Funding Opportunity Purpose

The purpose of this funding opportunity is to support research to advance the development of safe and effective medications for the treatment of Substance Use Disorders (SUD). It includes preclinical and/or clinical research projects, from lead optimization all the way Phase I, Phase II, and Phase III clinical trials. The goal is to fund studies that will have high impact and quickly yield the necessary results to advance medications closer to FDA approval.

Section I. Notice of Funding Opportunity Description

 Background

The development of safe and effective medications for the treatment of substance use disorders (SUDs) is a public health priority. Currently, there are medications approved by the Food and Drug Administration (FDA) for the treatment of nicotine and opiate use disorders. However, none of these medications provides the optimal outcomes. Moreover, there are no FDA approved medications for cocaine, methamphetamine, or cannabis use disorders. Thus, the development of safe and effective medications to treat these disorders is an urgent public health need priority. Improving the outcome of treatments for SUDs with medications can have vast public health implications.

Scientific advances are offering extraordinary opportunities for the development of medications to treat SUDs. These include the discovery of genes and proteins, receptors, neurotransmitters, neuromodulators, and brain circuits associated with SUDs, as well as risk and protective factors for the onset and progression of these disorders, and the development of new small and large molecules. Multiple therapeutic approaches, ranging from small molecules to biologics (e.g., vaccines) are ready for the next step in the FDA approval process, and concerted efforts are needed to advance these potential pharmacotherapies to approval. It is likely that effective pharmacotherapies for SUDs will produce immediate reductions in the rates of drug use as well as on its medical and psychosocial consequences. 

Research Objectives

Applications should focus on the development of compounds for the treatment of SUDs including opioids, methamphetamine, cocaine, nicotine, cannabis or any other illicit substance. It can include the evaluation of: 1) new chemical entities (NCEs), 2) already-marketed medications, 3) biologics (i.e., vaccines, antibodies, enzymes, gene therapies, etc.), 4) combinations of medications, and/or 5) new delivery devices/technologies.

The medications investigated for SUDs may target one or more of the neuropathological mechanisms, the various clinical stages, and/or the medical/psychiatric complications of one or multiple SUDs.

Applications must provide the entry and exit points of the proposed research in the FDA approval pathway.

The scope of this notice of funding opportunity (NOFO) does not include the evaluation of the safety and/or efficacy of psychosocial interventions.

National Institute on Drug Abuse (NIDA) Program Officials will be substantially involved in the scientific direction of the award in a partnership role. The NIDA Program Scientists will collaborate on developing common measures, procedures and data management protocols, monitor study progress, insure disclosure of conflicts of interest and adherence to NIDA and NIH policies, and participate in data analysis and manuscript preparation as appropriate.

Research is encouraged, but not limited, to studies in the following areas:

  • Chemistry and Pharmaceutics: lead compound optimization, creation/expansion of small molecular libraries, high-throughput screening, medicinal chemistry, formulation or drug-delivery technology, prodrug, proteinaceous (e.g., vaccines and antibodies), and/or bioassay development of potential medications for SUDs
  • Preclinical Development: drug interaction studies between medications and drugs of use/misuse and evaluation of safety and/or efficacy in established animal models, as well as pharmacokinetic and pharmacodynamic studies of potential pharmacotherapies for SUDs
  • Clinical Development: Phase I - Evaluation of the pharmacokinetics, safety, tolerability, dose-ranging, and/or initial efficacy in human subjects. Phase II - Proof-of-concept, pilot studies, safety and efficacy testing in a larger sample of human subjects. Phase III - Safety and efficacy of medications tested in a large sample of patients
  • Use of Artificial Intelligence/Machine Learning (AI/ML) tools for chemistry, preclinical, and clinical medications development for SUDs. For example, use of AI/ML for de novo design of new molecules, virtual screening and drug-drug interaction studies, or use of AI in clinical trial design/analysis, etc.

