NCATS is issuing this FOA in response to the declared public health emergency issued by the Secretary, HHS. Please see Determination that a Public Health Emergency Exists Nationwide as the Result of the Opioid Crisis as renewed in Renewal of the Determination that a Public Health Emergency Exists Nationwide as the Result of the Continued Consequences of the Opioid Crisis.

This Funding Opportunity Announcement (FOA) invites applications from early and mid-career investigators (i.e. postdoctoral fellow/associates associate professor) who strive to expand their research trajectories through the acquisition of new knowledge and skills in the areas of therapeutic drug, biologic, or device development. The development of novel treatments for pain, addiction, and overdose is a vital component to address the ongoing opioid epidemic. This development will be most effective if performed by scientists with experience in translational science. Translation is defined as the process of turning observations in the laboratory, clinic and community into interventions that improve the health of individuals and the public from diagnostics and therapeutics to medical procedures and behavioral changes, with translational science representing the field of investigation focused on understanding the scientific and operational principles underlying each step of the translational process (https://ncats.nih.gov/translation). Traditional academic training provides deep knowledge of a relatively narrow scientific discipline. While domain expertise is an important characteristic of a proficient translational scientist, a comprehensive understanding of the stages of therapeutic development is also necessary. For many scientists, acquiring needed expertise through participatory involvement in the various fields that are required to compile an investigational new drug (IND), investigational device exemption (IDE), or new drug application (NDA) is extraordinarily difficult given the diversity of these domains.

This FOA is designed for early- and mid- career scientists with pain or opioid abuse expertise interested in receiving hands-on experience in translation at an industry laboratory, or an academic or government research center performing therapeutic development activities. The selected research environment should have the requisite capabilities and employ scientists and staff with expertise across the entire translational space for small molecule, biologic, or device development. Areas of requisite capabilities and expertise include, but are not limited to: assay development, high-throughput screening technology, medicinal chemistry, analytical chemistry, advanced informatics, chemistry, manufacturing and controls (CMC), formulation, and toxicology needs assessments, risk assessment, benchtop models, in vitro models, in vivo models, cadaver testing, biocompatibility, shelf-life/stability, sterilization, leachables/extractables, electromagnetic compatibility, quality and data management systems, Phase I, II, III clinical trials, FDA regulatory requirements, human subjects protections, and data and safety monitoring. Section I. Funding Opportunity Description

The overall goal of the NIH Research Career Development program is to help ensure that a diverse pool of highly trained scientists is available in appropriate scientific disciplines to address the Nation's biomedical, behavioral, and clinical research needs. NIH Institutes and Centers (ICs) support a variety of mentored and non-mentored career development award programs designed to foster the transition of new investigators to research independence and to support established investigators in achieving specific objectives. Candidates should review the different career development (K) award programs to determine the best program to support their goals. More information about Career programs may be found at the NIH Extramural Training Mechanisms website.

NCATS is issuing this FOA in response to the declared public health emergency issued by the Secretary, HHS. The objective of the Career Enhancement Award for Experienced Investigators (K18) is to provide support for experienced scientists who either wish to broaden their scientific capabilities or to make changes in their research careers by acquiring new research skills or knowledge. The purpose of this FOA is to provide such investigators with support for an intensive period of mentored research experience to acquire new research capabilities in research areas supported by the sponsoring NIH Institute(s)/Center(s). Such experiences will afford candidate investigators protected time to: 1) enrich and expand their expertise and research programs through retooling in new techniques, emerging technologies, and/or scientific areas; and/or 2) redirect their research programs in new trajectories; and/or 3) catalyze research collaborations in new research directions. It is expected that this initiative will lead to new and/or augmented research programs competitive for NIH funding.

