Funding Opportunity Purpose

The purpose of this Notice of Funding Opportunity (NOFO) is to establish a Coordinating and Data Management Center (CDMC) that will coordinate and manage the activities of the Gastroenterology Neurology Research Centers (GNRCs), as described in the companion NOFO, RFA-DK-22-036, as part of the Gut Brain Parkinson's Disease Consortium (GBPDC). The responsibilities of the CDMC include, but are not limited to: (1) development of study protocols and coordination of enrollment of subjects into the study; (2) management of consortium-wide meetings and conferences, and cross-consortium collaborative activities; (3) provision of statistical and computational analysis support; and (4) establishing a central data hub for data capture, curation and management, and protocol development and registration. The CDMC will manage GBPDC-wide reporting and data and specimen sharing requirements, to include coordination of distribution of blood, biopsies, and other biological samples to the GNRCs. The CDMC will also manage the operations of the GBPDC Steering Committee and other operational committees and provide the infrastructure for the efficient design and conduct of multicenter studies and establish a repository of participant samples that may be used for ancillary studies of etiology and pathogenesis. Section I. Notice of Funding Opportunity Description

CDMC Purpose and Research Objectives

Parkinson’s disease (PD) is the second most common and fastest growing neurodegenerative disorder, with approximately 60,000 Americans diagnosed annually. PD symptoms are not limited to motor dysfunction and more than 50% of patients who develop PD often have a history of complaints affecting nearly all parts of the gastrointestinal (GI) system. These GI symptoms often precede the onset of motor symptoms, indicating that GI dysfunction may be an early manifestation of the disease and the gut may be an unexplored diagnostic and/or therapeutic target. Few, if any, centers have sufficient information on GI dysfunction in patients with PD. Critical to moving the field forward is the collection of data and samples under a large-scale data sharing effort starting from the prodromal non-motor GI phase to the overt motor phase. Coordination of a multidisciplinary collaborative effort will provide the infrastructure needed to establish an annotated repository of biospecimens (e.g., CSF, blood, stool, and GI tissues) to allow for the identification and validation of developing innovative early-phase GI-based diagnostic tools and biomarkers for PD.

There is an acknowledged gap in our understanding of the temporal onset of GI symptoms and changes in gut-brain communication in PD that may contribute to disease pathogenesis or severity. This initiative seeks to leverage the potential role of the GI tract in the pathogenesis and progress of PD in order to improve patient diagnosis, care, and outcomes. To achieve this objective, two different types of centers will form a consortium investigating the role of the GI track in PD. This Notice of Funding Opportunity (NOFO) is to solicit new cooperative agreement applications for a single Coordinating and Data Management Center (CDMC) that will manage the Gastroenterology Neurology Research Centers (GNRCs) described in the companion NOFO, RFA-DK-22-036. The CDMC and GNRCs together will form the Gut Brain Parkinson's Disease Consortium (GBPDC). While a major goal of the GBPDC is enrollment of PD patients and collection of biological samples relevant to gastroenterology- and neurology-based analyses, GNRC applicants are asked also to plan mechanistic studies that leverage the use of these biosamples. For example, the role of the intestinal microbiota in the pathogenesis of PD remains unclear and the GBPDC may undertake studies of the composition and activity of the intestinal microbiome, and integrate these results with clinical data and other analyses.

CDMC Organization and Management of the GNRCs of the GBPDC (additional information available at https://www.niddk.nih.gov/research-funding/human-subjects-research/policies-clinical-researchers)

It is essential that CDMC applicants familiarize themselves with the companion NOFO for the U01 Centers that will form the GBPDC (described fully in accompanying RFA DK-22-036). The CDMC will be the scientific and organizational nucleus and serve as the central resource for the activities of the GBPDC. As such, the administrative structure should bring strong leadership and program management skills to the GBPDC. The CDMC requires a team with a track record of academic excellence in the field of gastroenterology, neurology, or related areas, with expertise and experience in implementation of protocol harmonization and quality control and assurance. The GNRCs will be expected to conduct independent analyses (enlisting support from the CDMC, as appropriate), and also to participate in collaborative projects with other GNRCs in the GBPDC and to allocate resources and personnel for the performance of both independent and collaborative studies.

