This Funding Opportunity Announcement (FOA) invites applications to address psychological and interpersonal mechanisms driving adherence to behaviors or lifestyle changes relevant to the prevention of cognitive decline, Mild Cognitive Impairment (MCI), and Alzheimer's disease (AD) and AD-related dementias (ADRD). Mechanisms of adherence may be studied in new, early- to late-stage (including Stages I-IV) behavior change trials. Applications should seek to identify malleable, mechanistic, psychological, or interpersonal targets that, if modified, will strengthen adherence to, maintenance of, and continued/renewed engagement in behaviors that may promote cognitive health and prevent AD/ADRD.

This FOA utilizes the R61/R33 Exploratory/Developmental Phased Award activity code. The R61 phase will support pilot research to identify, measure, and assess the malleability of psychological or interpersonal adherence-relevant targets that, if successful, can transition to the R33 phase. The R33 phase will utilize results from the R61 phase to implement rigorous, proof-of-concept intervention studies.

The transition from the R61 to the R33 phase will be administratively reviewed for, and be dependent upon, successful completion of the go/no-go criteria specified in the R61 phase.

Section I. Funding Opportunity Description

Background

Poor adherence to behaviors that promote health, such as regular exercise and physical activity, is common in midlife and older age, across adults with varied backgrounds and health issues, including those with or without chronic illnesses. Behavior change interventions (e.g., interventions to increase physical activity, control blood pressure, or engage in cognitive training) have been identified as promising strategies to improve healthy aging, decrease morbidity and mortality, and prevent cognitive decline, Mild Cognitive Impairment (MCI), and Alzheimer's disease (AD) and AD-related dementias (ADRD) (NASEM, 2017). However, it has been a perennial challenge to achieve adherence to these, and other, behaviors in both the short term (e.g., weeks to months) and long term (e.g., years to decades). Given that long-term (e.g., 20-30 years) lifestyle change may be required for AD/ADRD prevention, understanding both psychological and interpersonal factors that can sustain adherence to behavior change merits greater scientific attention. A better understanding of how and why people adopt and adhere to health behavior regimens can improve the design, implementation, and effectiveness of interventions that promote long-term lifestyle change and strengthen public health efforts to prevent AD/ADRD and promote cognitive health.

Creative research designs are needed to address scientific questions regarding adherence related to the potential for prevention of AD/ADRD. Specifically, in order to promote and sustain optimal adherence to behavior change, there is a need to understand the individual-level and interpersonal mechanisms that operate in midlife, when preventive interventions may need to start. Special attention must be paid to particular adherence challenges among high-risk individuals in midlife, including individuals with a family history of AD/ADRD, those with predisposing risk factors, and those in priority populations identified in the National Institute on Aging’s (NIA) Health Disparities Research Framework, as they are known to be at greater risk for AD/ADRD (AD/ADRD Milestone 8.D).

The NIH-wide Science of Behavior Change (SOBC) program has promoted the use of the experimental medicine approach as an example framework for causal studies that test hypotheses about the mechanisms or processes that explain any given intervention’s effects on behavior. In the experimental medicine approach, psychological processes, such as processes involved in self-regulation and decision-making, and interpersonal processes, such as processes involved in social support and social identity, are studied as potentially malleable intervention targets, and interventions are designed to test hypotheses about the extent to which engaging these processes results in a change in behavior. Few AD/ADRD prevention trials have questions regarding psychological or interpersonal mechanisms driving behavior change and adherence embedded within them. The SOBC program has also recognized that psychological or interpersonal processes underlying adherence can serve as putative behavior-change intervention targets and can also serve as behavioral phenotypes that can assist in tailoring behavior change interventions to individuals or groups.

Purpose

This Funding Opportunity Announcement (FOA) invites applications to address psychological and interpersonal mechanisms driving adherence to behaviors or lifestyle changes relevant to the prevention of cognitive decline, MCI, and AD/ADRD. Mechanisms of adherence may be studied in new, early- to late-stage (including Stages I-IV) behavior change trials. Applications should seek to identify malleable, mechanistic, psychological, or interpersonal targets that, if modified, will strengthen adherence to, maintenance of, and continued/renewed engagement in behaviors that may promote cognitive health and prevent AD/ADRD.

