Purpose

The purpose of this Notice is to further clarify four issues related to the intent of the supplement opportunity described in NOT-MH-12-001:

  1. Subcontracts:  In accordance with standard NIH Policy, subcontracts are permitted.
  2. Application.  In addition to the requirements in the original Notice, the application to NIH from the domestic grantee needs to include a complete copy of the Russian co-Principal Investigator’s application, including the budget that was submitted to the Russian Foundation for Basic Research.
  3. Appendices:  Appendices will not be accepted.  If appendices are submitted they will not be reviewed. 
  4. Foreign Clearance:  Applicants are reminded that foreign clearance may be required for work done in Russia.
