Funding Opportunity Purpose

The National Institutes of Health (NIH) hereby notifies recipient organizations holding specific types of NIH grants, listed within the Activity Code section above, that applications for change of recipient organization may be submitted to this NOFO. This assumes such a change is programmatically permitted for the particular grant. Applications for change of recipient organization are considered prior approval requests (as described in Section 8.1.2.7 of the NIH Grants Policy Statement) and will be routed for consideration directly to the Grants Management Specialist named in the current award.

Although requests for change of recipient organization may be submitted through this NOFO, there is no guarantee that an award will be transferred to the new organization. All applicants are encouraged to discuss potential requests with the awarding IC before submission.

Section I. Notice of Funding Opportunity Description

Change of Recipient Organization requests for single-project activity codes can be submitted using either paper or electronic submission processes. Change of Recipient Organization requests for multi-project activity codes must be submitted using the paper submission process. See Activity Code section in Part 1 to determine if electronic submission is an option for your activity code.

Change of Recipient Organization actions generally require the submission of multiple applications and can involve awards from numerous NIH ICs. Therefore, the recipient should contact the lead NIH awarding IC before submitting applications through this NOFO.

Section II. Award Information

Funding Instrument

The funding instrument will be the same as the parent award.

Grant: A financial assistance mechanism providing money, property, or both to an eligible entity to carry out an approved project or activity.

Cooperative Agreement: A financial assistance mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities. See Section VI.2 for additional information about the substantial involvement for this NOFO.

Other: A mechanism that is not a grant or cooperative agreement. Examples include access to research resources or pre-applications.

Funds Available and Anticipated Number of Awards

The amount of an award is contingent upon the submission of an acceptable application and, unless otherwise instructed by the awarding IC, the direct costs relinquished by the original recipient organization.

Award Budget

Unless otherwise instructed by the awarding IC, application budgets are limited to the direct costs relinquished by the original recipient organization, plus applicable F&A costs for the new organization. Budgets must reflect actual needs of the proposed project.

Award Project Period

The project period should not exceed the amount of time remaining in the original project period.

NIH grants policies as described in the NIH Grants Policy Statement will apply to the applications submitted and awards made from this Notice of Funding Opportunity (NOFO).

IMPORTANT: The research proposed by the NIH recipient in the application must be within the original scope of the NIH-supported grant project.

Required Registrations

Applicant Organizations

Applicant organizations must complete and maintain the following registrations as described in the How to Apply - Application Guide to be eligible to apply for or receive an award. All registrations must be completed prior to the application being submitted. Registration can take 6 weeks or more, so applicants should begin the registration process as soon as possible. Failure to complete registration in advance of a due date is not a valid reason for a late submission, please reference NIH Grants Policy Statement 2.3.9.2 Electronically Submitted Applications for additional information.

  • System for Award Management (SAM) – Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • NATO Commercial and Government Entity (NCAGE) Code – Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • Unique Entity Identifier (UEI) - A UEI is issued as part of the SAM.gov registration process. The same UEI must be used for all registrations, as well as on the grant application.
  • eRA Commons - Once the unique organization identifier is established, organizations can register with eRA Commons in tandem with completing their Grants.gov registration; all registrations must be in place by time of submission. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application.
  • Grants.gov – Applicants must have an active SAM registration in order to complete the Grants.gov registration.

Program Directors/Principal Investigators (PD(s)/PI(s))

All PD(s)/PI(s) must have an eRA Commons account.  PD(s)/PI(s) should work with their organizational officials to either create a new account or to affiliate their existing account with the applicant organization in eRA Commons. If the PD/PI is also the organizational Signing Official, they must have two distinct eRA Commons accounts, one for each role. Obtaining an eRA Commons account can take up to 2 weeks.

Eligible Individuals (Program Director/Principal Investigator)

Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research as the Program Director(s)/Principal Investigator(s) (PD(s)/PI(s)) is invited to work with their organization to develop an application for support. Individuals from diverse backgrounds, including underrepresented racial and ethnic groups, individuals with disabilities, and women are always encouraged to apply for NIH support. See, Reminder: Notice of NIH's Encouragement of Applications Supporting Individuals from Underrepresented Ethnic and Racial Groups as well as Individuals with Disabilities, NOT-OD-22-019.

Generally a Change of Organization request should include the same PD/PI(s) as on the currently funded award. Individual(s) must hold an active grant or cooperative agreement, and the research proposed in the supplement must be accomplished within the competitive segment of the active award. Individuals are encouraged to work with their organizations to develop applications for support.

For awards that include multiple PD(s)/PI(s), the Change of Organization request may be submitted by the PD(s)/PI(s) who will be transferring to the new applicant organization (in accordance with the existing leadership plan). Do not use this Change of Organization application to add, delete, or change the PD(s)/PI(s) listed on the current award. If presented with more than one form package, use the Competition ID and Competition Titles provided to determine the most appropriate application forms package for your situation. Prepare applications using the SF424 (R&R) forms associated with the chosen package. Please note that some forms marked optional in the application package are required for submission of applications for this announcement. Change of recipient organization applications submitted electronically must include the institute and serial number of the grant number (e.g., CA987654) of the current award entered in field 4a (Federal Identifier). In field 8 (Type of Application), select "Revision" and then mark "E. Other" and insert "Change of Recipient Organization" in the corresponding text field.

