Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) intends to stimulate translation of scientific discoveries and engineering developments in imaging, data science and/or spectroscopic technologies into methods or tools that address contemporary problems in understanding the fundamental biology, potential risk of development, diagnosis, or treatment of cancer.
A distinguishing feature of each application to this NOFO will be formation of an academic-industrial partnership: a strategic alliance of academic and industrial investigators who work together as partners to identify and translate a technological solution for mitigation of a cancer (or other disease-related) problem. In this sense, the NOFO acts more as a funding mechanism for driving translational research in imaging than for a specific scientific or clinical research area. These partnerships are expected to solidify pre-existing collaborations or establish new ones that would drive the field of imaging, as a whole, further than if they had not been formed.
This NOFO defines innovation as the likelihood to deliver a new capability to end users. This funding announcement will support clinical trials that test functionality or validate performance in the chosen setting. However, this NOFO is not intended to support commercial production, basic research projects, or clinical trials that lack translation as the primary motivation.

Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) intends to stimulate translation of scientific discoveries and engineering developments in imaging / quantifiable imaging, data science and/or spectroscopic technologies into tools or methods that address contemporary problems in understanding the fundamental biology, potential risk of development, diagnosis, and/or treatment for cancer
A characteristic feature of each application submitted in response to this NOFO will be the formation of an academic-industrial partnership: a strategic alliance of academic and industrial investigators who work together as partners to identify and translate a novel technological solution towards detection /diagnosis or treatment of cancers. In this sense, the NOFO acts more as funding mechanism for driving translational research in imaging more than for a specific scientific or clinical research area. The partnerships formed between academia and industries are expected to solidify pre-existing collaborations or establish new ones that would drive the field of imaging, as a whole, further than if they had not been formed.
The goals for proposed technologies are imaging applications in clinical trials, clinical research, non-clinical research, and/or patient care. Among other possibilities, they may include pre-clinical imaging investigations or investigations that combine patient specimens and pre-clinical methods, or optimizations of methods across different commercial platforms, and sites. Further possibilities include expansion of research in new directions by emphasizing areas involving (i) surgical imaging technologies which can help identify and improve cancer margin location with reduced costs, and broaden availability to the community, (ii) development and validation of cancer activatable agents and other novel probes to enhance image detection of exceptionally small tumor colonies, (iii) development and validation of algorithms for improved imaging detection, diagnosis, and measurement of treatment response, (iv) leveraging machine learning algorithms or the development of novel ones to aid in quantifiable image analysis, segmentation, integration of large data sets or other to evolve the clinical utility of ‘artificial intelligence for diagnostic imaging.
This NOFO specifies a partnership structure intended to help translate imaging, data science-focused, and spectroscopic technologies through a combination of complementary knowledge and experience, and common strengths found across academic and industrial investigators. This inter-disciplinary/-sector approach would allow these teams to work together to plan, design, and engineer the efficient transition of a new method or technology from a working prototype to a status suitable for careful validation. One example of benefit to this partnership structure could be from bringing the rigor in the biomedical industrys use of good laboratory practices (GLP) and good manufacturing practices (GMP) to the academic setting, which could later facilitate the more efficient transfer of academic intellectual property to the commercial setting. Another example of benefit to this partnership structure could be from bringing academic novelty to the commercial sector, which could facilitate less risk in the commercial setting. The rationale for this NOFO is to address the rapidly evolving requirements needed to move advanced imaging technologies or methods into pre-clinical, clinical, and non-clinical research settings. This NOFO is designed to stimulate academic-industrial partnerships to overcome translational research barriers up to the point of pre-commercial production but specifically, this NOFO does not support commercial production.
This announcement applies to discoveries and engineering development results that have demonstrated the feasibility and are ready to be optimized and validated. The applicants are expected to identify and address a problem in cancer.
The focus is on the translation of imaging and spectroscopy systems and methods that represent advances with promise for addressing unmet needs in cancer. These can be found in areas such as clinical research, cancer prevention, biology, development, screening, earlier detection, diagnosis, therapy monitoring, risk assessment for individuals or populations, and cancer outcomes.
The grant application for the academic-industrial partnership should present a well-organized translational research strategy for the proposed technology or method, aiming to tackle a specific objective related to cancer detection and/or treatment.
Technology translation may focus on clinical research, clinical care delivery, or non-clinical research. Furthermore, imaging and imaging-related technology for non-human cancer research is supportable by this funding opportunity whether or not it appears to have future prospects of direct clinical use. Translational efforts are expected to enhance, adapt, optimize, validate, and transition a prior, currently existing, or next-generation prototype technology or method.

