    Purpose

    The purpose of this FOA is to support the establishment of multidisciplinary Tuberculosis (TB) Research Units (TBRUs) that will operate as a collaborative network to improve understanding of Mycobacterium tuberculosis (Mtb)-host interactions through characterization of bacterial and host determinants that are relevant during stages of infection and disease, and analyses of bacterial and host heterogeneity on disease outcomes.

    Background

    TB is the world’s leading infectious killer. In 2018, an estimated 10 million people fell ill with TB, and 1.5 million died from the disease. Multidrug-resistant TB (MDR-TB) is a public health crisis that continues to grow. The National Institute of Allergy and Infectious Diseases (NIAID) has established a robust TB research program that supports basic research and facilitates translation of basic research findings into new drugs, vaccines, diagnostics and scientific tools. A critical component of the NIAID’s TB program has been the TBRUs, that were first established in 1994 to study aspects of human TB in endemic countries. Current TBRUs, awarded in 2014, investigate fundamental processes in TB biology including: host-pathogen interactions, immunologic responses, bacterial metabolism, latency and persistence.

    During the past 20 years, there has been significant progress in understanding host-pathogen interactions, but much remains to be learned. Effective management of TB continues to be hampered by a limited understanding of the different stages of this complex disease, as well as the mechanisms that control these stages. Pulmonary TB has been defined traditionally by two clinical stages: latent TB infection and active TB disease. Increasingly, it is recognized that Mtb exists in a dynamic spectrum of pathology between initial exposure and progression to active disease, and there is significant heterogeneity of disease as a result of heterogeneity in host responses, TB granulomas and bacteria. A comprehensive understanding of the heterogeneity is crucial to inform improved prevention and therapeutic strategies against the disease. Another challenge to effectively control or eliminate TB disease is a subpopulation of cells, referred to as bacterial persisters, that exhibit phenotypic resistance during exposure to therapeutic doses of antibiotics. Persisters are thought to contribute to the long treatment duration required for TB but are poorly understood. Latency and persistence are inherently difficult to study. This has limited our understanding of mechanisms behind the transition of latent to active pulmonary or extra-pulmonary disease. An improved understanding of the host and pathogen mechanisms underlying heterogeneity, latency and persistence has the potential to inform novel assays to identify persons at increased risk for progression to active disease, new drugs to shorten the duration of treatment, and other interventions to prevent or improve disease outcome. Finally, some comorbidities including diabetes, hypertension, malnutrition and tobacco smoking are risk factors for TB and for poor TB treatment outcomes, and inflammation in the lung is recognized as an important factor for TB pathogenesis. It is therefore important to understand how these comorbidities and inflammation impact TB progression in order to improve co-management.

    In September 2018, the NIH published the NIAID Strategic Plan for Tuberculosis Research. The research proposed in the TBRU program aligns with “Strategic Priority 1: Improve Fundamental Knowledge of TB” which includes developing a comprehensive view of the dynamics and complexity of Mtb pathogenesis, characterization of TB disease with modern tools, and promotion of interdisciplinary programs to study complex biological phenomena.

    The need to enhance research to detect and treat latency has also been underscored in Pillar 3 of the 2015 WHO document “End TB Strategy

    Research Objectives and Scope

    Each TBRU will be established as part of a multi-disciplinary consortium of investigators and institutions with expertise in clinical research, animal models, microbiology, epidemiology, pharmacology, immunology as well as data and statistical management. Each Unit will be overseen by a Project Director(s)/Principal Investigator(s) (PDs/PIs) who will coordinate and oversee its multidisciplinary research and ensure that the individual research projects synergize to advance the goals of this FOA to characterize bacterial and host determinants that are relevant during stages of infection, disease and transmission, as well as the impact of bacterial and host heterogeneity on disease outcomes. Investigators are encouraged to develop pathogen specific tools and incorporate systems biology, imaging and computational modeling approaches. To facilitate the understanding of the spectrum of TB infection and disease and enable the translation of research findings into clinical applications, each application must include at least one clinical research project and one animal research project. This combination may help facilitate the development of more predictive, targeted and interpretable animal models through “back-translation” of clinical findings.