Applications are encouraged to consider individual-level or interpersonal factors that impact adherence to lifestyle changes, operate as moderators of the effectiveness of a behavior change intervention via effects on adherence, and/or inform tailoring approaches to promote adherence in specific populations over time. Applications that focus on individuals in midlife who are at greater risk for AD/ADRD, including individuals from priority populations identified in the NIA Health Disparities Research Framework, are encouraged. Such applications are encouraged to consider adherence-relevant behavioral phenotypes, mechanisms, or moderators of intervention effectiveness that operate at the individual and/or interpersonal level.

Research Objectives

The goal of this FOA is to identify meaningful (e.g., causal), modifiable factors that promote adherence to lifestyle changes or to other behaviors that hold the potential for prevention of cognitive decline, MCI, and AD/ADRD (e.g., cognitive training). Specifically, this will be done by conducting research to understand how, why, and for whom particular features of behavior change interventions engage specific psychological or interpersonal processes that promote adherence to, and maintenance of, health behaviors. Applications in response to this FOA must be framed within the NIH Stage Model.

This FOA supports new early- to late-stage, including Stages I-IV, research projects. Projects should create, refine, and test interventions that target individual- and interpersonal-level mechanisms of adherence to healthful behavioral patterns and to other prevention approaches for cognitive decline, MCI, and AD/ADRD (e.g., cognitive training). Additionally, this FOA supports studies that integrate basic science questions targeting how psychological and interpersonal targets (i.e., processes we can manipulate) and mechanisms may inform the design and development of effective, efficient, and personalized approaches to promote adherence to behavior change for the prevention of AD/ADRD and to help optimize healthy aging over the life course.

Applications must be grounded in evidence that the behavioral or lifestyle change under study has the potential for preventing cognitive decline, MCI, and AD/ADRD. Measures of cognitive function, AD/ADRD risk factors, and relevant AD/ADRD cognitive or functional outcomes must be included in the study and may provide important preliminary data for future studies. Research projects developed through this FOA must also focus on adherence outcomes (i.e. measures of sustained engagement and/or repeated re-engagement in lifestyle or behavior change). Achieving such adherence will be essential to any long-term public health efforts to prevent AD/ADRD. All studies must use causal study designs, such as the experimental medicine approach exemplified by the SOBC program, to identify mechanisms that explain adherence to new behaviors and lifestyle changes. Studies proposed under this FOA must clearly identify a target or mediator of the intervention being tested. All studies should also include, and provide scientific rationale for, chosen quantitative and/or qualitative measures of adherence.

All applications are expected to address, and projects are to adhere to, NIH Sharing Policies and Related Guidance on NIH-Funded Research Resources.

Design, Analysis, and Sample Size for Studies that Evaluate Group-Based Interventions

Investigators who wish to evaluate the effect of an intervention on a health-related biomedical or behavioral outcome may propose a study in which (1) groups or clusters are assigned to study arms and individual observations are analyzed to evaluate the effect of the intervention, or (2) participants are assigned individually to study arms but receive at least some of their intervention in a real or virtual group or through a shared facilitator. Such studies may propose a parallel group- or cluster-randomized trial, an individually randomized group-treatment trial, a stepped-wedge design, or a quasi-experimental version of one of these designs. In these studies, special methods may be warranted for analysis and sample size estimation. Applicants should show that their methods are appropriate given their plans for assignment of participants and delivery of interventions. R61/R33 Exploratory/Developmental Phased Award

This FOA utilizes the R61/R33 Exploratory/Developmental Phased Award activity code. During the R61 pilot phase, researchers will establish the feasibility of identifying groups of participants at high risk for AD/ADRD and non-adherence to healthful behaviors that hold potential for prevention of cognitive decline, MCI, and AD/ADRD. Researchers will conduct Stage I research to create tailored adherence interventions for use in AD/ADRD prevention trials. If successful, projects can transition to an R33 phase for implementation of Stage II-IV trials.

