Purpose

This is a reissuance of NOT-HS-20-003 and reminder to all AHRQ grant recipients who, under waivers AHRQ obtained from HHS, received multi-year funded (MYF) awards (i.e. grant awards in which the budget period and project period were of the same duration and exceeded 12 months, and for which full funding was awarded from one Federal fiscal year of funding), in FY2013, FY2014, FY2015, or FY2016, that funds from each annual appropriation will cancel/expire and no longer be available, to either the grantee organization or to AHRQ, five (5) years after the fiscal year from which the funds were awarded.

Under the provisions of Section 1405(a) of Public Law No. 101-510 amended 31 U.S.C. 1551-1557 (commonly referred to as M-Account Legislation), all federal agencies are required to close fixed year appropriation accounts and cancel any remaining balances on any awards issued out of the fixed year appropriation accounts by September 30th of the 5th fiscal year after the period of availability. Translated into terms applicable to award recipients and awarding agencies, all undrawn award funding falling under the M-Account condition will no longer be available for program expenditures, obligations or payment requests.

Therefore, funds awarded in FY2013 (10/1/2012 - 9/30/2013) expired on 9/30/2018, funds awarded in FY2014 (10/1/2013 - 9/30/2014) expired on 9/30/2019, funds awarded in FY2015 (10/1/2014 - 9/30/2015) expired on 9/30/2020, and funds awarded in FY2016 (10/1/2015 - 9/30/2016) will expire on 9/30/2021.

The Program Support Center (PSC), which oversees the Payment Management System (PMS), establishes a deadline each year for requesting cash withdrawals from accounts for which fiscal year funds will be expiring. The deadline is generally a few days before September 30. Please check the Program Support Center (PSC) Payment Management System (PMS) website for information regarding the last day to draw funds on awards issued using FY2016 fixed appropriation funds (https://pms.psc.gov/grant-recipients/cancelled-awards.html). It is the grantee's responsibility to ensure that funds for the project are drawn down by the established deadline.

NOTE: In situations where a MYF grant has been extended, either under expanded authorities or through the prior approval process, the fiscal year appropriation, NOT the end date of the project period, will dictate when the funds cancel/expire. For example, if a FY2016 MYF award has a budget period and project period of 5/1/2016 - 4/30/2021 and is extended through 4/30/2022, the funds will still expire on 9/30/2021 and no longer be available to either the grantee or AHRQ after 9/30/2021, even though the revised project period end date is 4/30/2022. If a grant has been extended beyond the expiration date of the fiscal year appropriation from which it was funded, the grantee should notify the assigned AHRQ Grants Management Specialist named on the latest Notice of Award so that the extension can be revised to align with the fiscal year appropriation expiration date.
