The purpose of this notice is to clarify the eligibility of foreign applicants for PAR-08-080, NLM Express Research Grants in Biomedical Informatics & Bioinformatics (R01). Foreign applicants are eligible to apply for this grant, but must use the non-modular budget form rather than the modular budget form. The direct cost ceiling published in the FOA applies to all applicants, domestic or foreign.