R61 Phase (Planning Phase, Including Stage I Research)

Applicants are required to submit a milestone plan for the R61 phase. The specific activities and milestones appropriate for the R61 phase will depend on the type of intervention and its stage of development. In the milestone plan, the applicant should consider the following types of activities with specific associated milestones:

  • Utilize analytical tools and methods to establish the feasibility of identifying groups of participants who are at high risk for non-adherence to healthful behaviors that hold potential for prevention of cognitive decline, MCI, and AD/ADRD.
  • Identify needs for tailoring and personalization of interventions for these individuals or groups considering the outcome of prevention of cognitive decline, MCI, and AD/ADRD.
  • Conduct Stage I research to create interventions to address the specific adherence factors that present potential barriers to the prevention approach(es).
  • Establish research partnerships with relevant experts across the spectrum of needs and expertise required to meet the goal of this FOA.
  • Propose hypothesized psychological and/or interpersonal mechanisms of adherence to achieve the research objectives of this FOA.
  • Operationalize definitions and objective measures of the target psychological or interpersonal mechanisms and adherence outcomes.
  • Assess, justify, and finalize adherence outcome measures and measures of cognitive function, AD/ADRD risk factors, and relevant AD/ADRD cognitive or functional outcomes.
  • Provide preliminary evidence that the mechanism of action can be manipulated reliably and validly via the proposed intervention.
  • Pilot test intervention(s) and produce preliminary data for R33 administrative review showing feasibility, including trial protocol.

R33 Phase (Implementation Phase, Stage II-IV Trials)

During the R33 phase, the Program Director(s)/Principal Investigator(s) (PD(s)/PI(s)) will utilize results from the R61 phase to implement the intervention, including the following general activities and milestones:

  • Further refine, standardize, and test the feasibility, safety, and acceptability of the intervention. This includes testing the association between the intervention and adherence outcomes.
  • Refine estimates for sample size, number of sites (if multi-site), site-to-site heterogeneity, and the implementation timetable. Additionally, to ensure all studies supported by the R33 phase are adequately powered, it is required that the application include power calculations.
  • Update the R33 plan for site implementation, including recruitment of site staff, method of participant identification and randomization (if applicable), participant recruitment, and acquisition of data.
  • Address all ethical issues related to human subject safety oversight for the trials, including the development of informed consent or opt-out consent documents (if applicable).
  • Finalize site of Institutional Review Board (IRB) review. Applicants must propose a single IRB approach for trial oversight to facilitate appropriate and timely study implementation.

Milestones and R61/R33 Transition

The application must propose a well-defined set of milestones (see required milestone plan in the R61 phase section above) for the R61 phase and annual milestones for the R33 phase. At the completion of the R61 phase, the applicant will be required to submit a detailed request to transition to the R33 phase. Specifically, the transition from the R61 to the R33 phase of the award will be administratively reviewed for successful completion of the go/no-go criteria that must be clearly specified in the R61 phase. Applicants can establish go/no-go criteria as they deem fit for their application, but must address each area as described above.

Prospective applicants should note that the funding of a grant application for the R61 phase does not guarantee support of the R33 phase. Transition to the R33 phase of the project will occur only if an administrative review process recommends that the R61 planning activities have been successful and the implementation phase of the project can proceed with confidence of success, and if funds are available.

Non-Responsiveness Criteria

The following types of applications will be considered non-responsive, and will be withdrawn prior to review:

  • Applications that do not include a primary focus on adherence, including adherence measures.
  • Applications that do not propose a causal study design or experimental medicine approach to determine causal psychological or interpersonal mechanisms related to adherence.
  • Applications that propose stand-alone adherence trials that do not focus on behaviors relevant to the prevention of AD/ADRD.
  • Applications that propose trials designed to test the ability of a new intervention to promote adherence to behaviors relevant to AD/ADRD prevention in ongoing trials.
  • Applications that propose non-human research studies.

