Revised Pre- and Post-Award Forms and Instructions Available

Purpose

This Notice announces the availability of newly revised forms and instructions used to submit interim and final progress reports, and other post-award documents associated the monitoring, oversight, and closeout of an award. Related revised Ruth L. Kirschstein National Research Service Award (NRSA) forms are also now available.

Revised competing applications and instructions are expected to be implemented in the summer of 2013, following electronic development of applicable forms.

Background

NIH applications and related forms are cleared by the Office of Management and Budget (OMB) every three years as required by the Paperwork Reduction Act. Revised forms listed below will expire 08/31/2015.

Summary of Changes

Noncompeting Continuation Progress Report

Section 1 Clarification of eSNAP due dates - due date is now the 15th of the month preceding the month in which the current budget period ends. If the 15th falls on a weekend or federal holiday the due date is automatically extended to the next business day.

NIH/AHRQ NRSA Individual Fellowship Progress Report for Continuation Support

No change. Note that beginning 10/19/2012, NIH grantees will have the option to use the RPPR module in the eRA Commons for Fellowship progress reports. The paper 416-9 will become obsolete for NIH grantees with the mandatory use of the RPPR expected in the Spring, 2013. See NIH Guide NOT-OD-12-142.

Final Progress Report

Final Progress Report Instructions

Final Progress Report Instructions are now posted at: https://grants.nih.gov/grants/funding/finalprogressreport.pdf, and are effective for awards with project end dates commensurate with the date of this Notice and beyond. There are no changes to the Final Progress Report instructions for non-SBIR/STTR Phase II awardees. Only the location of the instructions, formerly part of the PHS 2590, is different.

SBIR/STTR Phase II Final Progress Report instructions include a new format that clarifies the information requested on commercialization activities. There are two changes to the information required: (a) the All Personnel Report is no longer requested as part of the final report, and (b) the CMS reimbursement approval status of the product, process, or service, is requested. An optional sample format is posted at: https://grants.nih.gov/grants/funding/finalprogressreport_SBIR_PhaseII.doc and is strongly recommended to facilitate accurate and complete reports, and to enable more effective agency management of the SBIR/STTR program.
