NOTICE OF LIMITED COMPETITION   COOPERATIVE AGREEMENT FOR HOSTING THE 
INSTITUTIONAL DEVELOPMENT AWARD (IDEA) PROGRAM ANNUAL MEETING

National Center for Research Resources

The National Center for Research Resources (NCRR) is announcing a 
limited competition for a cooperative agreement (U13) application to 
support the annual Institutional Development Award (IDeA) Program 
Meeting.  The purpose of this meeting is to consider both scientific 
and administrative issues relevant to the mission of the Division of 
Research Infrastructure (DRI), NCRR, and common to all IDeA programs.  
Applicants must be current IDeA principal investigators.  In order to 
provide oversight for this grant, the applicant must be familiar with 
the contents and application of NCRR"s "Division of Research 
Infrastructure Program Guidelines," Institutional Development Award 
section (pp. 85-108), and other pertinent policy documents distributed 
by NCRR to its network of IDeA institutions. These program guidelines 
are posted on the Division of Research Infrastructure website 
(http://www.ncrr.nih.gov/research_infra.asp), as of January, 2002.  NCRR 
will fund only one application for five years.  Deadline for receipt of 
applications is April 10, 2002.  

Awards made under this solicitation will use the cooperative agreement 
(U13) grant mechanism.  The guidelines that apply to conference 
cooperative agreements (U13) are the same as those that apply to 
conference grants (R13), with one important distinction.  After the 
award is issued, the NCRR staff will be substantially involved in the 
planning and conduct of the scientific and program-related meeting, 
assisting the Principal Investigator according to the specific Terms 
and Conditions of the Award.  The anticipated award date is September 
1, 2002.  NCRR staff will contact all eligible applicants directly 
regarding guidelines for preparing a responsive application.  They will 
generally follow the 1998 "Guidelines for Support of Scientific 
Meetings by NIH" (http://grants.nih.gov/grants/guide/notice-files/not98-151.html), 
published October 30, 1998, in the NIH Guide.