Clinical Research Operations Management System

The National Institute on Aging (NIA) supports a central resource to NIA staff and extramural investigators to facilitate/support the conduct and management of clinical research. Award Budget

For the R61 planning phase, the budget for direct costs may not exceed $225,000 in any single year.

Application budgets need to reflect the actual needs of the proposed project.

Award Project Period

The maximum period of the combined R61/R33 phases is 5 years, with 1-2 years for the R61 phase and 3-4 years for the R33 phase. Funding of the R33 award will be determined by successful completion of the R61 scientific goals, as determined by NIH.

Specific Aims: Separate specific aims should be presented for both the R61 and R33 phases on one page.

Research Strategy: The research strategy should contain separate sections that describe both the R61 and R33 phases. Separate research design and methods could be presented as needed for the R61 and R33 phases. It is not necessary to repeat information or details in the R33 section that are described in the R61 section. In the R33 section, applicants must propose a single IRB approach for trial oversight to facilitate appropriate and timely study implementation.

Preliminary data are not required for an R61/R33 application. However, any preliminary data that will support or justify the proposed hypothesis, rationale, or development plan may be included.

The application should describe best practices that the PD(s)/PI(s) will follow when conducting the randomized trial and clearly state how randomization will be performed. The application must clearly present power calculations that reflect a range of effect sizes of meaningful (e.g., clinical) significance.

The application should describe how the study designs, methods, and assessments are complementary, such that outcomes from the planning phase will enhance the interpretation of outcomes at the implementation stage. The application must describe how the R61 phase will produce preliminary data for the R33 administrative review that shows feasibility.

The study design must align with the NIH Stage Model for Behavioral Intervention Development framework.

The application must appropriately justify the population of interest. Applications are encouraged to focus on individuals in midlife who are at greater risk for AD/ADRD, including individuals with family history of AD/ADRD, those with predisposing risk factors, and those in priority populations identified in the NIA's Health Disparities Research Framework known to be at greater risk for AD/ADRD.

The application must be grounded in evidence that the behavioral or lifestyle change under study has potential for preventing cognitive decline, MCI, and/or AD/ADRD.

The study must include measures of cognitive function, AD/ADRD risk factors, and relevant AD/ADRD cognitive or functional outcomes.

The application must operationalize definitions and objective measures of the intervention (i.e., cite evidence to support that the hypothesized mechanism of action can be manipulated to lead to meaningful behavior change). The application must assess and justify adequacy and finalize meaningful outcome measures.

Milestones and R61/R33 Transition

The application must include milestones the researchers expect to achieve by the end of the R61 phase, as well as milestones for the R33 phase. Milestones should be specific, quantifiable, and scientifically justified; they should not be simply a restatement of the specific aims for the R61 phase. Go/no-go criteria for the transition from the R61 to the R33 phase of the award must be clearly specified. It is recommended that the Research Strategy include a section labeled "Milestones," wherein the milestones to be achieved during the R61 phase to qualify for the transition to the R33 will be detailed.

It is understood that the proposed milestones for the R33 phase may be revised based on activities during the R61 phase. In the event of an award, the PD(s)/PI(s) and NIH staff will negotiate a list of milestones for each year of support.

Section V. Application Review Information

1. Criteria

Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

A proposed Clinical Trial application may include study design, methods, and intervention that are not by themselves innovative but address important questions or unmet needs. Additionally, the results of the clinical trial may indicate that further clinical development of the intervention is unwarranted or lead to new avenues of scientific investigation.

Overall Impact

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

Scored Review Criteria

Reviewers will consider each of the review criteria below in the determination of scientific merit and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

Significance

Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

Are the scientific rationale and need for a clinical trial to test the proposed hypothesis or intervention well supported by preliminary data, clinical and/or preclinical studies, or information in the literature or knowledge of biological mechanisms? For trials focusing on clinical or public health endpoints, is this clinical trial necessary for testing the safety, efficacy or effectiveness of an intervention that could lead to a change in clinical practice, community behaviors or health care policy? For trials focusing on mechanistic, behavioral, physiological, biochemical, or other biomedical endpoints, is this trial needed to advance scientific understanding?

