Purpose
The Federal Funding Accountability and Transparency Act of 2006, as amended ("Transparency Act"), requires the Office of Management and Budget (OMB) to establish a single searchable database, accessible to the public, with information on financial assistance awards made by Federal agencies. The Transparency Act also includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards.
On September 14, 2010, OMB issued in the Federal Register Interim Final Guidance Requirements for Federal Funding Accountability and Transparency Act Implementation (2 CFR Part 170). On the same day OMB also issued in the Federal Register (Volume 75, No. 177) Final Guidance on Financial Assistance Use of Universal Identifier and Central Contractor Registration (2 CFR Subtitle A Part 25). Both include new and revised requirements for NIH applicants and grantees, and a directive for agencies to include these requirements in all Funding Opportunity Announcements (FOAs).

Effectively immediately with this Guide Notice, NIH hereby revises all currently open FOAs to include the following requirements:
Section III: Eligibility Information - Eligible Applicants - Required Registrations:
Modify the existing Central Contractor Registration (CCR) requirement to include maintaining an active CCR registration.
Section VI - Award Administration Information - 1. Award Notices
Add statement that any application awarded in response to this FOA will be subject to the DUNS, CCR Registration, and Transparency Act requirements as noted on the Award Conditions and Information for NIH Grants website.
Section VI - Award Administration Information - 3. Reporting
Add statement that the Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS) available at www.FSRS.gov on all subawards over $25,000.
