Purpose

This Notice is being issued to provide more application instructions to potential applicants to PAR-13-126 "Limited Competition: Fogarty HIV Research Training Program for Low- and Middle-Income Country Institutions (D43)" to address the submission issues due to the wrong application package that was linked when the Funding Opportunity Announcement (FOA) was published by the NIH on April 25, 2013.

Given the confusion caused by this issue, the July 24, 2013 application due date for PAR-13-126 has been extended to July 31, 2013.

The instructions in the FOA indicate that "the R&R Budget Component must be used instead of the Training Budget Component." However, the application package posted with the FOA incorrectly contains both the PHS398 Training Budget and the R&R Budget as mandatory forms.

Applicants must follow the FOA instructions and use the SF424 (R&R) Budget form to request a budget for the training grant.

However, in order to successfully submit an application, applicants will also need to include the PHS398 Training Budget form for Budget Period 1, filling out all required fields as follows:

  • Organizational DUNS: Enter the applicant organization DUNS
  • Start Date: Enter proposed Start Date for Budget Period 1
  • End Date: Enter proposed End Date for Budget Period 1
  • Section B. Other Direct Costs item Total Direct Costs from R&R Budget Form: Enter the Total Direct Costs from section G of the R&R Budget form
  • Budget Justification: Upload a PDF file with the following single line: “Budget justification information included with the R&R Budget form.” It is NOT necessary to fill out the 2nd-5th budget periods for the PHS398 Training Budget form

It is NOT necessary to submit any PHS398 Training Budget sub-award information. If your application includes sub-awards, use the R&R Budget form to request budgets for sub-awards.

Applicants are reminded that after submitting your application to Grants.gov, you must check the status of your application in eRA Commons. If any errors are identified in your application, they must be corrected and your application submitted again through Grants.gov before the due date. Warnings will not prevent you from successfully completing the electronic application submission process, but may require action later in the process. You will know you have successfully submitted your application when you can view the assembled application image in eRA Commons. Instructions for tracking your application in eRA Commons are found in the application guide.

The eRA Service Desk can assist you with the guidance in this Notice or any general submission questions. If you encounter any difficulties with the Grants.gov or NIH systems that prevent successful submission of your application, please consult the Guidelines for Applicants Experiencing System Issues and follow the instructions for documenting the issue so that you are not penalized.

After the July 31, 2013 due date, the correct application package, containing only the SF424 R&R Budget form, will be posted for use with subsequent application due dates. Those due dates will remain the same.

All other aspects of this FOA remain unchanged.
