAL Investigators Meeting, as well as other activities.
Clinical Trial Accrual: Awards to applications proposing clinical trials will include a series of milestones for completion of the clinical trial and provide contingency plans to proactively confront potential delays or disturbances in attaining the milestones. Continuation of the award is conditional upon satisfactory progress, availability of funds, and scientific priorities of the HEAL Initiative. If, at any time, recruitment falls significantly below the projected milestones for recruitment, NIH will consider ending support and negotiating an orderly phase-out of the award. NIH retains the option of periodic external peer review of progress. NIH program staff will closely monitor progress at all stages for milestones, accrual, and safety.

Biosketches should describe Senior/Key Personnel recent experience and participation in relevant research. Applicants are expected to provide evidence of their unique strengths, accomplishments and capabilities to contribute to shared activities across the JCOIN network. Persons responsible for participant recruitment, enrollment, data collection and data management should be shown to have extensive experience and high qualifications.
Biosketches should be included for one or more senior leaders from (a) a justice setting and (b) a community-based treatment or behavioral health setting, as relevant to the proposed study. Senior leaders do not have to be from one of the targeted communities if not appropriate for the study design, but should have relevant expertise and demonstrate the ability to provide guidance to the research team on pragmatic and practice-related issues relevant to research in the targeted setting. PD/PIs, senior investigators, and other investigators with substantial time commitments to JCOIN should expect to actively participate in a wide variety of network activities, including, but not limited to: providing mentorship to participants in the CTC Research Education Core (see RFA-DA-24-069 for more detail), participating in reviews of network publications, actively engaging in harmonization activities, making data from their study available to others in a timely manner, serving as a reviewer for CTC Rapid Response and Pilot Research Project applications (see RFA-DA-24-069 for more detail), participating in cross-hub cost-effectiveness or other economic analyses as coordinated by the ERRC, actively contributing to activities led by the CERRC to ensure that principles of justice, equity, diversity and inclusion are upheld at each Hub, and engaging with other investigators and the NIDA Science Officer in cross-hub research projects.

Requirements for Senior Personnel:
PIs must commit two (2.0) person-months effort annually on the award over the entire period of support. In a multi-PI application, at least one PD/PI must commit a minimum of 2.0 person-months annually over the life of the grant award.
In addition to executing the proposed protocol, applicants will be expected to participate in network activities. Time should be budgeted to participate in such activities.
Applicants are encouraged to include support for individuals with lived experience and other relevant stakeholders. Budgetary support might include allowable salary support or honorarium, travel, and per diem costs. If applications have not selected individuals for these roles, it is appropriate to set aside a number of slots to fill in after the stakeholder needs have been established based on the research project.
PEDP implementation costs:
Applicants may include allowable costs associated with PEDP implementation (as outlined in the Grants Policy Statement section 7: https://grants.nih.gov/grants/policy/nihgps/html5/section_7/7.1_general.htm).
Travel for annual meetings:
Applicants should budget for 1-3 project staff to attend one in-person JCOIN Steering Committee meeting per year; assume each meeting is 2 days and is in Bethesda, Maryland. Project leadership should also anticipate attendance at monthly virtual Steering Committee meetings for the duration of the award. One Hub PI is expected to attend the annual HEAL Scientific Meeting each year – for budget purposes, assume this is a 2-day meeting in the Washington DC area.
Note: Beginning in 2026, all NIH-funded publications must be open access immediately. Applicants are encouraged to budget for publication fees, if needed to comply with the new NIH policy.

Applicants are requested to develop and propose a research concept that lays out a theoretically grounded, hypothesis-driven study design to address gaps in the continuum of care for individuals involved in the criminal legal system. Applications should test novel models of treatment delivery, conduct work in novel settings, address opioid and/or stimulant use in populations that are under-represented in prior JCOIN studies, or provide some other new advancement in the study of addiction treatment for individuals involved with the criminal legal system.
Applications should involve stakeholders and clinical research performance sites from both justice settings and community-based/behavioral health service providers, as relevant to the proposed study. Applicants are encouraged to consider relevant issues such as comorbid mental health and physical health issues, polysubstance use, social determinants of health, trauma-informed approaches, etc. Designs may engage a variety of community-based providers who provide services targeting common comorbid issues. Primary outcomes, however, must include opioid and/or stimulant-relevant outcomes.