The CDMC will be responsible for the collation, management, and support of analysis of the clinical, molecular, and other data, and coordinating communication and research among the GNRCs. It will manage the processing of biospecimens, submission of clinical, cellular and molecular data to central databases, and data analysis. It will also coordinate large scale analyses (e.g., histopathology and molecular), contracting them to third-party providers of the appropriate laboratory services when this expedient is cost-effective. Inventory management, sample tracking, and publication monitoring will be essential required activities of this project.

GNRCs will be expected to share data and participant specimens with other GBPDC centers, as appropriate and consistent with program goals. The CDMC will coordinate shipment of blood and other biological samples from the GNRCs to create a repository for the GBPDC. The GBPDC will send a biological sample (when applicable) produced from each enrolled subject to the NIDDK Central Repository, an NIDDK supported resource, for eventual sharing with the broader research community, as appropriate and consistent with achieving the goals of the program. Collection of biological specimens should conform to the specimen collection protocols of the NIDDK-CR (https://repository.niddk.nih.gov/pages/for_submitters/) and NINDS BioSEND Repository (https://biosend.org/expertise.html). To further promote data sharing, the CDMC will use Global Unique Identifiers (GUIDs) to provide a secure mechanism to link research participants across disciplines. GUIDs are required for each GNRC participant and the NIDDK has joined the NIH-centralized GUID server for participant sharing across institutes and studies. GUIDs allow data to be associated with a research participant without exposing or transferring personally identifiable information (PII) and/or protected health information (PHI). To support these activities, a web-based portal for this project will need to be developed and launched within the first 2 months after award, and updated in a timely fashion to reflect growth of the project. Raw and analyzed data should be made widely available via the project website if the associated projects do not themselves host a website for this activity.

In addition, the CDMC will be expected to oversee the following activities of the GNRCs, as well as others not mentioned in this list:

  • Develop study protocols, the manual of operations, data collection forms, questionnaires and monitoring of adherence to research plans and protocols, and other data formats to support secure data deposition from grantees of RFA-DK-22-036.
  • Support GNRC training, implementation, and study monitoring. Work with GNRC investigators on study design, including developing statistical analysis plans, power analyses, and study budgets.
  • Develop and maintain the study website, data repositories? and the data commons, including analytical tools and user-friendly web portals with the goal of enhancing dissemination, accessibility and utilization of GBPDC-generated resources across relevant research communities. Data management and web-based activities will include creating and curating a searchable database with detailed pre-analytic quality control (QC) and protocol information. All aspects of the databases and portal should conform to current NIH policies regarding encouraging compliance with FAIR principles: https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4792175/.
  • Provide logistical support necessary to run an efficient and productive network, including videoconference support, meeting facilitation, and taking meeting minutes.
  • Coordinate closely with and/or manage the GNRC single Investigational Review Board (sIRB) to obtain and maintain IRB approvals and continuing renewals for all studies and ensure all recruiting sites have appropriate reliance agreements in place.
  • Conduct statistical analyses of study data for interim monitoring, final results, and secondary data analyses, and collaborating with study investigators to publish results of GBPDC studies and studies in a timely and accurate manner
  • Manage GBPDC-wide reporting and data and specimen sharing requirements, to include coordination of distribution of blood, biopsies, and other biological samples to the GNRCs, the CDMC, and to third-party providers of analytic services (which may be supported by subcontracts). Oversee all aspects of the data deposition, including timeliness and completeness of data, and provide any curation needed to ensure quality of data submission.

The Principal Investigator (PI) of the CDMC is expected to have broad experience in working collaboratively with a variety of health care systems in extracting health care data for research and in managing the related regulatory, ethical, and policy issues, including the NIH single IRB policy (NOT-OD-16-094). The PI should also have experience in coordinating transdisciplinary research teams. The CDMC must demonstrate expertise and capabilities in biostatistics, computational analysis and modeling, information technology and bioinformatics, data management, protocol development, and in coordinating and providing logistical support for meetings and conferences.

