8.2.2 NIH Public Access Policy
The 2024 NIH Public Access Policy implements Division F, Section 217 of PL 111-8 (Omnibus Appropriations Act, 2009). The policy ensures that the public has access to the published results of NIH funded research at the NIH NLM PMC, a free digital archive of full-text biomedical and life sciences journal literature. Under the Policy NIH-funded investigators are required to submit (or have submitted for them) to PMC an electronic version of the final, peer-reviewed manuscript upon acceptance for publication, to be made publicly available without embargo upon the Official Date of Publication, as defined in the Policy. The Author Accepted Manuscript is defined as the author's final version that has been accepted for journal publication, and includes all revisions resulting from the peer review process, including all associated tables, graphics and supplemental material. This policy applies to any Author Accepted Manuscript accepted for publication in a journal, on or after July 1, 2025, that is the result of funding by NIH in whole or in part, through grants and cooperative agreements (including training grants), contracts, Other Transactions, NIH intramural research, and the official work of an NIH employee.
Institutions and investigators are responsible for ensuring compliance with this Policy. Applicants citing articles in NIH applications, proposals, and progress reports that fall under the Policy, were authored or co-authored by the applicant and result from NIH support must include the PMCID or NIHMS ID.