This opportunity is part of the NIH’s Helping to End Addiction Long-term (HEAL) initiative to speed scientific solutions to the national opioid public health crisis. The NIH HEAL Initiative bolsters research across NIH to (1) improve treatment for opioid misuse and addiction and (2) enhance pain management. Underrepresented Populations in the U.S. Biomedical, Clinical, Behavioral and Social Sciences Research Enterprise

In spite of tremendous advancements in scientific research, information, educational and research opportunities are not equally available to all. NIH encourages institutions to diversify their student and faculty populations to enhance the participation of individuals from groups identified as nationally underrepresented in the biomedical, clinical, behavioral and social sciences, such as (NOT-OD-20-031):

A. Individuals from racial and ethnic groups identified as underrepresented in health-related sciences on a national basis by the National Science Foundation (see data at http://www.nsf.gov/statistics/showpub.cfm?TopID=2&SubID=27) and the report Women, Minorities, and Persons with Disabilities in Science and Engineering. The following racial and ethnic groups have been shown to be underrepresented in biomedical research: Blacks or African Americans, Hispanics or Latinos, American Indians or Alaska Natives, Native Hawaiians and other Pacific Islanders. In addition, it is recognized that underrepresentation can vary from setting to setting; individuals from racial or ethnic groups that are shown convincingly to be underrepresented by the grantee institution should be encouraged to participate in NIH programs to enhance diversity. B. Grew up in one of the following areas: a) a U.S. rural area, as designated by the Health Resources and Services Administration (HRSA) Rural Health Grants Eligibility Analyzer (https://data.hrsa.gov/tools/rural-health), or b) Centers for Medicare and Medicaid Services-designated Low-Income and Health Professional Shortage Areas (qualifying zip codes are included in the file). Only one of the two possibilities in #7 can be used as a criterion for the disadvantaged background definition.

Students from low socioeconomic status (SES) backgrounds have been shown to obtain bachelor’s and advanced degrees at significantly lower rates than students from middle and high SES groups (see https://nces.ed.gov/programs/coe/indicator_tva.asp), and are subsequently less likely to be represented in biomedical research. D. Literature shows that women from the above backgrounds (categories A, B, and C) face particular challenges at the graduate level and beyond in scientific fields. Women have been shown to be underrepresented in doctorate-granting research institutions at senior faculty levels in most biomedical-relevant disciplines, and may also be underrepresented at other faculty levels in some scientific disciplines (See data from the National Science Foundation National Center for Science and Engineering Statistics: Women, Minorities, and Persons with Disabilities in Science and Engineering, special report available at https://www.nsf.gov/statistics/2017/nsf17310/, especially Table 9-23, describing science, engineering, and health doctorate holders employed in universities and 4-year colleges, by broad occupation, sex, years since doctorate, and faculty rank).

Upon review of NSF data, and scientific discipline or field related data, NIH encourages institutions to consider women for faculty-level, diversity-targeted programs to address faculty recruitment, appointment, retention or advancement.

Program Objective

For the purposes of this FOA, the following definitions apply:

  • An Early-Career Investigator is a new investigator or assistant professor level individual who has completed their terminal research degree or medical residency whichever date is later within the past 10 years and has not yet competed successfully for a substantial, competing NIH research grant.
  • A Mid-Career Investigator is at the Associate Professor level or functioning at that rank in an academic setting or equivalent non-academic setting with an established record of independent, peer-reviewed patient-oriented research grant funding and record of publications at the time of application

The objective of this Career Enhancement Award for Early and Mid-Career Investigators (K18) is to provide support for experienced scientists who wish either to expand their scientific capabilities or to change their research careers by acquiring new research knowledge or skills specific to small molecule, biologic, or device development. In addition to preparing the awardee to apply for future independent funding in areas beyond their current expertise, it is expected that this career development activity also will lead to new research collaborations that could be competitive for future NIH funding; particularly projects that are focused on the development of novel therapeutics and devices for the treatment of pain, addiction, and overdose.

Applicants are expected to identify one or more research mentors with relevant expertise in applicant knowledge-gap areas. The mentor(s) must be established, well-qualified, and willing to support the applicant's short-term research career development experience. The candidate and the proposed mentor(s) should not currently have established, longstanding collaborations at the time of the application. Candidates are expected either to establish new collaborative arrangements or to strengthen and enhance relatively new or developing collaborations on a research project.