Steering committee (SC): The Steering Committee of the GBPDC will be responsible for all operational decisions, which will be binding upon all members of the GBPDC. The Steering Committee has the primary responsibility for implementing the objectives of the GBPDC, including identifying areas of potential research, developing and implementing common protocols, and analyzing and publishing study results. The frequency of the Steering Committee meetings will be established at the first meeting but is expected to meet 4 times per year with monthly videoconferences. All Steering Committee members or their designees are expected to attend these meetings. At least two meetings per year are expected to be face-to-face (weather and public health issues permitting), usually in the Washington, DC metro area, and GBPDC PIs and coordinators are expected to attend the quarterly meetings. The Steering Committee may create subcommittees to manage specific functions such as protocol development or publications. The CDMC will manage the operations of the GBPDC Steering Committee and other operational committees and provide the infrastructure for the efficient design and conduct of multicenter clinical studies and establish a repository of participant samples that may be used for ancillary studies. The voting members of Steering Committee consist of:

  • PIs from each GNRC (one vote per center; multi-PI applications are allowed, but each awarded Center will only get one vote on the SC)
  • PI from the CDMC Data Coordinating Center
  • NIDDK Project Scientist
  • Steering Committee chairperson, other than the NIDDK Project Scientist, will be appointed by the Steering committee in consultation with the NIDDK Program Official.

Applications Not Supported by this NOFO

Applications including the following types of studies will be considered non-responsive:

  • Applications that do not have a NIH Data Management and Sharing Plan that includes solutions for tracking inventory, catalogue, and other necessary information for biomarkers researchers.
  • Applications that do not include development of a public web-based interface to promote the goals of the GBPDC and to provide tools such as protocols, procedures, and policy guidance.
  • Applications that do not include tools to allow easy searching, identification, and requesting of biospecimens and associated data.

Nonresponsive applications will not be reviewed.

Single Investigational Review Board (sIRB)

Per NIH policy, all new GBPDC studies will use a single sIRB. This IRB can either be at the CDMC or via a commercial IRB. sIRB costs need to be included in the budget for this RFA. Ideally, the same IRB will be used for all/most studies to maximize efficiency and consistency of protocol implementation. The CDMC will have a central role in establishing, coordinating with, and providing logistical support to the sIRB.

The PI(s) will be each required to declare a minimum effort of 1.8 calendar-months (15 percent) effort each per year for first year and 1.2 calendar months (10%) thereafter. Specific Aims: Provide a succinct description of how the proposed work will meet the overall scientific goals and expected outcomes. These goals should include:

  • Providing leadership to the GBPDC to include overall project management of the research and resource goals and the ability to receive and organize previously collected biosample repositories.

  • Data collection, integration, harmonization, editing, transmittal, processing, quality control, analysis, and reporting for large clinical, molecular and multi-omic datasets generated by GBPDC activities.
  • Monitoring of adherence to the research plan, of data quality, and of adherence to data management policies.
  • Plans for promoting and facilitating collaborations with investigators outside the GBPDC.

3. Data Management and Web-based Activities including but not limited to:

  • Plans for maintaining a computerized data management system for cataloging, querying, and retrieval of sample-related information. The data management capabilities must be 1) nimble in sharing inventory and catalogue data on a regular basis 2) able to receive clinical and other sample associated data 3) able to track and 4) notify submitters and requestors regarding sample status (via an electronic system).
  • The design and development of the database should provide user-friendly accounting of the repository's holdings, and ensure data integrity, accuracy, and security.
  • Coordination of submission of blood and other biological samples from the GNRCs to centralized facilities performing DNA and other component extraction, and other laboratory services;

NIDDK requests the use of common data elements (CDEs) in basic, clinical, and applied research, patient registries, and other human subject research to facilitate broader and more effective use of data and advance research across studies. CDEs are data elements that have been identified and defined for use in multiple data sets across different studies. Use of CDEs can facilitate data sharing and standardization to improve data quality and enable data integration from multiple studies and sources, including electronic health records. Cooperative Agreement Terms and Conditions of Award

The following special terms of award are in addition to, and not in lieu of, otherwise applicable U.S. Office of Management and Budget (OMB) administrative guidelines, U.S. Department of Health and Human Services (HHS) grant administration regulations at 45 CFR Part 75 and 2 CFR Part 200, and other HHS, PHS, and NIH grant administration policies.

The administrative and funding instrument used for this program will be the cooperative agreement, an "assistance" mechanism (rather than an "acquisition" mechanism), in which substantial NIH programmatic involvement with the recipients is anticipated during the performance of the activities. Under the cooperative agreement, the NIH purpose is to support and stimulate the recipients' activities by involvement in and otherwise working jointly with the recipients in a partnership role; it is not to assume direction, prime responsibility, or a dominant role in the activities. Consistent with this concept, the dominant role and prime responsibility resides with the recipients for the project as a whole, although specific tasks and activities may be shared among the recipients and NIH as defined below.