The intent of this NOFO is to encourage investigators to assemble a team with strengths and resources sufficient to achieve the proposed translational goals. Therefore, a pre-requisite application feature is the formation of a team that includes at least one academic investigator and one investigator from an industrial organization among key team members. The level of participation and budget details should reflect levels necessary to achieve the specific aims proposed and may vary relative to these aims. Investigator partnerships have the discretion to set effort levels and apportion budget according to the timing and other project requirements at each research step.
Innovation, at its conception, grows as it gains the functionality and readiness to deliver a new capability to end-users. For this announcement, innovation is defined as the likelihood to deliver a new capability to end-users.

Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.
Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following scored review criteria and additional review criteria (as applicable for the project proposed). Specific to this NOFO: Assess whether the expertise is sufficiently complementary in the proposed partnership to negotiate the steps necessary to execute the proposed translational research. Evaluate whether the partners could work together effectively and apply a sufficient range of expertise and knowledge to complete the proposed translational project. Assess whether the Governance and Organizational structure appropriately describes by which the collaboration and the proposed project could advance a product or service far enough to attract sufficient, independent third-party financing and/or strategic partnerships in carrying out full commercialization. If the project is collaborative or multi-PD/PI with complementary expertise, evaluate whether the leadership approach, governance and organizational structure is appropriate for the project.
Evaluate whether the partners strategic alliances provide resources and an environment likely to achieve the project goals of solving or mitigating the stated cancer problem.
As applicable for the project proposed, reviewers will consider the following additional items while determining scientific and technical merit, but will not give criterion scores for these items, and should consider them in providing an overall impact score.
For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects; 2) adequacy of protection against risks; 3) potential benefits to the subjects and others; 4) importance of the knowledge to be gained; and 5) data and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, evaluate: 1) the justification for the exemption; 2) human subjects involvement and characteristics; and 3) sources of materials. For additional information on review of the Human Subjects section, please refer to the Guidelines for the Review of Human Subjects.
When the proposed research includes Vertebrate Animals, evaluate the involvement of live vertebrate animals according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. When the proposed research includes Biohazards, evaluate whether specific materials or procedures that will be used are significantly hazardous to research personnel and/or the environment, and whether adequate protection is proposed.

For projects involving key biological and/or chemical resources, evaluate the brief plans proposed for identifying and ensuring the validity of those resources.
Evaluate whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.
Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by the Center for Scientific Review (CSR), in accordance with NIH peer review policy and procedures, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.
As part of the scientific peer review, all applications will receive a written critique.
Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.
Applications will be assigned on the basis of established PHS referral guidelines to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications submitted in response to this NOFO. Following initial peer review, recommended applications will receive a second level of review by the appropriate national Advisory Council or Board. The following will be considered in making funding decisions:
If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement Section 2.5.1. Just-in-Time Procedures. This request is not a Notice of Award nor should it be construed to be an indicator of possible funding.
Prior to making an award, NIH reviews an applicants federal award history in SAM.gov to ensure sound business practices. An applicant can review and comment on any information in the Responsibility/Qualification records available in SAM.gov. NIH will consider any comments by the applicant in the Responsibility/Qualification records in SAM.gov to ascertain the applicants integrity, business ethics, and performance record of managing Federal awards per 2 CFR Part 200.206 Federal awarding agency review of risk posed by applicants. This provision will apply to all NIH grants and cooperative agreements except fellowships.

A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipients business official.
In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.
Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk. Institutional Review Board or Independent Ethics Committee Approval: Recipient institutions must ensure that all protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.
Data and Safety Monitoring Requirements: The NIH policy for data and safety monitoring requires oversight and monitoring of all NIH-conducted or -supported human biomedical and behavioral intervention studies (clinical trials) to ensure the safety of participants and the validity and integrity of the data. Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

All federal statutes and regulations relevant to federal financial assistance, including those highlighted in NIH Grants Policy Statement Section 4 Public Policy Requirements, Objectives and Other Appropriation Mandates.
Recipients are responsible for ensuring that their activities comply with all applicable federal regulations. NIH may terminate awards under certain circumstances. See 2 CFR Part 200.340 Termination and NIH Grants Policy Statement Section 8.5.2 Remedies for Noncompliance or Enforcement Actions: Suspension, Termination, and Withholding of Support.

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.
When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement Section 8.4.1 Reporting. A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement Section 8.6 Closeout. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