Novel skills that might result from mentored career development can be from the entire translational space for small molecule, biologic, or device development, such as: assay development, high-throughput screening technology, medicinal chemistry, analytical chemistry, advanced informatics, CMC, formulation, and toxicology needs assessments, risk assessment, benchtop models, in vitro models, in vivo models, cadaver testing, biocompatibility, shelf-life/stability, sterilization, leachables/extractables, electromagnetic compatibility, quality and data management systems, Phase I, II, III clinical trials, FDA regulatory requirements, human subjects protections, and data and safety monitoring. Notably, the application should describe a career development plan that will ensure a broad translational research experience, rather than focusing on one specific technical aspect of the translational process.

This short-term period (up to 12 months) of mentored research experience should expand the investigator's current expertise and lead to new knowledge and skills and potential new collaborators. The research career enhancement experience may be conducted in a different department within the candidate's home institution or in a different institutional setting from the location where the candidate holds their primary appointment. The research experience proposed must have the potential to augment the candidate’s research capabilities substantially and provide new research opportunities and benefits that would not be achievable through a collaborative research grant with the mentor(s). The research career enhancement experience should be tailored to the individual needs and level of experience of the candidate. The career enhancement plan may include (1) a didactic academic enrichment plan, e.g., coursework, seminars, journal clubs, etc., and (2) a small-scale research project or hands-on participation in an ongoing development project. The research project is expected to expand the candidate's desired expertise with knowledge of translational science for small molecule, biologic, or device development. ICs participating in this FOA may have specific interests.

National Center for Advancing Translational Sciences (NCATS)

NCATS intends to administer applications under this FOA that meet its mission to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

National Institute on Aging (NIA)

NIA encourages applications that propose translational science experiencefor researchers in the development of new knowledge and skills in novel, non-addictive pain therapies (small molecules, devices, or biologics) with relevance across a variety of addiction and/or pain conditions in the context of aging both healthy and pathological. NIA intends to administer applications under this FOA that meet requirements central to NIA’s mission of improving the health and well-being of older adults through research.

National Institute of Dental and Craniofacial Research (NIDCR)

NIDCR is interested in expanding investigators translational capabilities to meet the challenges of non-opioid small molecule, biologic, or device development to treat orofacial pain (including but not limited to temporomandibular joint pain), as well as to develop diagnostic and prognostic biomarkers to enhance assessment and risk stratification of temporomandibular disorders (TMDs). Treatment of TMDs and associated pain remains a persistent challenge due to its complex heterogenous etiologies and often co-occurring pain conditions.

National Institute on Drug Abuse (NIDA)

The NIDA provides support for experienced scientists who wish either to expand their scientific capabilities or to change their research careers by acquiring new research knowledge or skills specific to small molecule, biologic, or device development. The NIDA interest is the development of new knowledge and skills in novel treatments for addiction, and overdose in the ongoing opioid epidemic.

National Institute of Neurological Disorders and Stroke (NINDS)

NINDS interests include experience in the development of novel, non-addictive pain therapies (small molecules, devices, or biologics) as well as diagnostic and prognostic biomarkers that would be important in choosing patients for specific therapies. Training in the development of therapies targeting the mu opioid receptor will not be supported.

National Cancer Institute (NCI)

NCI interests include mentored research experiences in the development of novel, non-addictive pain therapies (small molecules, devices, or biologics) in a cancer-relevant context of use and in the identification of diagnostic and prognostic biomarkers that would be important in choosing cancer patients for specific therapies.

Note: This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary clinical trial. Applicants to this FOA are permitted to propose research experience in a clinical trial led by a mentor or co-mentor.

NIH defines a clinical trial as "A research study in which one or more human subjects are prospectively assigned to one or more interventions (which may include placebo or other control) to evaluate the effects of those interventions on health-related biomedical or behavioral outcomes." (NOT-OD-15-015).

