National All Schedules Prescription Electronic Reporting (NASPER) (X99)

Provides financial assistance to States and the District of Columbia who by July 10, 2009, have enacted legislation or regulations that permit the implementation of a State controlled substance monitoring program as well as the imposition of appropriate penalties for the unauthorized use and disclosure of information maintained in the program.