Letters of Support: Letters of support from relevant justice entity(ies) and community-based or behavioral health service provider entity(ies) must be provided, as relevant to the proposed project. If a study design proposes recruiting sites as part of a study design, strong justifications demonstrating feasibility of recruitment (e.g., letters of support from a state government official overseeing a system with multiple potential sites) and a strong justification for the selection of this strategy must be included.

Part I. contains information about Key Dates and times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.
Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies). Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIHs electronic system for grants administration. Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.
A proposed Clinical Trial application may include study design, methods, and intervention that are not by themselves innovative but address important questions or unmet needs. Additionally, the results of the clinical trial may indicate that further clinical development of the intervention is unwarranted or lead to new avenues of scientific investigation.
Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed). As part of the overall impact score, reviewers should consider and indicate how the Plan to Enhance Diverse Perspectives affects the scientific merit of the project.
Reviewers will consider each of the review criteria below in the determination of scientific merit and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.
Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?
In addition, for applications involving clinical trials
Are the scientific rationale and need for a clinical trial to test the proposed hypothesis or intervention well supported by preliminary data, clinical and/or preclinical studies, or information in the literature or knowledge of biological mechanisms? For trials focusing on clinical or public health endpoints, is this clinical trial necessary for testing the safety, efficacy or effectiveness of an intervention that could lead to a change in clinical practice, community behaviors or health care policy? For trials focusing on mechanistic, behavioral, physiological, biochemical, or other biomedical endpoints, is this trial needed to advance scientific understanding?
Are the PD(s)/PI(s), collaborators, and other researchers well suited to the project? If Early Stage Investigators or those in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance, and organizational structure appropriate for the project?
In addition, for applications involving clinical trials
With regard to the proposed leadership for the project, do the PD/PI(s) and key personnel have the expertise, experience, and ability to organize, manage and implement the proposed clinical trial and meet milestones and timelines? Do they have appropriate expertise in study coordination, data management and statistics? For a multicenter trial, is the organizational structure appropriate and does the application identify a core of potential center investigators and staffing for a coordinating center?
Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Are the concepts, approaches or methodologies, instrumentation, or interventions novel to one field of research or novel in a broad sense? Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?
In addition, for applications involving clinical trials
Does the design/research plan include innovative elements, as appropriate, that enhance its sensitivity, potential for information or potential to advance scientific knowledge or clinical practice?
Are the overall strategy, methodology, and analyses well-reasoned and appropriate to accomplish the specific aims of the project? Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project? Have the investigators presented strategies to ensure a robust and unbiased approach, as appropriate for the work proposed? Are potential problems, alternative strategies, and benchmarks for success presented? If the project is in the early stages of development, will the strategy establish feasibility and will particularly risky aspects be managed? Have the investigators presented adequate plans to address relevant biological variables, such as sex, for studies in vertebrate animals or human subjects?
If the project involves human subjects and/or NIH-defined clinical research, are the plans to address 1) the protection of human subjects from research risks, and 2) inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion or exclusion of individuals of all ages (including children and older adults), justified in terms of the scientific goals and research strategy proposed?

