Purpose

This is a reissuance of NOT-HS-18-009 and reminder to all AHRQ grant recipients who, under waivers AHRQ obtained from HHS, received multi-year funded (MYF) awards (i.e. grant awards in which the budget period and project period were of the same duration and exceeded 12 months, and for which full funding was awarded from one Federal fiscal year of funding), in FY2013, FY2014, FY2015, or FY2016, that funds from each annual appropriation will cancel/expire and no longer be available, to either the grantee organization or to AHRQ, five (5) years after the fiscal year from which the funds were awarded.

NOT-HS-19-003 awarded in FY2014 (10/1/2013 - 9/30/2014) will expire on 9/30/2019, funds awarded in FY2015 (10/1/2014 - 9/30/2015) will expire on 9/30/2020, and funds awarded in FY2016 (10/1/2015 - 9/30/2016) will expire on 9/30/2021.

The Program Support Center (PSC), which oversees the Payment Management System (PMS), establishes a deadline each year for requesting cash withdrawals from accounts for which fiscal year funds will be expiring. The deadline is generally a few days before September 30. It is the grantee's responsibility to ensure that funds for the project are drawn down by the established deadline.

NOTE: In situations where a MYF grant has been extended, either under expanded authorities or through the prior approval process, the fiscal year appropriation, NOT the end date of the project period, will dictate when the funds cancel/expire. For example, if a FY2014 MYF award has a budget period and project period of 5/1/2014 - 4/30/2019 and is extended through 4/30/2020, the funds will still expire on 9/30/2019 and no longer be available to either the grantee or AHRQ after 9/30/2019, even though the revised project period end date is 4/30/2020. If a grant has been extended beyond the expiration date of the fiscal year appropriation from which it was funded, the grantee should notify the assigned AHRQ Grants Management Specialist named on the latest Notice of Award so that the extension can be revised to align with the fiscal year appropriation expiration date.