    Examples of potential research areas include, but are not limited to:

    • Functional characterization of essential virulence factors of Mtb that are relevant during various stages of infection and disease progression
    • Comprehensive studies to determine the impact of phenotypic or genotypic diversity within the infecting bacterial population on bacterial persistence, disease progression and disease outcome
    • Studies to understand how bacterial metabolic or other physiologic changes mediate the evolution of resistance and persistence
    • Identification of bacterial-specific markers that correlate with latency, progression to active disease, persistence or high-transmission potential, to enable the development of tools to better measure and predict TB outcomes
    • Studies to determine effects of heterogeneity of host responses, co-morbidities and lung inflammation on the mechanism(s) associated with infection and disease progression
    • Development of animal models that correlate with human disease/pathology to assess host-pathogen interactions during disease stages of TB and the effect of metabolic changes and inflammation in the host on disease progression

    Applications proposing the following topics will be considered non-responsive and will not be reviewed:

    • Applications that do not include both a clinical and an animal research project
    • Immunological studies aimed at identifying correlates of protection or immunologic targets that can be used to improve TB vaccine strategies
    • Impact of HIV/SIV and Nontuberculous Mycobacteria infections on relevant immune responses to Mtb infection or TB vaccines
    • Impact of substance abuse (e.g. opioids, cannabinoids, cocaine, methamphetamines and alcohol) on TB transmission, progression and disease
    • Research with a primary focus on epidemiologic studies
    • Psychosocial or behavioral research

    Please note that it is expected that some animal models that are developed by the TBRUs will be suitable for product development and evaluation. NIAID may request transfer of the protocols for these animal models to DMID’s preclinical services programs to be made available as a service to the community.

    TBRU Program Components

    Administrative Core

    Each TBRU must include an Administrative Core, directed by the PD/PI, which is responsible for managing, coordinating, and supervising all TBRU activities. The Administrative Core must include a Program Management Plan that will guide its operations and activities and a Data Management Plan for managing all study data.

    Research Projects

    Each TBRU must include a minimum of three interdependent Research Projects to meet the key goals of the FOA - cross disciplinary TB research engaging both clinical and animal model researchers.   Projects may propose using experimental or licensed drugs and interventions to establish or test hypotheses.

    Clinical site

    Each application must provide expertise and capacity to conduct international clinical studies/trials (either at the awardee site or through collaborations and sub-contracts). A clinical site must be present in at least one Country outside of the United States (U.S.) in which TB is endemic.  The clinical site must have an established infrastructure, including experienced local investigators capable of conducting multi-disciplinary human clinical studies in TB that meet US regulatory requirements for the protection of human subjects, adequate laboratory facilities and personnel to perform protocol-specific tests, access to patient populations that are suitable to study bacterial diversity and impact of host factors, as well as their relation to active TB; track record of successful enrollment of volunteers (healthy and infected/presenting with disease) in clinical studies/trials; experience working under US Federal Human Subjects regulations; expertise in epidemiology and microbiology; and expertise and infrastructure to model human relevant aspects of TB disease. The Clinical Site(s) could be administered through an optional Clinical Core (if serving more than one project) or could be a component of a Research Project (if serving a single project).

    Scientific Core(s)

    A Scientific Core will provide shared support services to at least two Research Projects. Examples of services provided include (but not limited to) reagent production, microbiology laboratory services, animal core, Clinical Core and specialized services (e.g. assays, lipidomics, metabolomics, imaging, statistics, bioinformatics). Scientific Cores may not conduct independent research of the served Research Projects.

    Steering Committee: A Steering Committee will be established by the NIAID in collaboration with the awardees to review the progress in meeting the goals of all U19s funded under this FOA. The Steering Committee will also make recommendations for the continuation or re-direction of the funded U19s to the PD(s)/PI(s) on an ongoing basis and in consultation with NIAID staff. The Steering Committee will be selected by NIAID after award and members should not be proposed or contacted by applicants.

    External Scientific Advisory Group (ESAG): An ESAG may be formed within each awarded TBRU at the discretion of the PD(s)/PI(s) after award to evaluate and advise the PD(s)/PI(s) on scientific progress.

    Programmatic Meetings: The PD/PI will organize annual 1 to 2-day programmatic TBRU meetings at the PD/PI’s institution and will extend the invitation to the NIAID Program Official.

    • System for Award Management (SAM) – Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.