Investigator(s)

Are the PD(s)/PI(s), collaborators, and other researchers well suited to the project? If Early Stage Investigators or those in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance, and organizational structure appropriate for the project?

With regard to the proposed leadership for the project, do the PD/PI(s) and key personnel have the expertise, experience, and ability to organize, manage and implement the proposed clinical trial and meet milestones and timelines? Do they have appropriate expertise in study coordination, data management and statistics? For a multicenter trial, is the organizational structure appropriate and does the application identify a core of potential center investigators and staffing for a coordinating center?

Innovation

Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Are the concepts, approaches or methodologies, instrumentation, or interventions novel to one field of research or novel in a broad sense? Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?

Does the design/research plan include innovative elements, as appropriate, that enhance its sensitivity, potential for information or potential to advance scientific knowledge or clinical practice?

Approach

Are the overall strategy, methodology, and analyses well-reasoned and appropriate to accomplish the specific aims of the project? Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project? Have the investigators presented strategies to ensure a robust and unbiased approach, as appropriate for the work proposed? Are potential problems, alternative strategies, and benchmarks for success presented? If the project is in the early stages of development, will the strategy establish feasibility and will particularly risky aspects be managed? Have the investigators presented adequate plans to address relevant biological variables, such as sex, for studies in vertebrate animals or human subjects?

If the project involves human subjects and/or NIH-defined clinical research, are the plans to address 1) the protection of human subjects from research risks, and 2) inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion or exclusion of individuals of all ages (including children and older adults), justified in terms of the scientific goals and research strategy proposed?

Does the application adequately address the following, if applicable

Study Design

Is the study design justified and appropriate to address primary and secondary outcome variable(s)/endpoints that will be clear, informative and relevant to the hypothesis being tested? Is the scientific rationale/premise of the study based on previously well-designed preclinical and/or clinical research? Given the methods used to assign participants and deliver interventions, is the study design adequately powered to answer the research question(s), test the proposed hypothesis/hypotheses, and provide interpretable results? Is the trial appropriately designed to conduct the research efficiently? Are the study populations (size, gender, age, demographic group), proposed intervention arms/dose, and duration of the trial, appropriate and well justified?

Are potential ethical issues adequately addressed? Is the process for obtaining informed consent or assent appropriate? Is the eligible population available? Are the plans for recruitment outreach, enrollment, retention, handling dropouts, missed visits, and losses to follow-up appropriate to ensure robust data collection? Are the planned recruitment timelines feasible and is the plan to monitor accrual adequate? Has the need for randomization (or not), masking (if appropriate), controls, and inclusion/exclusion criteria been addressed? Are differences addressed, if applicable, in the intervention effect due to sex/gender and race/ethnicity?

Are the plans to standardize, assure quality of, and monitor adherence to, the trial protocol and data collection or distribution guidelines appropriate? Is there a plan to obtain required study agent(s)? Does the application propose to use existing available resources, as applicable?

Data Management and Statistical Analysis

Are planned analyses and statistical approach appropriate for the proposed study design and methods used to assign participants and deliver interventions? Are the procedures for data management and quality control of data adequate at clinical site(s) or at center laboratories, as applicable? Have the methods for standardization of procedures for data management to assess the effect of the intervention and quality control been addressed? Is there a plan to complete data analysis within the proposed period of the award?

In addition, to what extent:

Does the application provide clear milestones for the R61 phase and related scientific milestones for the R33 phase? Are those milestones conducive to accomplishing the study aims? Are the goals of the R33 phase based, in part, on findings collected during the R61 phase? Are go/no-go criteria for the transition from the R61 to the R33 phase of the award clearly specified? Does the application provide adequate power calculations and adequate justification?