The PD(s)/PI(s) will have the primary responsibility for:

1. Developing the research design and study protocol, including definition of objectives and approaches, sample size and power calculations, and establishing procedures for participant recruitment and follow-up, data collection, quality control, interim data and safety monitoring, final data analysis and interpretation, and publication of results.

2. Establishing a Steering Committee to implement, coordinate and manage the project(s). Recipient(s) will name investigators to serve as members on a Steering Committee and other subcommittees, as appropriate, meeting periodically. Recipients will be required to accept and implement the common protocol(s) and procedures approved by the Steering Committee.

3. Designating Protocol Chairs. The Program Directors/Principal Investigators (for studies involving multiple protocols) shall designate a single Protocol Chairperson (if the Program Director/Principal Investigator does not assume this role) for each protocol to be carried out by the study group. The Protocol Chairperson shall function as the scientific coordinator for the protocol and shall assume responsibility for obtaining approval to implement the protocol from the Steering Committee and for developing and monitoring the protocol. Significant modifications to approved protocols must be approved by the Steering Committee.

4. Implementing collection of data specified by the study protocol. For a multi-center study, each recipient/site is required to ensure that data will be submitted expeditiously to the Data Coordinating Center. Additionally, individual investigators/sites must demonstrate the ability to implement the strategy specifically designed for their individual study population.

5. Establishing procedures for data quality, completeness, and security. Recipients are responsible for ensuring accurate and timely assessment of the progress of each study, including development of procedures to ensure that data collection and management are: (1) adequate for quality control and analysis; (2) for clinical trials, as simple as appropriate in order to facilitate cooperation/referral of study participants by physicians to avoid unnecessary expense; and (3) sufficiently staffed across the participating institutions. For research involving multiple sites, a plan for analysis of pooled data will be developed by the Steering Committee.

6. Submitting interim progress reports, when requested or agreed upon by both parties, to the NIDDK Program Official including as a minimum, summary data on protocol performance. For coordinated multiple awards or a multi-site single award, the NIDDK Program Official may require additional information from individual recipients/sites. Such reports are in addition to the required annual noncompeting continuation progress report.

7. Reporting of the study findings. Recipients will retain custody of and have primary rights to the data and software developed under these awards, subject to Government rights of access consistent with current DHHS, PHS, and NIH policies. The recipient must also be adherent to Study Publication and Presentation Policy. The NIDDK will have access to and may periodically review all data generated under an award. NIDDK staff may co-author publications of findings with recipients consistent with NIH and study policies.

8. Any third-party collaboration (including but not limited to interactions with organizations from industry, academia, and nonprofit institutions) should be governed by a research collaboration agreement (e.g., Clinical Trial Agreement, Research Collaborative Agreement, etc.) or any third-party contract mechanism(s) with terms that ensure the collaboration is conducted in accordance with the Cooperative Agreement, applicable NIH/NIDDK policies and procedures, and with written approval from NIDDK Program staff. Any relevant proposed third-party agreements related to the network studies between grantee and third-party will be provided to the NIDDK Program staff and NIDDK Technology Advancement Office for review, comment, and approval to assure compliance with NIH/NIDDK policies and network policies. Further, at the request of the NIDDK Program staff, any other network-relevant third-party agreements must be shared with NIDDK. Failure to comply with this term may prompt action in accordance with NIH Grants Policy Statement, Section 8.5 titled: Special Award Conditions and Remedies for Noncompliance (Special Award Conditions and Enforcement Actions , and Section 8.5.2, titled: Remedies for Noncompliance or Enforcement Actions: Suspension, Termination, and Withholding Support , noncompliance with the terms and conditions of award will be considered by the funding IC for future funding and support decisions and may result in termination of the award.

9. Any involvement of a third-party (including but not limited to industry, academia, and nonprofit institutions) in the study and network activities that includes access to any network generated resources (i.e., data and bio-samples), or study results that are not publicly available,

or using the name of the network or study or the name of the NIH or NIDDK, is permitted only after written permission by the NIDDK Program staff who will consult with others at NIH and NIDDK Technology Advancement Office.

10. Maintaining confidentiality of information: The recipient(s) will maintain the confidentiality of the information developed by the investigators (i.e., protocols, data analysis, conclusions, etc.) as well as proprietary information of an individual company or other entity collaborating with the study. Any exception requires written approval from NIDDK Program staff.

