The National Institutes of Health (NIH) hereby notify grantee organizations holding specific types of NIH grants, listed in the full Funding Opportunity Announcement (FOA), that applications for change of grantee organization may be submitted in response to this FOA. This assumes such a change is programmatically permitted for the particular grant. Applications for change of grantee organization are considered prior approval requests (as described in Section 8.1.2.7 of the NIH Grants Policy Statement) and will be routed for consideration directly to the Grants Management Specialist named in the current award. Although requests for change of grantee organization may be submitted through this FOA, there is no guarantee that an award will be transferred to the new organization. All applicants are encouraged to discuss potential requests with the awarding IC before submission. |

This funding opportunity announcement provides direction for the submission of electronic change of grantee applications through Grants.gov. Change of grantee applications may only be submitted using this announcement for currently active awards and for single-project activity codes that have transitioned to electronic submission. Visit the list of Activity Codes Processed Electronically for NIH and Partner Agencies to determine if the activity code of the current award has transitioned to electronic submission and if the activity code is single-project or multi-project. The NIH Policy on Late Submission of Grant Applications states that failure to complete registrations in advance of a due date is not a valid reason for a late submission.
Generally a Change of Organization request should include the same PD/PI(s) as on the currently funded grant. Individual(s) must hold an active grant or cooperative agreement and the research proposed should not exceed the amount of time remaining in the original project period. Individuals are encouraged to work with the awarding IC of the current award for further guidance and with their organization to develop applications for support.
For awards that include multiple
PD(s)/PI(s), the change of institution request may be submitted by the
PD(s)/PI(s) who will be transferring to the new applicant organization (in
accordance with the existing leadership plan). Do not use this change of
organization application to add, delete, or change the PD(s)/PI(s) listed on

information.
Generally, NIH does not require cost sharing as defined in the NIH Grants Policy Statement. See the Funding Opportunity Announcement under which the original award was funded.
Applicant organizations must submit one application for each active award for which a change of grantee organization is being requested.

For applications submitted electronically, all
PD(s)/PI(s) must include their eRA Commons ID in the credential field of

Upon receipt, applications will be administratively evaluated for completeness by the awarding Institute or Center.
Not Applicable
Change of grantee applications are not evaluated for scientific and technical merit through the NIH peer review system. Instead, NIH will administratively consider whether there is a continued need for the grant-supported project or activity and the impact of any proposed changes in the scope of the project. A change of organization may be made without peer review, provided the PD/PI plans no significant change in research objectives and the facilities and resources at the new organization will allow for successful performance of the project. If these conditions or other programmatic or administrative requirements are not met, the NIH awarding IC may require peer review or may disapprove the request and, if appropriate, terminate the award.
NIH may request additional information necessary to accomplish its administrative review of the change of grantee organization request.
In addition, each of the following criteria will be evaluated if they will be impacted by the proposed change of grantee organization.
Protections of Human Subjects
For research that involves human subjects but does
not involve one of the six categories of research that are exempt under 45 CFR
Part 46, NIH staff will evaluate the justification for involvement of human
subjects and the proposed protections from research risk relating to their
participation according to the following five review criteria: 1) risk to
subjects, 2) adequacy of protection against risks, 3) potential benefits to the
subjects and others, 4) importance of the knowledge to be gained, and 5) data
and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or
more of the six categories of research that are exempt under 45 CFR Part 46,
NIH staff will evaluate: 1) the justification for the exemption, 2) human
subjects involvement and characteristics, and 3) sources of materials. For
additional information on review of the Human Subjects section, please refer to
the Human Subjects Protection and Inclusion Guidelines.
Vertebrate Animals
NIH Staff will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following five points: 1) proposed use of the animals, and species, strains, ages, sex, and numbers to be used; 2) justifications for the use of animals and for the appropriateness of the species and numbers proposed; 3) adequacy of veterinary care; 4) procedures for limiting discomfort, distress, pain and injury to that which is unavoidable in the conduct of scientifically sound research including the use of analgesic, anesthetic, and tranquilizing drugs and/or comfortable restraining devices; and 5) methods of euthanasia and reason for selection if not consistent with the AVMA Guidelines on Euthanasia. Biohazards
NIH Staff will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.
Applications will be evaluated by NIH program and grants management staff. Assignments are shown in the eRA Commons.
NIH will issue formal approval of a change of grantee organization in the form of a revised Notice of Award (NoA) to the original grantee reflecting the revised budget/project period end dates, deletion of any future-year support, and deobligation of remaining funds, if applicable. (A deobligation of funds will be based on the estimated grant expenditures through the relinquishment date, as determined from the relinquishing statement.) Concurrently, NIH will issue a NoA to the new grantee reflecting the direct cost balance reported on the relinquishing statement plus applicable F&A costs, if funds are available. This amount is subject to change as a result of the closeout of the original grant and may be adjusted downward. If the change of grantee organization occurs on the anniversary date of the project, the NoA to the new grantee will reflect the previously committed direct cost level plus applicable F&A costs if funds are available.
The NoA signed by the grants management officer is the authorizing document and
will be sent via email to the grantee’s business official.
Awardees must comply with any funding restrictions described in Section IV.5. Funding Restrictions.
All NIH grant and cooperative agreement awards include the NIH Grants Policy Statement as part of the NoA. Reporting for the Original Grantee Organization:
In addition to the Relinquishing Statement, the original grantee is required to submit a final invention statement and final financial expenditure report. The final financial expenditure report must ultimately match the final cash report.
Reporting for the New Grantee Organization:
When multiple years are involved, awardees will be required to submit the Non-Competing Continuation Grant Progress Report (PHS 2590) annually and financial statements as required in the NIH Grants Policy Statement.
A final progress report, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement.
The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000.