R&R Other Project Information form:

Human Subjects section: If applicable, attach PDF documents in the Other Attachments field indicating the Office of Human Research Protections (OHRP) assurance number and IRB approval for the new organization. Name the documents "IRB Documentation.pdf." Adherence to the NIH policy for including women and minorities in clinical studies must also be ensured, if additional human subjects involvement is planned;

Vertebrate Animals section: If applicable, provide the Office of Laboratory Animal Welfare (OLAW) assurance number and Institutional Animal Care and Use Committee (IACUC) approval for the new organization. Name the documents "IACUC Documentation.pdf";

Facilities & other Resources: Include probable effect of the move on the project;

Equipment: Include detailed list of any equipment purchased with grant funds to be transferred to the new organization (inclusion of this list in the transfer application from the new organization indicates its acceptance of title to that equipment).

Senior/Key Person Profile (Expanded) Form:

Include updated biographical sketches for the PD/PI and existing senior/key personnel, and biographical sketches for any proposed new senior/key personnel.

R&R Budget form:

The R&R Detailed Budget form must be used, regardless of the form used for the initial application for current award for all research and career mechanisms. The budget should be based on the direct costs relinquished by the original recipient organization, unless otherwise instructed by the awarding IC.

Even if the budget for the original award was submitted in a modular format, the R&R Detailed Budget form must be used for an electronic application for change of recipient organization. For these awards, recipients may either complete all of the fields in the R&R Detailed Budget as appropriate or, they may complete only the costs for the PD/PI (Section A), and include the remainder of the direct costs under Section F (Other Direct Costs), and Section H (Indirect Costs).

PHS 398 Training Budget Form:

Budgets for all NIH Training (T-series and D-series) applications should be submitted using the R&R Training Budget and R&R Detailed Budget forms (as appropriate), and should be based on the direct costs relinquished by the original recipient organization, unless otherwise instructed by the awarding IC.

Research Plan form (i.e., PHS 398 Research Plan Form, PHS 398 Career Development Award Supplemental Form, PHS 398 Research Training Program Plan Form, or PHS Fellowship Supplemental Form, as applicable):

Include a statement indicating whether the overall research/research training plans/aims have changed from the original submission. If the overall research/research training plans/aims have changed, provide updated information. If the overall research/research training plans/aims have not changed, provide the original research/research training plans/aims.

If transferring on the anniversary date, include the progress report for the current year that includes a statement regarding the goals for the upcoming year. If transferring during the budget period (i.e., a mid-year transfer), contact the awarding IC to determine if a progress report is required. If required, the progress report should be included in the Research Strategy section.

As outlined in NOT-OD-20-124 and the NIH Grants Policy Statement in 8.1.2.7, NIH also expects that requests for change in recipient institution should include mention whether the change in recipient organization is related to concerns about safety and/or work environments (e.g., due to concerns about harassment, bullying, retaliation, or hostile working conditions) involving the PD/PI. Section V. Application Review Information

1. Criteria

Change of Recipient Organization applications do not receive peer review (including objective peer review for applicable mechanisms). Instead, the administrative criteria described below will be considered in the administrative evaluation process. NIH may request additional information necessary to accomplish its administrative review of the change of recipient organization request.The following general criteria will be used:

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. For additional information on review of the Human Subjects section, please refer to the Guidelines for the Review of Human Subjects.

Inclusion of Women, Minorities, and Individuals Across the Lifespan

When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. For additional information on review of the Inclusion section, please refer to the Guidelines for the Review of Inclusion in Clinical Research. 

Vertebrate Animals

The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following three points: (1) a complete description of all proposed procedures including the species, strains, ages, sex, and total numbers of animals to be used; (2) justifications that the species is appropriate for the proposed research and why the research goals cannot be accomplished using an alternative non-animal model; and (3) interventions including analgesia, anesthesia, sedation, palliative care, and humane endpoints that will be used to limit any unavoidable discomfort, distress, pain and injury in the conduct of scientifically valuable research. Methods of euthanasia and justification for selected methods, if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals, is also required but is found in a separate section of the application. Biohazards

NIH staff will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.

2. Review and Selection Process

Change of Recipient Organization requests will undergo an administrative evaluation by NIH staff, but not a full peer review. Applications submitted for this funding opportunity will be assigned to the awarding component for the parent award and will be administratively evaluated using the criteria shown above.

Section VI. Award Administration Information

1. Award Notices

NIH will issue formal approval of a Change of Recipient Organization in the form of a revised Notice of Award (NoA) to the original recipient reflecting the revised budget/project period end dates, deletion of any future-year support, and deobligation of remaining funds, if applicable. A deobligation of funds will be based on the estimated grant expenditures through the relinquishment date, as determined from the relinquishing statement.

Concurrently, NIH will issue a NoA to the new recipient reflecting the direct cost balance reported on the relinquishing statement plus applicable F&A costs, if funds are available. This amount is subject to change as a result of the closeout of the original grant and may be adjusted downward. If the change of recipient organization occurs on the anniversary date of the project, the NoA to the new recipient will reflect the previously committed direct cost level plus applicable F&A costs if funds are available. The NoA is the official authorizing notification of a Change of Recipient Organization showing the transferee as the recipient of record and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipient’s business official.

In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions. 

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk.  For more information on the Notice of Award, please refer to the NIH Grants Policy Statement Section 5. Any application awarded in response to this NOFO will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website. This includes any recent legislation and policy applicable to awards that is highlighted on this website. 

2. Administrative and National Policy Requirements

Any Change of Recipient Organization to Cooperative Agreements will be subject to the same Cooperative Agreement terms and conditions as the original award.

3. Data Management and Sharing

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

4. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement Section 8.4.1 Reporting. To learn more about post-award monitoring and reporting, see the NIH Grants & Funding website, see Post-Award Monitoring and Reporting.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement Section 8.6 Closeout. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