It is expected that these U01s will be short-term (funded for up to 3 years) and large (up to $5 million per year) cooperative agreements with close monitoring and significant scientific involvement of NIDA staff.

Special Considerations

NIDA applicants are strongly encouraged to review the guidelines and adhere to the requirements applicable to their research listed in the Special Considerations for NIDA Funding Opportunities and Awards. Upon award, these considerations will be included in the Notice of Grant Award.

Applications Not Responsive to this NOFO:

The following types of studies are not responsive to this NOFO and will not be reviewed:

  • Applications that evaluation of the safety and/or efficacy of psychosocial interventions 
  • Applications that address alcohol as the only substance of use 
  • Applications that do not focus on the development of compounds for the treatment of SUDs 
  • Applications that do not provide entry and exit points of the proposed research in the FDA approval pathway.

Plan for Enhancing Diverse Perspectives (PEDP)

The NIH recognizes that teams comprised of investigators with diverse perspectives working together and capitalizing on innovative ideas and distinct viewpoints outperform homogeneous teams. There are many benefits that flow from a scientific workforce rich with diverse perspectives, including: fostering scientific innovation, enhancing global competitiveness, contributing to robust learning environments, improving the quality of the research, advancing the likelihood that underserved populations participate in, and benefit from research, and enhancing public trust.

To support the best science, the NIH encourages inclusivity in research guided by the consideration of diverse perspectives. Broadly, diverse perspectives can include but are not limited to the educational background and scientific expertise of the people who perform the research; the populations who participate as human subjects in research studies; and the places where research is done.

This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP), which will be assessed as part of the scientific and technical peer review evaluation.  Assessment of applications containing a PEDP are based on the scientific and technical merit of the proposed project. Consistent with federal law, the race, ethnicity, or sex (including gender identify, sexual orientation, or transgender status) of a researcher, award participant, or trainee will not be considered during the application review process or when making funding decisions.  Applications that fail to include a PEDP will be considered incomplete and will be administratively withdrawn before review.

Funding Instrument

Cooperative Agreement: A financial assistance mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • NATO Commercial and Government Entity (NCAGE) Code – Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • Unique Entity Identifier (UEI) - A UEI is issued as part of the SAM.gov registration process. The same UEI must be used for all registrations, as well as on the grant application.

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

The NIH will not accept duplicate or highly overlapping applications under review at the same time, per NIH Grants Policy Statement Section 2.3.7.4 Submission of Resubmission Application. This means that the NIH will not accept:

Plan for Enhancing Diverse Perspectives (PEDP)

  • In an "Other Attachment" entitled "Plan for Enhancing Diverse Perspectives," all applicants must include a summary of strategies to advance the scientific and technical merit of the proposed project through expanded inclusivity. 
  • Applicants should align their proposed strategies for PEDP with the research strategy section, providing a holistic and integrated view of how enhancing diverse perspectives and inclusivity are buoyed throughout the application.
  • The PEDP will vary depending on the scientific aims, expertise required, the environment and performance site(s), as well as how the project aims are structured.
  • The PEDP may be no more than 2 pages in length and should include:
    • Actionable strategies using defined approaches for the inclusion of diverse perspectives in the project;
    • Description of how the PEDP will advance the scientific and technical merit of the proposed project;
    • Anticipated timeline of proposed PEDP activities;
    • Evaluation methods for assessing the progress and success of PEDP activities.

Examples of items that advance inclusivity in research and may be appropriate for a PEDP can include, but are not limited to:

  • Partnerships with different types of institutions and organizations (e.g., research-intensive; undergraduate-focused; HBCUs; emerging research institutions; community-based organizations).
  • Project frameworks that enable communities and researchers to work collaboratively as equal partners in all phases of the research process.
  • Outreach and planned engagement activities to enhance recruitment of individuals from diverse groups as human subjects in clinical trials, including those from underrepresented backgrounds.
  • Description of planned partnerships that may enhance geographic and regional diversity.
  • Outreach and recruiting activities intended to diversify the pool of applicants for research training programs, such as outreach to prospective applicants from groups underrepresented in the biomedical sciences, for example, individuals from underrepresented racial and ethnic groups, those with disabilities, those from disadvantaged backgrounds, and women.
  • Plans to utilize the project infrastructure (i.e., research and structure) to enhance the research environment and support career-advancing opportunities for junior, early- and mid-career researchers.
  • Transdisciplinary research projects and collaborations among researchers from fields beyond the biological sciences, such as physics, engineering, mathematics, computational biology, computer and data sciences, as well as bioethics.