NIH not only supports trials of safety and efficacy, it also supports mechanistic exploratory studies that meet the definition of a clinical trial and are designed to explore or understand a biological or behavioral process, the pathophysiology of a disease, or the mechanism of action of an intervention. These studies may focus on basic and/or translational discovery research in healthy human subjects and in human subjects who are affected by the pathophysiology of diseases and disorders. By addressing basic questions and concepts in biology, behavior, and pathophysiology, these studies may provide insight into understanding human diseases and disorders along with potential treatments or preventive strategies. NIH also supports biomarker studies that meet the definition of a clinical trial and that may provide information about physiological function, target engagement of novel therapeutics, and/or the impact of therapeutics on treatment response. NIH thus supports studies that meet the definition of clinical trials (as noted above) but do not seek to establish safety, clinical efficacy, effectiveness, clinical management, and/or implementation of preventive, therapeutic, and services interventions.

The following will be deemed non-responsive and will not be reviewed:

  • Applications that propose that the K scholar lead an independent clinical trial, a clinical trial feasibility study, or an ancillary study to a clinical trial
  • Applications that propose experiences that are not associated with development of therapies for pain, addiction, or overdose

The NIH HEAL Initiative intends to fund an estimate of 5 awards for fiscal year 2022. The number of awards is contingent upon NIH appropriations and the submission of a sufficient number of meritorious applications.

Salary

The participating NIH Institutes and Centers will provide salary and fringe benefits for the award recipient. Guidance on budgeting for career development salaries is provided in the SF424 (R&R) Application Guide. See also NOT-OD-17-094.

In addition, the candidate may derive additional compensation for effort associated with other Federal sources or awards provided the total salary derived from all Federal sources does not exceed the maximum legislated salary rate and the total percent effort does not exceed 100%.

Other Program-Related Expenses

NIH will contribute up to $35,000 direct costs toward the research development costs of the award recipient, which must be justified and consistent with the stage of development of the candidate and the proportion of time to be spent in research or career development activities.

These funds may be used for the following expenses: (a) tuition and fees related to career development; (b) research-related expenses, such as supplies, equipment, and technical personnel; (c) travel to research meetings or training; and (d) statistical services including personnel and computer time. Salary for mentors, secretarial and administrative assistants, etc. is not allowed.

Indirect Costs
Indirect Costs (also known as Facilities & Administrative [F&A] Costs) are reimbursed at 8% of modified total direct costs.

Required Registrations

Applicant Organizations

Applicant organizations must complete and maintain the following registrations as described in the SF 424 (R&R) Application Guide to be eligible to apply for or receive an award. All registrations must be completed prior to the application being submitted. Registration can take 6 weeks or more, so applicants should begin the registration process as soon as possible. The NIH Policy on Late Submission of Grant Applications states that failure to complete registrations in advance of a due date is not a valid reason for a late submission.

  • System for Award Management (SAM) Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • NATO Commercial and Government Entity (NCAGE) Code Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • Unique Entity Identifier (UEI)- A UEI is issued as part of the SAM.gov registration process. SAM registrations prior to fall 2021 were updated to include a UEI. For applications due on or after January 25, 2022, the UEI must be provided on the application forms (e.g., FORMS-G); the same UEI must be used for all registrations, as well as on the grant application.
    • Dun and Bradstreet Universal Numbering System (DUNS) Organization registrations prior to April 2022 require applicants to obtain a DUNS prior to registering in SAM. By April 2022, the federal government will stop using the DUNS number as an entity identifier and will transition to the Unique Entity Identifier (UEI) issued by SAM. Prior to April 2022, after obtaining a DUNS number, applicants can begin both SAM and eRA Commons registrations. The same DUNS number must be used for all registrations, as well as on the grant application.
    • In the case of Emergency awards, if the applicant is unable to comply with the requirement to complete and maintain SAM registration at the time of application submission, contact the agency immediately.
  • eRA Commons - Once the unique organization identifier (DUNS prior to April 2022; UEI after April 2022) is established, organizations can register with eRA Commons in tandem with completing their full SAM and Grants.gov registrations; all registrations must be in place by time of submission. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application.
  • Grants.gov Applicants must have an active SAM registration in order to complete the Grants.gov registration.