    Specific Aims: List in priority order, the broad, long-range objectives and goals of the proposed TBRU. Concisely and realistically describe the hypothesis or hypotheses to be tested. State the individual research project’s relationship to the Program’s goals and how it relates to other projects or cores.  

    Research Strategy: This narrative section summarizes the overall research plan for the multi-project application. The multi-project application should be viewed as a confederation of interrelated research projects, each capable of standing on its own scientific merit, but complementary to one another. This is an important section for it provides the group of investigators an opportunity to give conceptual wholeness to the overall program – by giving a statement of the general problem area and by laying out a broad strategy for attacking the problems. As the strategy develops, each project and core should be cited briefly as to its place in the overall scheme. Summarize the special features in the environment and/or resources that make this application strong or unique.

    Describe how the proposed studies will promote a multidisciplinary, diverse set of research activities to advance TB research. Describe how the individual projects and cores relate to the overall goals of the TBRU and provide a cohesive and synergistic whole that is more beneficial than pursuing each project independently. Without duplicating information in the biosketches, discuss the suitability of the PD(s)/PI(s) to develop, manage, and direct an integrated and focused TBRU, and manage collaborations. Describe the innovative elements of the TBRU program and the potential to advance scientific knowledge or clinical practice. Discuss the potential difficulties and limitations of the proposed procedures and alternative approaches to achieve the aims. Summarize the special features in the environment, resources or collaborative arrangements that make this application strong or unique. Provide a tentative sequence or timetable for the project.

    Describe the rationale for selection of clinical sites.

    It is recommended that the Administrative Core Associate devote a level of effort ranging from 3 to 6 person months to the execution of the administrative details of the TBRU projects and to managing the day-to-day operations within the TBRU.

    Any additional Administrative Core personnel must be clearly justified.

    Include travel funds for the PD(s)/PI(s), Research Project Leaders, Core Leaders, members of the TBRU, ESAG and presenters to attend a 1-day kick off meeting in Year 1 and the NIAID Annual Programmatic meetings, to be held annually beginning in Year 2, in the Rockville, MD area (2 days per annual meeting). Include travel funds for two to-be-named Steering Committee members to attend the NIAID Annual Programmatic meetings, to be held in Rockville, MD area.

    PHS 398 Research Plan (Administrative Core)

    Specific Aims: List in priority order, the broad, long-range objectives and goals of the proposed Administrative Core. State the core’s relationship to the Program’s goals and how it relates to the individual Research Projects or other cores in the application.   

    Research Strategy: Provide a Project Management Plan that identifies and discusses the Administrative Core structure, the roles of Administrative Core personnel, the facilitation of communications throughout the TBRU and with NIAID staff. The plan should specifically address continual evaluation of research and development progress, communications, group meetings and teleconferences, presentation and publication of data, resource and model sharing, transmission of information and reagents, the identification and proposed resolution of problems and engagement of the NIAID staff as appropriate. A description of how consortia (subcontracts) will be managed should be provided and should include how communications such as periodic meetings and conference calls will be organized, managed and documented. Provide a management plan for fiscal accountability.

    In addition, the Administrative Core is responsible for implementation of a staffing plan; organization and participation in the TBRU and NIAID Annual Programmatic Meetings; communication with other TBRUs, ESAG members and NIH Program staff.

    Each Administrative Core must include a comprehensive Data Management Plan on how to collect and manage data from the participating study sites in order to ensure uniformity of procedures and high-quality data.

    An External Scientific Advisory Group (ESAG) will be formed after award at the discretion of the PD(s)/PI(s) to evaluate and advise the PD(s)/PI(s) on scientific progress within the center. For renewal applications: identify any current or former ESAG members. New applications should not name, recruit or contact potential ESAG members.    

    Resource Sharing Plan: Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the SF424 (R&R) Application Guide, with the following modification:

    All applications, regardless of the amount of direct costs requested for any one year, should address a Data Sharing Plan. If applicable, all investigators funded under this FOA will be expected to share their data publicly through NIAID supported Bioinformatics Center(s) or other public portals approved by NIH.     Research Strategy: Describe how the proposed Core activities will contribute to meeting the TBRU’s goals and objectives. Describe the reagents and other services to be provided by the Scientific Core and explain the rationale for selecting the general methods and approaches proposed to accomplish the Specific Aims. Describe how the Core will serve two or more individual Research Projects and why the Core resources are not otherwise available. In addition, indicate the relevance of the Scientific Core to the primary theme of the application. Explain how requests will be prioritized and coordinated. In a clearly labeled section provide annual timelines and milestones for the proposed core services.