Examples of items that are not appropriate in a PEDP include, but are not limited to:

Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time.  If a Changed/Corrected application is submitted after the deadline, the application will be considered late. 1. Criteria

Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

Overall Impact

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following scored review criteria and additional review criteria (as applicable for the project proposed).  An application does not need to be strong in all categories to be judged likely to have a major scientific impact. As part of the overall impact score, reviewers should consider and indicate how the plan to for Enhancing Diverse Perspectives affects the scientific merit of the project.

Review Criteria

Reviewers will consider Factors 1, 2 and 3 in the determination of scientific merit, and in providing an overall impact score. In addition, Factors 1 and 2 will each receive a separate factor score. 

Factor 1: Importance of the Research

Significance

  • Evaluate the importance of the proposed research in the context of current scientific challenges and opportunities, either for advancing knowledge within the field, or more broadly. Assess whether the application addresses an important gap in knowledge in the field, would solve a critical problem, or create a valuable conceptual or technical advance.
  • Evaluate the rationale for undertaking the study, the rigor of the scientific background for the work (e.g. prior literature and/or preliminary data) and whether the scientific background justifies the proposed study.

Innovation

  • Evaluate the extent to which innovation influences the importance of undertaking the proposed research. Note that while technical or conceptual innovation can influence the importance of the proposed research, a project that is not applying novel concepts or approaches may be of critical importance for the field.
  • Evaluate whether the proposed work applies novel concepts, methods or technologies, or uses existing concepts, methods, technologies in novel ways, to enhance the overall impact of the project.

Specific to this NOFO

  • Evaluate the proposed research in terms of significantly advancing the development of medications in the FDA approval pathway.

Factor 2. Rigor and Feasibility

Approach

  • Evaluate the scientific quality of the proposed work. Evaluate the likelihood that compelling, reproducible findings will result (rigor) and assess whether the proposed studies can be done well and within the timeframes proposed (feasibility).

Rigor:

  • Evaluate the potential to produce unbiased, reproducible, robust data.
  • Evaluate the rigor of experimental design and whether appropriate controls are in place.
  • Evaluate whether the sample size is sufficient and well-justified.
  • Assess the quality of the plans for analysis, interpretation, and reporting of results.
  • Evaluate whether the investigators presented adequate plans to address relevant biological variables, such as sex or age, in the design, analysis, and reporting.
  • For applications involving human subjects or vertebrate animals, also evaluate:
    • the rigor of the intervention or study manipulation (if applicable to the study design).
    • whether outcome variables are justified.
    • whether the results will be generalizable or, in the case of a rare disease/special group, relevant to the particular subgroup.
    • whether the sample is appropriate and sufficiently diverse to address the proposed question(s).
  • For applications involving human subjects, including clinical trials, assess the adequacy of inclusion plans as appropriate for the scientific goals of the research. Considerations of appropriateness may include disease/condition/behavior incidence, prevalence, or population burden, population representation, and/or current state of the science.

Feasibility:

  • Evaluate whether the proposed approach is sound and achievable, including plans to address problems or new challenges that emerge in the work. For proposed studies in which feasibility may be less certain, evaluate whether the uncertainty is balanced by the potential for major advances.
  • For applications involving human subjects, including clinical trials, evaluate the adequacy and feasibility of the plan to recruit and retain an appropriately diverse population of participants. Additionally, evaluate the likelihood of successfully achieving the proposed enrollment based on age, racial, ethnic, and sex or gender categories.
  • For clinical trial applications, evaluate whether the study timeline and milestones are feasible.