Program Directors/Principal Investigators (PD(s)/PI(s))

All PD(s)/PI(s) must have an eRA Commons account. PD(s)/PI(s) should work with their organizational officials to either create a new account or to affiliate their existing account with the applicant organization in eRA Commons. If the PD/PI is also the organizational Signing Official, they must have two distinct eRA Commons accounts, one for each role. Obtaining an eRA Commons account can take up to 2 weeks.

All PD(s)/PI(s) must be registered with ORCID. The personal profile associated with the PD(s)/PI(s) eRA Commons account must be linked to a valid ORCID ID. For more information on linking an ORCID ID to an eRA Commons personal profile see the ORCID topic in our eRA Commons online help.

Eligible Individuals (Program Director/Principal Investigator)

Any candidate with the skills, knowledge, and resources necessary to carry out the proposed research as the Program Director/Principal Investigator (PD/PI) is invited to work with his/her mentor and organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support. Multiple PDs/PIs are not allowed.

By the time of award, the individual must be a citizen or a non-citizen national of the United States or have been lawfully admitted for permanent residence (i.e., possess a currently valid Permanent Resident Card USCIS Form I-551, or other legal verification of such status).

Candidates for the K18 award must have a research or health-professional doctoral degree. This award is not intended for well-established investigators who have established records of independent, peer-reviewed Federal or private research grant funding. Applicants are not required to have active research grant support at the time of application for this award.

3. Additional Information on Eligibility

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct, and each is from a different candidate.

The NIH will not accept duplicate or highly overlapping applications under review at the same time per 2.3.7.4 Submission of Resubmission Application. An individual may not have two or more competing NIH career development applications pending review concurrently. In addition, NIH will not accept:

  • A new (A0) application that is submitted before issuance of the summary statement from the review of an overlapping new (A0) or resubmission (A1) application.
  • A resubmission (A1) application that is submitted before issuance of the summary statement from the review of the previous new (A0) application.
  • An application that has substantial overlap with another application pending appeal of initial peer review. (See 2.3.9.4 Similar, Essentially Identical, or Identical Applications).
Level of Effort

At the time of award, the candidate must have a full-time appointment at the academic institution. Candidates are required to commit a minimum of 75% of full-time professional effort (i.e., a minimum of 9 person-months) to their program of career development. Candidates may engage in other duties as part of the remaining 25% of their full-time professional effort not covered by this award, as long as such duties do not interfere with or detract from the proposed career development program.

Candidates who have VA appointments may not consider part of the VA effort toward satisfying the full time requirement at the applicant institution. Candidates with VA appointments should contact the staff person in the relevant Institute or Center prior to preparing an application to discuss their eligibility.

After the receipt of the award, adjustments to the required level of effort may be made in certain circumstances. See NOT-OD-18-156 and NIH Grants Policy Statement, Section 12.3.6.4 Temporary Adjustments to the Percent Effort Requirement for more details.

Mentor(s)

Before submitting the application, the candidate must identify a mentor who will supervise the proposed career development and research experience. The mentor should be an active investigator in the area of the proposed research and be committed both to the career development of the candidate and to the direct supervision of the candidate’s research. The mentor must document the availability of sufficient research support and facilities for high-quality research. Candidates are encouraged to identify more than one mentor, i.e., a mentoring team, if this is deemed advantageous for providing expert advice in all aspects of the research career development program. In such cases, one individual must be identified as the primary mentor who will coordinate the candidate’s research. The candidate must work with the mentor(s) in preparing the application. The mentor, or a member of the mentoring team, should have a successful track record of mentoring individuals at the candidate’s career stage. Where feasible, individuals from diverse backgrounds, including individuals from groups that are underrepresented in the biomedical, clinical, behavioral, and social sciences, such as women, individuals from racial and ethnic groups, and individuals with disabilities are encouraged to serve as mentors.

Institutional Environment

The applicant institution must have a strong, well-established record of research and career development activities and faculty qualified to serve as mentors in biomedical, behavioral, or clinical research.