Study Design
Is the study design justified and appropriate to address primary and secondary outcome variable(s)/endpoints that will be clear, informative and relevant to the hypothesis being tested? Is the scientific rationale/premise of the study based on previously well-designed preclinical and/or clinical research? Given the methods used to assign participants and deliver interventions, is the study design adequately powered to answer the research question(s), test the proposed hypothesis/hypotheses, and provide interpretable results? Is the trial appropriately designed to conduct the research efficiently? Are the study populations (size, gender, age, demographic group), proposed intervention arms/dose, and duration of the trial, appropriate and well justified?
Are potential ethical issues adequately addressed? Is the process for obtaining informed consent or assent appropriate? Is the eligible population available? Are the plans for recruitment outreach, enrollment, retention, handling dropouts, missed visits, and losses to follow-up appropriate to ensure robust data collection? Are the planned recruitment timelines feasible and is the plan to monitor accrual adequate? Has the need for randomization (or not), masking (if appropriate), controls, and inclusion/exclusion criteria been addressed? Are differences addressed, if applicable, in the intervention effect due to sex/gender and race/ethnicity?
Are the plans to standardize, assure quality of, and monitor adherence to, the trial protocol and data collection or distribution guidelines appropriate? Is there a plan to obtain required study agent(s)? Does the application propose to use existing available resources, as applicable?
Data Management and Statistical Analysis
Are planned analyses and statistical approach appropriate for the proposed study design and methods used to assign participants and deliver interventions? Are the procedures for data management and quality control of data adequate at clinical site(s) or at center laboratories, as applicable? Have the methods for standardization of procedures for data management to assess the effect of the intervention and quality control been addressed? Is there a plan to complete data analysis within the proposed period of the award?
Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment, and other physical resources available to the investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?
In addition, for applications involving clinical trials
If proposed, are the administrative, data coordinating, enrollment and laboratory/testing centers, appropriate for the trial proposed?
Does the application adequately address the capability and ability to conduct the trial at the proposed site(s) or centers? Are the plans to add or drop enrollment centers, as needed, appropriate?
If international site(s) is/are proposed, does the application adequately address the complexity of executing the clinical trial?
If multi-sites/centers, is there evidence of the ability of the individual site or center to: (1) enroll the proposed numbers; (2) adhere to the protocol; (3) collect and transmit data in an accurate and timely fashion; and, (4) operate within the proposed organizational structure?
As applicable for the project proposed, reviewers will evaluate the following additional items while determining scientific and technical merit, and in providing an overall impact score, but will not give separate scores for these items.
Specific to applications involving clinical trials
Is the study timeline described in detail, taking into account start-up activities, the anticipated rate of enrollment, and planned follow-up assessment? Is the projected timeline feasible and well justified? Does the project incorporate efficiencies and utilize existing resources (e.g., CTSAs, practice-based research networks, electronic medical records, administrative database, or patient registries) to increase the efficiency of participant enrollment and data collection, as appropriate?
Are potential challenges and corresponding solutions discussed (e.g., strategies that can be implemented in the event of enrollment shortfalls)?
For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. For additional information on review of the Inclusion section, please refer to the Guidelines for the Review of Inclusion in Clinical Research.
The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following three points: (1) a complete description of all proposed procedures including the species, strains, ages, sex, and total numbers of animals to be used; (2) justifications that the species is appropriate for the proposed research and why the research goals cannot be accomplished using an alternative non-animal model; and (3) interventions including analgesia, anesthesia, sedation, palliative care, and humane endpoints that will be used to limit any unavoidable discomfort, distress, pain and injury in the conduct of scientifically valuable research. Methods of euthanasia and justification for selected methods, if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals, is also required but is found in a separate section of the application. Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to System for Award Management (SAM.gov) requirements. All data collected as part of the NIH HEAL Initiative are so collected under a Certificate of Confidentiality and entitled to the protections thereof. Institutions who receive Data and/or Materials from this award for performance of activities under this award are required to use the Data and/or Materials only as outlined by the NIH HEAL Initiative, in a manner that is consistent with applicable state and federal laws and regulations, including any informed consent requirements and the terms of the institutions NIH funding, including NOT-OD-17-109 and 42 U.S.C. 241(d). A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
The Federal Funding Accountability and Transparency Act of 2006 as amended (FFATA), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000. See the NIH Grants Policy Statement for additional information on this reporting requirement.
In accordance with the regulatory requirements provided at 2 CFR Part 200.113 and Appendix XII to 2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (Responsibility/Qualification in SAM.gov, formerly FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available.