Factor 3. Expertise and Resources

Investigator(s)

  • Evaluate whether the investigator(s) have demonstrated background, training, and expertise, as appropriate for their career stage, to conduct the proposed work. For Multiple Principal Investigator (MPI) applications, assess the quality of the leadership plan to facilitate coordination and collaboration.

Environment

  • Evaluate whether the institutional resources are appropriate to ensure the successful execution of the proposed work.
Additional Review Criteria

As applicable for the project proposed, reviewers will consider the following additional items while determining scientific and technical merit, but will not give criterion scores for these items, and should consider them in providing an overall impact score.

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. Vertebrate Animals

When the proposed research includes Vertebrate Animals, evaluate the involvement of live vertebrate animals according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. Biohazards

When the proposed research includes Biohazards, evaluate whether specific materials or procedures that will be used are significantly hazardous to research personnel and/or the environment, and whether adequate protection is proposed.

Authentication of Key Biological and/or Chemical Resources:

For projects involving key biological and/or chemical resources, evaluate the brief plans proposed for identifying and ensuring the validity of those resources.

Budget and Period of Support

Evaluate whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.

2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by NIDA, in accordance with NIH peer review policy and procedures, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Applications will be assigned on the basis of established PHS referral guidelines to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications.. Following initial peer review, recommended applications will receive a second level of review by the National Advisory Council on Drug Abuse. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement Section 2.5.1. Just-in-Time Procedures. This request is not a Notice of Award nor should it be construed to be an indicator of possible funding.

Prior to making an award, NIH reviews an applicant’s federal award history in SAM.gov to ensure sound business practices. An applicant can review and comment on any information in the Responsibility/Qualification records available in SAM.gov.  NIH will consider any comments by the applicant in the Responsibility/Qualification records in SAM.gov to ascertain the applicant’s integrity, business ethics, and performance record of managing Federal awards per 2 CFR Part 200.206 “Federal awarding agency review of risk posed by applicants.”  This provision will apply to all NIH grants and cooperative agreements except fellowships.

Section VI. Award Administration Information

1. Award Notices

A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipient’s business official.

In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk. For more information on the Notice of Award, please refer to the NIH Grants Policy Statement Section 5. The Notice of Award and NIH Grants & Funding website, see Award Process.

Individual awards are based on the application submitted to, and as approved by, the NIH and are subject to the IC-specific terms and conditions identified in the NoA.

ClinicalTrials.gov: If an award provides for one or more clinical trials. By law (Title VIII, Section 801 of Public Law 110-85), the "responsible party" must register and submit results information for certain “applicable clinical trials” on the ClinicalTrials.gov Protocol Registration and Results System Information Website (https://register.clinicaltrials.gov). Institutional Review Board or Independent Ethics Committee Approval: Recipient institutions must ensure that all protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

Data and Safety Monitoring Requirements: The NIH policy for data and safety monitoring requires oversight and monitoring of all NIH-conducted or -supported human biomedical and behavioral intervention studies (clinical trials) to ensure the safety of participants and the validity and integrity of the data. Further information concerning these requirements is found at http://grants.nih.gov/grants/policy/hs/data_safety.htm and in the application instructions (SF424 (R&R) and PHS 398).

Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

2. Administrative and National Policy Requirements

Pursuant to the Cybersecurity Act of 2015, Div. N, § 405, Pub. Law 114-113, 6 USC § 1533(d), the HHS Secretary has established a common set of voluntary, consensus-based, and industry-led guidelines, best practices, methodologies, procedures, and processes.

Successful recipients under this NOFO agree that:

When recipients, subrecipients, or third-party entities have:

        1) ongoing and consistent access to HHS owned or operated information or operational technology systems; and 

        2) receive, maintain, transmit, store, access, exchange, process, or utilize personal identifiable information (PII) or personal health information (PHI) obtained from the awarding HHS agency for the purposes of executing the award.