Research Strategy

  • A sound research project that is consistent with the candidate’s level of research development and objectives of his/her career development plan must be provided. The research description should demonstrate the quality of the candidate’s research thus far and also the novelty, significance, creativity and approach, as well as the ability of the candidate to carry out the research.
  • The application must also describe the relationship between the mentor’s research and the candidate’s proposed research plan.
  • The application should provide a detailed description of experiences that will ensure a broad translational research experience.
  • If the applicant is proposing to gain experience in a clinical trial, ancillary clinical trial, or a clinical trial feasibility study on which the mentor or co-mentor is the Principal Investigator as part of his or her research career development, describe the relationship of the proposed research project to the clinical trial.

Mentor, Co-Mentor, Consultant, Collaborators Section

Plans and Statements of Mentor and Co-mentor(s)

  • The candidate must name a primary mentor who, together with the candidate, is responsible for the planning, directing, monitoring, and executing the proposed program. The candidate may also nominate co-mentors as appropriate to the goals of the program.
  • The mentor should have sufficient independent research support to cover the costs of the proposed research project in excess of the allowable costs of this award.
  • Include a statement that the candidate will commit at least 9 person months (75% of full-time professional effort) to the career development program and related career development activities.
  • The application must include a statement from the mentor providing: 1) information on his/her research qualifications and previous experience as a research supervisor; 2) a plan that describes the nature of the supervision and mentoring that will occur during the proposed award period; 3) a plan for career progression for the candidate to move from the mentored stage of his/her career to independent research investigator status during the project period of the award; and 4) a plan for monitoring the candidate’s research, publications, and progression towards independence.
  • Similar information must be provided by any co-mentor. If more than one co-mentor is proposed, the respective areas of expertise and responsibility of each should be described. Co-mentors should clearly describe how they will coordinate the mentoring of the candidate. If any co-mentor is not located at the sponsoring institution, a statement should be provided describing the mechanism(s) and frequency of communication with the candidate, including the frequency of face-to-face meetings.
  • The mentor should be recognized as an accomplished investigator in the proposed translational research area (though not necessarily in the area of pain, OUD, and/or overdose) and have a track record of success in training and placing independent investigators.
  • While not required, a statement of continued mentorship following the duration of this award to further support the candidate’s growth as a translational scientist is encouraged.
  • If the candidate is proposing to gain experience in a clinical trial as part of his or her research career development, the mentor or co-mentor of the mentoring team must include a statement to document leadership of the clinical trial, and appropriate expertise to guide the applicant in any proposed clinical trials research experience.

4. Submission Dates and Times

Part I. Overview Information contains information about Key Dates and Times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies) using ASSIST or other electronic submission systems. Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH’s electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission. Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time. If a Changed/Corrected application is submitted after the deadline, the application will be considered late. Applications that miss the due date and time are subjected to the NIH Policy on Late Application Submission.

Review Process

Applications will be evaluated for scientific and technical merit by an appropriate merit review panel convened by NIH staff, in accordance with the review criteria specified in the FOA.

For this particular announcement, note the following:
Reviewers should evaluate the candidate’s potential for developing an independent research program that will make important translational contributions to the field, taking into consideration the years of research experience and the likely value of the proposed research career development as a vehicle for developing a successful, independent research program.

Overall Impact

Reviewers will provide an overall assessment score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

Scored Review Criteria

Reviewers will consider each of the review criteria below in the determination of scientific merit. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

Candidate

  • To what extent has the candidate provided evidence of excellence as an investigator, including a record of research support and peer-reviewed publications, commensurate with experience?
  • In what way does the candidate show evidence of a high level of commitment to meeting the program's career enhancement objectives?
  • How much does the candidate have the potential for successfully augmenting their research career capabilities and becoming an outstanding contributor to the research field relevant to the proposed research enhancement experience?

Career Development Plan/Career Goals and Objectives

  • In what way is the career development plan appropriate in its content, scope, duration, and phasing for the candidate's stated career development goals?
  • How high is the likelihood that the proposed program will contribute substantially to the research career enhancement of the candidate?
  • To what extent will the candidate develop new skills and knowledge in therapy development?
  • How is an appropriate level of the candidate's professional effort to the career development plan documented in the application?

