Purpose

The Purpose of this Notice is to inform potential applicants that the "Research Supplements to Promote Diversity in Health-Related Research (Admin Supp - Clinical Trial Not Allowed)" parent FOA (currently PA-20-222) will be reissued in early October (start of Fiscal Year 2021) to include new instructions and reflect changes in NIH submission processes announced earlier this year.

These new processes and instructions include:

  • A new requirement to report the diversity supplement candidate’s educational or career level on the Senior/Key Person Profile (Expanded) form.
  • In keeping with NIH's goal of gaining a better understanding of the size and characteristics of the biomedical research workforce, described in NOT-OD-13-097, diversity supplement candidates are encouraged to provide demographic information and degrees in their eRA Commons Personal Profiles.
  • Removal of instructions for streamlined submission through eRA Commons, since that option was recently discontinued and replaced with the option to initiate the diversity supplement application within eRA Commons and leverage technology available in NIH ASSIST to complete submission (NOT-OD-20-128).

This guidance mirrors what is required and detailed for submission through the NIH ASSIST system, an institutional system-to-system (S2S) solution, or Grants.gov Workspace for applications in response to the Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional).

The updated Diversity Supplement FOA will be reissued by October 1, 2020. We will allow a short grace period where both the old and reissued FOA can be used. All applications using the current Diversity Supplement FOA (PA-20-222) must be submitted by October 15, 2020. Beginning October 16, 2020, the reissued FOA must be used and the new education reporting requirement in the reissued FOA will be enforced. ASSIST, Grants.gov, and many institutional system-to-system solutions have copy features to facilitate moving application data from one funding opportunity to another.

All other aspects of the Diversity Supplement FOA are expected to remain the same.