Recipients shall develop plans and procedures, modeled after the NIST Cybersecurity framework, to protect HHS systems and data. Please refer to NIH Post-Award Monitoring and Reporting for additional information. 

Cooperative Agreement Terms and Conditions of Award

Cooperative Agreement Terms and Conditions of Award:

The following special terms of award are in addition to, and not in lieu of, otherwise applicable U.S. Office of Management and Budget (OMB) administrative guidelines, U.S. Department of Health and Human Services (DHHS) grant administration regulations at 2 CFR Part 200, and other HHS, PHS, and NIH grant administration policies. 

The administrative and funding instrument used for this program will be the cooperative agreement, an "assistance" mechanism (rather than an "acquisition" mechanism), in which substantial NIH programmatic involvement with the recipients is anticipated during the performance of the activities. Under the cooperative agreement, the NIH purpose is to support and stimulate the recipients' activities by involvement in and otherwise working jointly with the award recipient(s) in a partnership role; it is not to assume direction, prime responsibility, or a dominant role in the activities. Consistent with this concept, the dominant role and prime responsibility resides with the recipient(s) for the project as a whole, although specific tasks and activities may be shared among the recipients and the NIH as defined below.

The PD(s)/PI(s) will have the primary responsibility for:

  • The PD/PI will have the primary responsibility for all aspects of the study. The PD/PI will have the primary authority to define objectives and approaches, and to plan, conduct, analyze, and publish results, interpretations, and conclusions of their studies. The PI/PD is responsible for any modification of study design, study quality control, implementation of tools and technologies, and collaboration with other investigators.
  • The PD/PI agrees to accept close coordination, cooperation, and participation of NIDA staff in those aspects of scientific and technical management of the study as stated in these terms and conditions. Recipients should be advised that they will retain custody of and primary rights to their data developed under the award, subject to current Government policies regarding rights of access consistent with current DHHS, PHS, and NIH policies.
  • The PD/PI has the responsibility for medical safety and protection of study participants. The PD/PI has the responsibility to submit to the Program Official for approval a detailed Data and Safety Monitoring Plan (DSMP) for each clinical trial conducted under this award. The DSMP may be developed using “Guidelines for Developing a Data and Safety Monitoring Plan” at http://www.drugabuse.gov/funding/clinical-research/guidelines-developing-data-safety-monitoring-plan. PO's approval of the DSMP is required before any research study with human subjects is implemented. Any changes to the protocol must first be discussed with and approved by the PO before they are implemented. An amended DSMP incorporating approved changes and reflecting the required IRB approval will be submitted to the Program Official for approval before the changes are implemented.
  • The PI/PD has the responsibility to report to the Program Official any medical safety issues in the grant. For Serious Adverse Events (SAE), in addition to existing OHRP and institutional requirements, SAEs will be reported directly to the Program Official or through the NIDA Serious Adverse Event Tracking and Reporting System (SAETRS). The Project Scientist will provide access to the PI/PD to the Serious Adverse Event Tracking and Reporting System (SAETRS) at no cost to the grantee. Adverse Events will be reported in the annual progress report.
  • The PD/PI has the responsibility of submitting annual progress reports to NIDA to inform on the progress of the project or projects conducted under this award, including advances, obstacles and steps taken to remedy them, and a summary of any NIDA-approved changes and departures from the approved study protocol, as well as any human subjects issues.
  • The PD/PI has the responsibility of complying with all the regulatory requirements of the Food and Drug Administration's medications development process.
  • Recipients are expected to publish and publicly disseminate results, data, and other products of the study, concordant with governance policies and protocols. Publications and oral presentations of work performed under this agreement will require appropriate acknowledgment of support by the NIDA. Timely publication of major findings is encouraged.