11. Data Management and Sharing Plan: In accordance with the NIH Policy for Data Management and Sharing (NIH NOT-OD-21-013), the NIDDK approved plan will become a term and condition of award, be routinely monitored during the award period, and compliance may factor into future funding decisions. By the end of the funding or proprietary period, a recipient or study group may not continue to use or share study generated resources until those resources are available to the public via a NIDDK approved repository per the NIDDK approved plan. The NIDDK has established a Central Repository to support the receipt, storage, and distribution of data, bio-samples, and other resources generated in clinical studies funded by the NIH/NIDDK. When the NIDDK Central Repository is to be utilized, prior to enrolling participants, the PI or his/her designee will coordinate with the NIDDK Program and Central Repository staff to prepare for eventual archiving and distribution of the study generated resources that are to be maintained in the Central Repository. These resources will be available to the wider scientific community in accordance with the NIH Data Management and Sharing policy (http://grants.nih.gov/grants/policy/data_sharing/ and, https://grants.nih.gov/policy/sharing.htm, and http://grants.nih.gov/grants/policy/data_sharing/data_sharing_faqs.htm), per the NIDDK approved data management and sharing plan.

12. Study investigators are required to publish and to release publicly and disseminate results and other products of the study, in accordance with study protocols, steering committee policies on publications, and the NIDDK approved sharing plan.

13. Study investigators are required to comply with NIH Policy on the Dissemination of NIH Funded Clinical Trial Information as stated at https://grants.nih.gov/policy/clinical-trials/reporting/understanding/nih-policy.htm. Per policy, the recipient is responsible for meeting the expectations of this policy. Refer to additional information at https://grants.nih.gov/policy/clinical-trials/reporting/index.htm.

NIH staff have substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below:

An NIDDK Project Scientist with substantial involvement will:

1. Serve as the contact point for all facets of the scientific interaction with the recipient (s). As required for the coordination of activities and to expedite progress, NIDDK may designate additional NIDDK staff to provide advice to the recipient on specific scientific and/or analytic issues. Such staff may include another Project Scientist or Project Coordinator, who will provide direct technical assistance to the recipients to optimize the conduct and/or analysis of the study; or who may assist in the coordination of activities across multiple sites.

2. For multi-center studies, participate in the Steering Committee that oversees study conduct. The NIDDK Project Scientist or Project Coordinator will be a full participant and voting member of the Steering Committee and, if applicable, subcommittees.

3. Serve as a resource to study investigators with respect to other ongoing NIDDK activities that may be relevant to the study to facilitate compatibility with the NIDDK missions and avoid unnecessary duplication of effort.

4. Have substantial involvement assisting in the design and coordination of research activities for recipients as elaborated below:

a. Assisting by providing advice in the management and technical performance of the investigations, coordinating required regulatory clearances for investigational agents used in the study, which are held by NIDDK. The NIDDK may reserve the right to cross file or independently file an Investigational New Drug Application or an Investigational Device Exemption form with the FDA.

b. The NIDDK Project Scientist or Project Coordinator may coordinate activities among recipients by assisting in the design, development, and coordination of a common research or clinical protocol and statistical evaluations of data; in the preparation of questionnaires and other data recording forms; and in the publication of results.

c. Reviewing procedures for assessing data quality and study performance monitoring.

d. The NIDDK Project Scientist or Project Coordinator may be co-authors on study publications. In general, to warrant co-authorship, NIDDK staff must have contributed to the following areas: (a) design of the concepts or experiments being tested; (b) performance of significant portions of the activity; (c) participation in analysis and interpretation of study results and (d) preparation and authorship of pertinent manuscripts.

The NIDDK Program Official identified in the Notice of Award will:

1. Interact with the Program Director(s)/Principal Investigator(s) on a regular basis to monitor study progress. Monitoring may include: regular communications with the Program Director/Principal Investigator and staff, periodic site visits, observation of field data collection and management techniques, quality control, fiscal review, and other relevant matters; as well as attendance at Steering Committee, data safety and monitoring board, and related meetings. The NIDDK retains, as an option, periodic review of progress by researchers not involved with the study.

2. Review and approve protocols prior to implementation to insure they are within the scope of peer review, for safety considerations, as required by Federal regulations.

3. The NIDDK Program Official will monitor protocol progress, and may request that a protocol study be closed to accrual for reasons including: (a) accrual rate insufficient to complete study in a timely fashion; (b) accrual goals met early; (c) poor protocol performance; (d) patient safety and regulatory concerns; (e) study results that are already conclusive; (f) low likelihood of showing a benefit of the intervention (futility); and (g) emergence of new information that diminishes the scientific importance of the study question. The NIDDK will not permit further expenditures of NIDDK funds for a study after requesting closure except as specifically approved by the NIDDK.