  • To what extent is the scientific rationale for a career development research project well supported by preliminary data, clinical and/or preclinical studies, or information in the literature or knowledge of biological mechanisms?

As applicable for the project proposed, reviewers will evaluate the following additional items while determining scientific and technical merit, and in providing an overall impact score, but will not give separate scores for these items.

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. Inclusion of Women, Minorities, and Individuals Across the Lifespan

When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. Vertebrate Animals

The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. Reviewers will assess the use of chimpanzees as they would any other application proposing the use of vertebrate animals. Biohazards

Reviewers will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.

Training in the Responsible Conduct of Research

All applications for support under this FOA must include a plan to fulfill NIH requirements for instruction in the Responsible Conduct of Research (RCR). Taking into account the level of experience of the candidate, including any prior instruction or participation in RCR as appropriate for the candidate’s career stage, the reviewers will evaluate the adequacy of the proposed RCR training in relation to the following five required components: 1) Format - the required format of instruction, i.e., face-to-face lectures, coursework, and/or real-time discussion groups (a plan with only on-line instruction is not acceptable); 2) Subject Matter - the breadth of subject matter, e.g., conflict of interest, authorship, data management, human subjects and animal use, laboratory safety, research misconduct, research ethics; 3) Faculty Participation - the role of the mentor(s) and other faculty involvement in the fellow’s instruction; 4) Duration of Instruction - the number of contact hours of instruction (at least eight contact hours are required); and 5) Frequency of Instruction instruction must occur during each career stage and at least once every four years. Plans and past record will be rated as ACCEPTABLE or UNACCEPTABLE, and the summary statement will provide the consensus of the review committee. See also: NOT-OD-10-019.

Select Agent Research

Reviewers will assess the information provided in this section of the application, including 1) the Select Agent(s) to be used in the proposed research, 2) the registration status of all entities where Select Agent(s) will be used, 3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and 4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).

Authentication of Key Biological and/or Chemical Resources:

For projects involving key biological and/or chemical resources, reviewers will comment on the brief plans proposed for identifying and ensuring the validity of those resources.

Budget and Period of Support

1. Award Notices

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement.

A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient’s business official.

Recipients must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to theFederal Awardee Performance and Integrity Information System (FAPIIS) requirements. FAPIIS requires Federal award making officials to review and consider information about an applicant in the designated integrity and performance system (currently FAPIIS) prior to making an award. An applicant, at its option, may review information in the designated integrity and performance systems accessible through FAPIIS and comment on any information about itself that a Federal agency previously entered and is currently in FAPIIS. Data Management and Sharing

Note: The NIH Policy for Data Management and Sharing is effective for due dates on or after January 25, 2023.

Consistent with the NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

3. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement. The Supplemental Instructions for Individual Career Development (K) RPPRs must be followed. For mentored awards, the Mentor’s Report must include an annual evaluation statement of the candidate’s progress.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement.

The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over the threshold. See the NIH Grants Policy Statement for additional information on this reporting requirement.

In accordance with the regulatory requirements provided at 45 CFR 75.113 and 2 CFR Part 200.113 and Appendix XII to 45 CFR Part 75 and 2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available. Full reporting requirements and procedures are found in Appendix XII to 45 CFR Part 75 and 2 CFR Part 200 Award Term and Condition for Recipient Integrity and Performance Matters.

In carrying out its stewardship of human resource-related programs, the NIH may request information essential to an assessment of the effectiveness of this program from databases and from participants themselves. Participants may be contacted after the completion of this award for periodic updates on various aspects of their employment history, publications, support from research grants or contracts, honors and awards, professional activities, and other information helpful in evaluating the impact of the program.

Within 5 years of making awards under this program, NCATS may assess the program’s overall outcomes, gauge its effectiveness in achieving the stated program goals.

The overall evaluation of the program will be based on metrics that will include, but are not limited to, the following:

  • Subsequent participation in research or employment in a STEM field
  • Authorship of scientific publications in a STEM field
  • Subsequent independent research grant support from NIH or another source
