Clarification on New NIH Policy on Resubmission (Amended) Applications

Purpose

The notice clarifies the recently announced change in the existing policy on resubmission (amended) applications (see http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-003.html).

Clarification

The notice states, Beginning with applications intended for the January 25, 2009 due date, all original new applications (i.e., never submitted) and competing renewal applications will be permitted only a single amendment (A1) . This statement has been misunderstood by some to mean that the receipt dates have been changed. To clarify, NIH receipt dates have not been changed. The reason why January 25, 2009 is listed as the date at which the policy commences is because it is intended that the policy will take effect beginning with applications submitted for award in fiscal year 2010 and the first standard receipt date for fiscal year 2010 is January 25, 2009. The notice also states Original new and competing renewal applications that were submitted prior to January 25, 2009 will be permitted two amendments (A1 and A2). This statement has also been misunderstood by some to mean that NIH receipt dates have been changed. However, the receipt dates have not been changed. To clarify, the last applications that will be permitted two amendments are those that were submitted for award in fiscal year 2009. Therefore, the last submission date for any particular application to be eligible for a possible A2 submission depends on what type of grant it is. For example, October 5, 2008 was the last submission date for a new R01 application that would be eligible for an A2. Likewise the last date for a new R21 application eligible for an A2 was October 16, 2008, and the last standard date for a new AIDS application eligible for an A2 is January 7, 2009.

Another clarification concerns the last date at which applications from Study Section members, with flexibility in submission of R01, R21 and R34 applications (NOT-OD-026), could be submitted and still be eligible to submit an A2 application. In order to be assigned to the last council of fiscal year 2009, non-AIDS R01, R21 or R34 applications will need to be submitted no later than December 16, 2008 and AIDS R01, R21 or R34 applications must be submitted no later than Feb 7, 2009. Finally, this policy applies to all types of applications submitted to NIH including small business (SBIR and STTR), fellowships, career awards, etc. NIH does not anticipate making exceptions for any type of application.