4. Make recommendations for continued funding based on: a) overall study progress, including sufficient patient and/or data accrual; b) cooperation in carrying out the research (e.g., attendance at Steering Committee meetings, implementation of group decisions, compliance with the terms of award and reporting requirements); and/or c) maintenance of a high quality of research, which will allow pooling of data and comparisons across multiple cooperative agreement awards for common data elements.

5. Appoint an independent Data and Safety Monitoring Board (DSMB) as appropriate for Phase III clinical trials or other high-risk studies, or an Observational Study Monitoring Board (OSMB) for observational/epidemiologic studies; these Boards will review study progress, safety data, and interim results, as appropriate, and provide guidance to the NIDDK. The NIDDK Program Official or their Project Coordinator will serve as the Executive Secretary and/or NIDDK program representative on the DSMB/OSMB.Additionally, an agency program official or IC program director will be responsible for the normal scientific and programmatic stewardship of the award and will be named in the award notice.

In addition to the interactions defined above, NIDDK Project Scientist and Recipients shall share responsibility for the following activities:

Steering Committee

A Steering Committee organized by the study investigator(s) will be the main governing body of the study.

The Steering Committee has primary responsibility to design research activities, establish priorities, develop common protocols and manuals, questionnaires and other data recording forms, establish and maintain quality control among recipients, review progress, monitor patient accrual, coordinate and standardize data management, and cooperate on the publication of results. Major scientific decisions regarding the core data will be determined by the Steering Committee. The Steering Committee will document progress in written reports to the NIDDK Program Official and will provide periodic supplementary reports upon request.

The Steering Committee will be composed of all Program Director(s)/Principal Investigator(s), (including those of data coordinating /statistical centers, if any) and co-investigators as deemed necessary, and the NIDDK Project Scientist. The final structure of the Steering Committee and voting procedures will be established at the first meeting. The NIDDK Project Scientist will have voting membership on the Steering Committee, and as appropriate, its subcommittees. The frequency of Steering Committee meetings will be dictated by a vote of the members of the Steering Committee. The NIDDK Program Official may serve as a non-voting member on the SC.

A Chairperson of the Steering Committee will be selected and voted on by the Steering Committee members. The Chairperson provides leadership to the Committee by conducting the Steering Committee meetings and by interacting closely with the recipients during protocol development and implementation. The NIDDK Project Scientist may not serve as Chairperson. The NIDDK Program Official should be consulted regarding the selection of the Chairperson to provide any feedback regarding concerns regarding potential for bias or conflict of interest or lack of required expertise.

External Consultants

An independent panel of External Consultants may be established by the Steering Committee. The External Experts will review periodically interim progress of the U24 and report to the Steering Committee members. Members of the panel of External Experts may be asked, on an ad hoc basis, to participate in the peer review of applications for new research initiatives that utilize special opportunity pool funds.

Dispute Resolution:

Any disagreements that may arise in scientific or programmatic matters (within the scope of the award) between recipients and NIH may be brought to Dispute Resolution. A Dispute Resolution Panel composed of three members will be convened: a designee of the Steering Committee chosen without NIH staff voting, one NIH designee, and a third designee with expertise in the relevant area who is chosen by the other two; in the case of individual disagreement, the first member may be chosen by the individual recipient. This special dispute resolution procedure does not alter the recipient's right to appeal an adverse action that is otherwise appealable in accordance with PHS regulation 42 CFR Part 50, Subpart D and HHS regulation 45 CFR Part 16.

3. Data Management and Sharing

Note: The NIH Policy for Data Management and Sharing is effective for due dates on or after January 25, 2023.

Consistent with the NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

4. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 45 CFR Part 75.301 and 2 CFR Part 200.301.

The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over the threshold. See the NIH Grants Policy Statement for additional information on this reporting requirement.

In accordance with the regulatory requirements provided at 45 CFR 75.113 and 2 CFR Part 200.113 and Appendix XII to 45 CFR Part 75 and 2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available. Full reporting requirements and procedures are found in Appendix XII to 45 CFR Part 75 and 2 CFR Part 200 Award Term and Condition for Recipient Integrity and Performance Matters.
