Purpose
Effective October 19, 2013, NIDCD will accept requests for a one-year extension to the 7-year standard eligibility period for its R03 program: PAR-13-057. Other eligibility criteria will not change; years of formal clinical training are still excluded from the standard 7-year eligibility period as described in PAR-13-057.
The intent is to allow a single, one-year extension of time for PDs/PIs who have experienced major mitigating and compelling circumstances that significantly affected their career trajectory. This will be a one-time extension and no subsequent extensions of time, for any reason, will be considered.
The NIDCD program staff will not pre-screen, give prior approval to, and will not have consultations with PDs/PIs as to what is or is not an appropriate major compelling and mitigating circumstance. Each circumstance will be different and may involve, but is not limited to, disaster, medical, and family types of issues.
Each request will be considered on its own merits based upon the information provided. Requests for the extension must be received before the expiration of the PD/PI’s 7-year standard eligibility period (described in PAR-13-057). Retroactive requests for an extension when the PD/PI is already beyond the 7-year standard eligibility period will not be considered.
A minimum of 4 weeks must be allowed for NIDCD to consider the request.
To request an extension, the PD/PI must submit an NIH Biosketch and a letter in PDF format by email. The letter must include the following information:
Once approved, the PD/PI must: (1) include a copy of the notification of time extension in the Appendix of the R03 application and (2) indicate in the cover-letter that approval has been given by NIDCD. After the new application (-01) has been submitted, any necessary resubmission (-01A1) application must follow NIH guidelines regarding time limits for resubmission (https://grants.nih.gov/grants/guide/notice-files/NOT-OD-12-128.html).