Does the application operationalize definitions and objective measures of the intervention (i.e., was evidence cited to support that the hypothesized mechanism of action can be manipulated to lead to meaningful behavior change)? Does the application assess and justify adequacy and finalize meaningful outcome measures? Will the R61 phase produce preliminary data for the R33 administrative review that shows feasibility?

Is the proposed study design consistent with the NIH Stage Model for Behavioral Intervention Development framework?

Does the R33 section propose a single IRB approach for trial oversight to facilitate appropriate and timely study implementation?

Does the application appropriately justify the rationale for selecting the population of interest in the study?

Is the application grounded in evidence that the behavioral or lifestyle change under study has potential for preventing cognitive decline, MCI, and AD/ADRD?

Does the study include measures of cognitive function, AD/ADRD risk factors, and relevant AD/ADRD cognitive or functional outcomes?

Environment

Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment, and other physical resources available to the investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?

If proposed, are the administrative, data coordinating, enrollment and laboratory/testing centers, appropriate for the trial proposed?

Does the application adequately address the capability and ability to conduct the trial at the proposed site(s) or centers? Are the plans to add or drop enrollment centers, as needed, appropriate?

If international site(s) is/are proposed, does the application adequately address the complexity of executing the clinical trial?

If multi-sites/centers, is there evidence of the ability of the individual site or center to: (1) enroll the proposed numbers; (2) adhere to the protocol; (3) collect and transmit data in an accurate and timely fashion; and, (4) operate within the proposed organizational structure?

Additional Review Criteria

As applicable for the project proposed, reviewers will evaluate the following additional items while determining scientific and technical merit, and in providing an overall impact score, but will not give separate scores for these items.

Study Timeline


Is the study timeline described in detail, taking into account start-up activities, the anticipated rate of enrollment, and planned follow-up assessment? Is the projected timeline feasible and well justified? Does the project incorporate efficiencies and utilize existing resources (e.g., CTSAs, practice-based research networks, electronic medical records, administrative database, or patient registries) to increase the efficiency of participant enrollment and data collection, as appropriate?

Are potential challenges and corresponding solutions discussed (e.g., strategies that can be implemented in the event of enrollment shortfalls)?

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. Inclusion of Women, Minorities, and Individuals Across the Lifespan

When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. Vertebrate Animals

The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. Reviewers will assess the use of chimpanzees as they would any other application proposing the use of vertebrate animals. Biohazards

Applications from Foreign Organizations

Reviewers will assess whether the project presents special opportunities for furthering research programs through the use of unusual talent, resources, populations, or environmental conditions that exist in other countries and either are not readily available in the United States or augment existing U.S. resources.

Select Agent Research

Reviewers will assess the information provided in this section of the application, including 1) the Select Agent(s) to be used in the proposed research, 2) the registration status of all entities where Select Agent(s) will be used, 3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and 4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).

Resource Sharing Plans

Reviewers will comment on whether the following Resource Sharing Plans, or the rationale for not sharing the following types of resources, are reasonable: (1) Data Sharing Plan; (2) Sharing Model Organisms; and (3) Genomic Data Sharing Plan (GDS).

2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by NIA, in accordance with NIH peer review policy and procedures, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Appeals of initial peer review will not be accepted for applications submitted in response to this FOA.

Applications will be assigned to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications submitted in response to this FOA. Following initial peer review, recommended applications will receive a second level of review by the National Advisory Council on Aging. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

Section VI. Award Administration Information

1. Award Notices

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement.

A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient's business official.

Recipients must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 45 CFR Part 75.301 and 2 CFR Part 200.301.

The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000. See the NIH Grants Policy Statement for additional information on this reporting requirement.

In accordance with the regulatory requirements provided at 45 CFR 75.113 and 2 CFR Part 200.113 and Appendix XII to 45 CFR Part 75 and 2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available. Full reporting requirements and procedures are found in Appendix XII to 45 CFR Part 75 and 2 CFR 200 Award Term and Conditions for Recipient Integrity and Performance Matters.
