6.1 NIH Payment Review Process

As part of the implementation of Executive Order 14222 - Implementing the President's "Department of Government Efficiency" Cost Efficiency Initiative, to enhance transparency and accountability and reduce waste, fraud and abuse. NIH grant recipients are required to include a detailed justification explaining why the funds are being drawn and how the funds are being used during the period of performance when submitting payment requests to PMS in order for NIH staff to conduct a timely review and approval within the Defend the Spend (DTS) system.
