Purpose

This Notice consolidates and clarifies policy concerning submission and resubmission of applications for the SBIR/STTR Commercialization Readiness Pilot (CRP) Program (SB1) submitted to the National Institutes of Health (NIH) for funding consideration.

Allowable Submissions

Only a single resubmission (A1) of a CRP application will be accepted per project.

  • After an original (A0) CRP application is reviewed and not funded, the subsequent CRP must be submitted as a Resubmission (A1), regardless of the assigned mechanism (R44 or SB1) for the A0 application. Note that the A1 application will be reviewed using the review criteria in the current FOA, not the criteria in the FOA used for the A0 submission.
  • A project is only allowed two CRP submissions (the original A0 and the subsequent A1). A third CRP submission, either as a “new” or “renewal,” is not allowed.
  • A project with two CRP submissions during the Phase II cannot submit additional CRP applications during the Phase IIB.
  • The "new" application designation utilized by the CRP PAR program announcements allows active Phase II grants or contracts to receive a CRP concurrently with their active award. This does not allow for a "new" CRP application after an unsuccessful resubmission of a CRP application.

Only one CRP is allowed per Phase II or Phase IIB project. A project that is awarded a CRP during or after the Phase II cannot be awarded an additional CRP during or after the Phase IIB.

This Notice does not impact the following policies, which are not changed and still apply:
