Purpose
NIH announces the availability of a pilot process for electronic submission of the Official Statement Relinquishing Interests and Rights in a Public Health Service Research Grant (PHS 3734 Form) (relinquishing statement) through the new eRA Change of Institution module in eRA Commons.
During this pilot, post-award relinquishing statements can still be submitted directly to the awarding IC as described in the NIH Grants Policy Statement (GPS). However, grantees are encouraged to pilot the new system to become familiar with electronic submission before use is required. More on the requirements for submitting relinquishing statements can be found in Sections 8.1.2.7 and 8.1.2.8 of the NIH GPS.
Under the pilot system, the original institution will be able to submit a relinquishing statement through the eRA Change of Institution module. Then the "new" institution will be able to view a relinquishing statement through the eRA Change of Institution module in eRA Commons. Note the relinquishing statement may be submitted electronically even if the corresponding application is submitted on paper.

All applicants are encouraged to discuss potential change of grantee institution and change of organizational status requests with the awarding IC prior to submission of a relinquishing statement.