    If a Clinical Core is proposed, explain how the Clinical Core is justified by the scientific and translational needs of the TBRU. Describe how the patients, services, expertise and resources of the Clinical Core will be used in the conduct of research by the TBRU Research Projects and Cores. Provide synopses of proposed study protocols and their scientific basis/rationale, study design, sample size and statistical analysis. Include any potential ethical issues surrounding the future study.

    Research Strategy: Describe how the proposed research will contribute to meeting the TBRU’s goals and objectives and explain the rationale for selecting the methods to accomplish the Specific Aims.

    Each application must include at least one clinical research project and one animal research project. For each project describe the research design conceptual procedures, and analyses to be used to accomplish the specific aims of the project. Describe any new methodology and its advantage over existing methodologies. Describe any novel concepts, approaches, tools, or technologies for the proposed studies. Discuss the potential difficulties and limitations of the proposed procedures and alternative approaches to achieve the aims. As part of this section, provide a tentative sequence or timetable for the project. Describe anticipated problems and propose research and/or strategies to overcome these barriers.

    For clinical studies that are not Clinical Trials: Provide synopses of proposed study protocols and their scientific basis/rationale, study design, sample size and statistical analysis.

    4. Submission Dates and Times

    Part I. Overview Information contains information about Key Dates and times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

    Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies) using ASSIST or other electronic submission systems. Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH’s electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission. Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time.  If a Changed/Corrected application is submitted after the deadline, the application will be considered late. Applications that miss the due date and time are subjected to the NIH Policy on Late Application Submission.

    Section V. Application Review Information
    1. Criteria

    Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

    In addition, for applications involving clinical trials:

    A proposed Clinical Trial application may include study design, methods, and intervention that are not by themselves innovative but address important questions or unmet needs. Additionally, the results of the clinical trial may indicate that further clinical development of the intervention is unwarranted or lead to new avenues of scientific investigation.

    Overall Impact - Overall

    Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the TBRU Program to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the Program proposed).

    Scored Review Criteria - Overall

    Reviewers will consider each of the review criteria below in the determination of scientific merit, and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

    Significance

    Does the Program address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous?  If the aims of the Program are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

    Specific for this FOA:

    • Is the TBRU as a whole, scientifically compelling?
    • Do all of the individual projects relate to the overall goals of the TBRU and provide a cohesive and synergistic whole?

    In addition, for applications involving clinical trials

    Are the scientific rationale and need for a clinical trial to test the proposed hypothesis or intervention well supported by preliminary data, clinical and/or preclinical studies, or information in the literature or knowledge of biological mechanisms? For trials focusing on clinical or public health endpoints, is this clinical trial necessary for testing the safety, efficacy or effectiveness of an intervention that could lead to a change in clinical practice, community behaviors or health care policy?  For trials focusing on mechanistic, behavioral, physiological, biochemical, or other biomedical endpoints, is this trial needed to advance scientific understanding?

    Investigator(s)

    Are the PD(s)/PI(s), collaborators, and other researchers well suited to the Program? If Early Stage Investigators or those in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?

    Specific for this FOA:

    • Do the PD(s)/PI(s) have the leadership and scientific ability, scientific and technical skills, and managerial competence to develop, manage, and direct an integrated and focused TBRU, including the time commitment and demonstrated ability to establish and manage collaborations?

A project does not need to be strong in all categories to be judged likely to have major scientific impact.     Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous?  If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

    Specific to applications involving clinical trials

    Is the study timeline described in detail, taking into account start-up activities, the anticipated rate of enrollment, and planned follow-up assessment? Is the projected timeline feasible and well justified? Does the project incorporate efficiencies and utilize existing resources (e.g., CTSAs, practice-based research networks, electronic medical records, administrative database, or patient registries) to increase the efficiency of participant enrollment and data collection, as appropriate?

    Are potential challenges and corresponding solutions discussed (e.g., strategies that can be implemented in the event of enrollment shortfalls)?  

