The purpose of this amendment is to clarify the requirement for an intellectual 
property plan mandated in "Article I., Subsection g. Intellectual Property Plan" 
and the "Supplemental Instructions" section of RFA AI-02-031 and RFA AI-02-050.

AMENDMENT

There is a critical public health need for the establishment of a highly 
developed research and development infrastructure with strong translational 
research capacity to implement the Biodefense Research Agenda of NIAID. The goal 
of the Regional Centers of Excellence for Biodefense and Emerging Infectious 
Diseases (RCE) program is to develop and maintain such an infrastructure and the 
associated research and development activities that will provide scientific 
information and translational research capacity to make the next generation of 
therapeutics, vaccines and diagnostics in defense of public health.  In order to 
assure that this information and research is made available in a timely manner, 
NIAID requires each applicant RCE or P-RCE (Planning Grants for RCEs) to develop 
and submit its own intellectual property plan.  This plan must address how the 
RCE or P-RCE and its collaborating parties will manage intellectual property 
generated under an award as well as other pertinent intellectual property 
matters in a manner consistent with timely commercialization of therapeutics, 
vaccines and diagnostics.