NIH staff have substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below:

  • In addition to the Program Officer who will be responsible for normal program stewardship of the grant, the cooperative agreement will be assigned an NIH Project Scientist with expertise in medications development. The Project Scientist will have substantial programmatic involvement that is above and beyond the normal stewardship role in awards and will be named in the award notice.
  • The Project Scientist will participate in the definition of objectives and approaches, and in planning, conducting, analyzing, and publishing results, interpretations, and conclusions of their studies. However, the dominant role and prime responsibility for the activity reside with the recipient for the project as a whole, but not necessarily for each task.
  • The Project Scientist will serve as a resource to aid in resolving scientific and regulatory issues as they arise.
  • The Program Official will be responsible for the programmatic stewardship of the award and will be named in the award notice. The Government, via the Program Official, will have access to data generated under this Cooperative Agreement and may periodically review the data and progress reports. The Program Official may use information obtained from the data for the preparation of internal reports on the activities of the study. However, recipients will retain custody of and have primary rights to all data developed under these awards.
  • In order to advance the development of lead compounds, it is expected that recipients will collaborate or cooperate with other NIDA -funded projects and/or U.S. government agencies, for example, CDC, FDA, and/or USDA, and/or industry.

Areas of Joint Responsibility include:

  • The PD(s)/PI(s) and the Project Scientist will work collaboratively in evaluating the most appropriate research methods, data quality control strategies, medical safety monitoring, protocol design and implementation, data analysis and interpretation and publication and dissemination of study results.
  • During performance of the award, the Project Scientist, with assistance from other scientific program staff will provide appropriate scientific advice and guidance. The role of the Project Scientist will be to facilitate and not to direct the activities. Proposals for the design and implementation of each new study will be discussed between the recipient and the Project Scientist before a decision is made to proceed with the study. Both parties shall agree on the most appropriate protocol design and outcome measures for each study. It is anticipated that decisions in all activities will be reached by consensus between the PD/PI and the Project Scientist, and that NIDA staff will be given the opportunity to offer input into this process. The Project Scientist will facilitate liaison activity for partnerships, and provide assistance with access to NIDA-supported resources and services. The recipient and the Project Scientist will confer on the most optimal strategy to ensure and monitor medication compliance.
  • Status reports in the format of conference calls between the PI/PD and the Project Scientist will take place on a regular basis. These reports will include information concerning but not limited to results of pre-clinical tests, synthesis or manufacture of compounds, recruitment and retention of subjects, medical safety issues, as well asprogress, obstacles and steps taken to remedy them. Status reports will also discuss the results of each study as they become available.
  • The release of each annual funding by NIDA will be based on the NIDA Program Official’s review of progress towards achieving the previously agreed upon research goals, interim objectives and milestones. NIDA reserves the right to terminate or curtail a study (or any individual award) in the event of inadequate progress, poor quality, or other major breach of the approved project.
  • The specific timelines, interim objectives and funding levels agreed to by the recipient and NIDA shall be included in the terms and conditions of award. Given the nature of product development, it is recognized that timelines and interim objectives may require revision and renegotiation during the course of the project period. The Program Director/Principal Investigator and the Program Official must agree to all such revisions.

Dispute Resolution:

Any disagreements that may arise in scientific or programmatic matters (within the scope of the award) between award recipients and the NIH may be brought to Dispute Resolution. A Dispute Resolution Panel composed of three academic members who are not involved in the study will be convened. This special dispute resolution procedure does not alter the recipient's right to appeal an adverse action that is otherwise appealable in accordance with PHS regulation 42 CFR Part 50, Subpart D and DHHS regulation 45 CFR Part 16.

3. Data Management and Sharing

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

4. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement Section 8.4.1 Reporting. To learn more about post-award monitoring and reporting, see the NIH Grants & Funding website, see Post-Award Monitoring and Reporting.

  • Awardees will provide updates at least annually on implementation of the PEDP.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement Section 8.6 Closeout. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