    Protections for Human Subjects

    For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

    Vertebrate Animals

    The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. Reviewers will assess the use of chimpanzees as they would any other application proposing the use of vertebrate animals.     Reviewers will assess the information provided in this section of the application, including 1) the Select Agent(s) to be used in the proposed research, 2) the registration status of all entities where Select Agent(s) will be used, 3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and 4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).

    Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s), convened by the National Institute of Allergy and Infectious Diseases in accordance with NIH peer review policy and procedures, using the stated review criteria.     As part of the scientific peer review, all applications:

    • May undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

    A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the grantee’s business official.

    Awardees must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

    Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

    Cooperative Agreement Terms and Conditions of Award

    The following special terms of award are in addition to, and not in lieu of, otherwise applicable U.S. Office of Management and Budget (OMB) administrative guidelines, U.S. Department of Health and Human Services (DHHS) grant administration regulations at 45 CFR Part 75, and other HHS, PHS, and NIH grant administration policies.

    The administrative and funding instrument used for this program will be the cooperative agreement, an "assistance" mechanism (rather than an "acquisition" mechanism), in which substantial NIH programmatic involvement with the awardees is anticipated during the performance of the activities. Under the cooperative agreement, the NIH purpose is to support and stimulate the recipients' activities by involvement in and otherwise working jointly with the award recipients in a partnership role; it is not to assume direction, prime responsibility, or a dominant role in the activities. Consistent with this concept, the dominant role and prime responsibility resides with the awardees for the project as a whole, although specific tasks and activities may be shared among the awardees and the NIH as defined below.

    The PD(s)/PI(s) will have the primary responsibility for:
    • Retaining custody of and have primary rights to the data and software developed under these awards, subject to Government rights of access consistent with current DHHS, PHS, and NIH policies.
    • Keeping the NIAID Program Official and NIAID Project Scientist apprised of any potential impediments to execution of the goals of any one Research Project or Core.
    • Establishing an ESAG to evaluate and advise the PD(s)/PI(s) on scientific progress within the awarded TRBU.
    NIH staff have substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below:
    • The NIAID Project Scientist will keep the TBRU informed about other ongoing studies supported by NIAID.
    • The NIAID Project Scientist will coordinate access for the TBRU to other NIAID resources, as well as assist the research efforts of the TBRU by facilitating access to fiscal and intellectual resources provided by industry, private foundations, NIH intramural scientists and other federal government agencies as appropriate.
    • Establish a Steering Committee to inform NIAID by reviewing, evaluating, and prioritizing the scientific progress for the individual awardees and the network. The NIAID Project Scientist will serve as a non-voting member of the TBRU and will assist in developing the operating guidelines and consistent policies for dealing with situations that require coordinated action.

    In addition to the general responsibilities indicated above, NIAID staff will also be responsible for:

    • Organizing a Kick-off Meeting to be held within four months of award. 
    • Organizing an NIAID Annual Programmatic meeting after year 2 of award.
    • Additionally, an agency program official or IC program director will be responsible for the normal scientific and programmatic stewardship of the award and will be named in the award notice.
    Areas of Joint Responsibility include:

    The NIAID Project Scientist will provide overall coordination across all funded TBRUs and will coordinate with the PD(s)/PI(s) to facilitate the achievement of program goals.

    Dispute Resolution:

    Any disagreements that may arise in scientific or programmatic matters (within the scope of the award) between award recipients and the NIH may be brought to Dispute Resolution. A Dispute Resolution Panel composed of three members will be convened. It will have three members: a designee of the Steering Committee chosen without NIH staff voting, one NIH designee, and a third designee with expertise in the relevant area who is chosen by the other two; in the case of individual disagreement, the first member may be chosen by the individual awardee. This special dispute resolution procedure does not alter the awardee's right to appeal an adverse action that is otherwise appealable in accordance with PHS regulation 42 CFR Part 50, Subpart D and DHHS regulation 45 CFR Part 16.

    3. Reporting

    When multiple years are involved, awardees will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

    A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement.

    The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later.  All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000.  See the NIH Grants Policy Statement for additional information on this reporting requirement. 

    In accordance with the regulatory requirements provided at 45 CFR 75.113 and Appendix XII to 45 CFR Part 75, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period.  The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS).  This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313).  As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available.  Full reporting requirements and procedures are found in Appendix XII to 45 CFR Part 75 – Award Term and Conditions for Recipient Integrity and Performance Matters.
