NIH announces the 2023/2024 cohort for the Technical and Business Assistance (TABA) Consulting Services for NIH Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase II or Phase IIB awardees. TABA Consulting Services are part of a comprehensive NIH TABA Program, intended to help small businesses identify and address their most pressing product development needs.
TABA Consulting Services help SBIR and STTR Phase II awardees enhance their projects potential for success in the healthcare marketplace by matching awardees with third party vendors to address an emergent need in one of the following technical or business areas:
TABA Consulting Services support small businesses developing all types of technologies, e.g., medical devices, drugs, biologics, and therapeutics, as well as software, educational, and multi-media behavioral science products. The total value of the services performed by the vendors cannot exceed the maximal allowed value of $50,000. Participation in TABA Consulting Services is free to the small business awardee.
TABA Consulting Services are coordinated by Medical Science and Computing, a Guidehouse Company, on behalf of NIH.
Eligibility: Small businesses with an NIH SBIR or STTR Phase II or Phase IIB award (grant or contract) that was active at any time between July 7, 2021 and July 7, 2023 are eligible to request support. For small businesses with multiple awards, only one project will be considered for Consulting Services each year. Small Businesses may request only one of the four consulting services per eligible Phase II or Phase IIB award. Small businesses that received TABA funding within their Phase II or Phase IIB award are not eligible to participate.
Requesting TABA Consulting Services: Requests for TABA Consulting Services must be received by July 7, 2023. Online submission requires a minor time commitment (30 minutes or less) to communicate:
Small businesses requesting TABA Consulting Services will be notified of their status (accepted, wait listed, not accepted) by October 1, 2023. Selected small businesses will work with NIH and its contractors to develop a concise Scope of Work statement which will be used to solicit proposals from potential vendors. Then the NIH awardee will select the vendor proposal best matched to their needs and a contract will be executed. The total duration of service provision will be dependent upon the service requested. The maximum allowable duration of service provision is 12 months from contract execution. All service must be complete by December 31, 2024.

There will be a webinar on June 09, 2023, at 1pm EDT to provide information about this program and allow interested Phase II small businesses to ask questions. The webinar link will be emailed to eligible Phase II awardees no later than June 1, 2023.
