Funding Opportunity Purpose

The purpose of this funding opportunity announcement (FOA) is to invite applications for a broad range of research efforts in computational genomics, data science, statistics, and bioinformatics relevant to one or both of basic or clinical genomic science, and broadly applicable to human health and disease. This FOA supports fundamental genomics research that develops innovative analytical methodologies and approaches, early-stage development of tools and software, and refinement or hardening of software and tools of high value to the biomedical genomics community. Work supported under this FOA should be enabling for genomics and be generalizable or broadly applicable across diseases and biological systems.

    Section I. Funding Opportunity Description

    The NHGRI 2020 Vision for improving human health at the forefront of genomics highlights genomic data science as an essential part of sustaining and improving a robust foundation for genomics. The scale of genomic data and the commitment of researchers and the NIH to open science and responsible sharing of digital data resources necessitate continual advances in genomic data processing, storage, organization, and access. Efficient management and querying of increasingly complex genomic datasets require innovation in both traditional and advanced methods. Democratization of genomics depends on advances toward truly user-friendly software, scalable systems for data management and automated metadata capture, and intuitive methods for visualization of multi-modal data. Existing tools also require improvement and hardening, and the exponential growth of genomic data demands new scalable algorithms and new solutions for making genomic data findable, accessible, interoperable, and reusable (FAIR).

    Advancing our understanding in genomics requires the continued development and improvement of computational, analytical, statistical and bioinformatic approaches, from processing raw sequencing signals and assembling genomes, to deriving insight from population sequencing studies and implementing genomics in clinical settings. Understanding how genotypes influence phenotypes, a key goal of the NHGRI, is increasingly dependent upon computational approaches, and new genomic data types produced by novel technologies demand new modes of analytical and computational support. Genomics increasingly underlies the study of complex networks and systems ranging in scale from single cells to complete organisms, presenting opportunities for computational approaches to address previously intractable problems in basic biological sciences. Adoption of genomics in clinical settings requires new computational approaches to enable improved outcomes, while the sensitive nature of some genomic data demands new computational methods to balance data sharing and privacy considerations.

    Objectives

    Through this FOA, NHGRI seeks to fund innovative research efforts in computational genomics, data science, statistics, and bioinformatics for basic and/or clinical genomic sciences that are broadly applicable to human health and disease. NHGRI also seeks to fund research leading to improvement of existing software or approaches that are in broad use by the genomics community.

    The following are examples of the types of research studies that may be appropriate for this FOA; applicants are encouraged to propose creative and innovative research topics that go beyond the examples listed here. Research topics appropriate for this FOA may include development of novel computational, bioinformatics, statistical, or analytical approaches, tools, or software, for:

    • Processing or analyzing new genomic data types
    • Improving efficiency and scalability of compute-intensive genomic applications
    • Interactively analyzing or visualizing large genomic data sets
    • Causal statistical modeling related to genomic research
    • Machine learning and AI methods for genomics, including creating interpretable models
    • Supporting plain language genomics queries of literature, data, and knowledge resources
    • Integrating in vitro cellular data and model organism data with human genomic data
    • Integrating and interpreting multiple genomic data types including sequence, functional, phenotypic, clinical, and single-cell or sub-cellular data
    • Processing and integrating genome sequence data to enhance representation of population variation
    • Identifying or prioritizing genetic variants that may be relevant to human disease
    • Enhancing secure sharing and use of genomic data in combination with clinical data
    • Integrating genomic based workflows and frameworks into Electronic Health Records to improve clinical decision support in health IT systems
    • Genomic based computational models and workflows mitigating inherent and pervasive biases that interfere with the meaningful and beneficial use of genomics in clinical care
    • Interfacing between Electronic Health Records, genomic data, and laboratory information systems

    NHGRI also invites applications that improve, validate, make robust, or scale existing genomic software and tools (refinement and hardening) to enable reproducible use by the biomedical research community, including:

    • Processing sequence data for sequence assembly, variant detection (SNPs and SVs), imputation, and resolution of haplotypes for both variant interpretation and clinical recommendations
    • Enabling scalable and cost-effective curation of FAIR metadata for genomic and phenotypic data,
    • Significantly improving visualization capabilities of existing software and tools
    • Rigorous benchmarking of tools, methods, or algorithms for genomics

    NHGRI encourages all investigators with innovative ideas aligned with the goals of this FOA to submit applications. NHGRI especially encourages applicants who are new investigators, experienced investigators who are new to genomic science, and investigators from demographic groups or institutions that are generally underrepresented in genomic science. All applicants are strongly encouraged to contact NHGRI Program Staff to discuss the alignment of their proposed work with the goals of this FOA prior to submitting an application.

    Projects with the following properties will be considered non-responsive, and will not be reviewed:

    • Development, maintenance, or curation of genomic data resources; applicants considering developing such resources are directed to the Genomic Community Resources (U24) program (https://grants.nih.gov/grants/guide/pa-files/PAR-20-100.html) and the trans-NIH Genomic Data Repositories (PAR-20-089) and Knowledgebases (PAR-20-097) funding opportunities (https://grants.nih.gov/grants/guide/notice-files/NOT-HG-20-017.html)
    • Research relevant to only one or a few diseases or biological systems; research utilizing a small number of disease models or biological systems for proof-of-concept studies may be acceptable when the resulting methods, tools, approaches, or software are generalizable
    • Development and application of ontologies or controlled vocabularies, or manual curation efforts
    • Work focused on microbial genomics or the microbiome
    • Basic data science research that is not developed for genomics
    • Research with the majority of effort or resources devoted to experimental data generation; however, applicants are encouraged to propose limited experimental work to test predictions generated as a result of computational approaches and/or inform modeling efforts
    • Approaches not clearly pertaining to computational genomics and data science and/or lacking relevance to human health and disease

    The number of awards is contingent upon NIH appropriations and the submission of a sufficient number of meritorious applications.

    Award Budget

    Application budgets need to reflect the actual needs of the proposed project. The combined budget for direct costs for the two year project period may not exceed $275,000. No more than $200,000 may be requested in any single year.

    Required Registrations

    Applicant organizations must complete and maintain the following registrations as described in the SF 424 (R&R) Application Guide to be eligible to apply for or receive an award. All registrations must be completed prior to the application being submitted. Registration can take 6 weeks or more, so applicants should begin the registration process as soon as possible. The NIH Policy on Late Submission of Grant Applications states that failure to complete registrations in advance of a due date is not a valid reason for a late submission.

    • Dun and Bradstreet Universal Numbering System (DUNS) - All registrations require that applicants be issued a DUNS number. After obtaining a DUNS number, applicants can begin both SAM and eRA Commons registrations. The same DUNS number must be used for all registrations, as well as on the grant application.
    • System for Award Management (SAM) Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • o   NATO Commercial and Government Entity (NCAGE) Code Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • eRA Commons - Applicants must have an active DUNS number to register in eRA Commons. Organizations can register with the eRA Commons as they are working through their SAM or Grants.gov registration, but all registrations must be in place by time of submission. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application.
    • Grants.gov Applicants must have an active DUNS number and SAM registration in order to complete the Grants.gov registration.

    Research Strategy

    Applicants should explain how the proposed research will advance our understanding of basic or clinical genomic science, and how the approach will be broadly applicable to human health and disease As part of the Significance section, applicants should describe the generalizability and broader relevance of the proposed research beyond the specific disease(s)/biological system(s)/ancestries utilized in the study.

    NHGRI is interested in development of methods, tools, and approaches that are forward thinking and highly innovative and could be catalytic for genomics. Applicants proposing development of novel methods or tools should describe in the Innovation section how their research will address a critical gap, be distinct from existing research efforts in this area, or significantly outperform current approaches in this area.

    NHGRI is also interested in supporting refinement or hardening of existing software and tools for genomics that have been demonstrated to be of high value to the research community, and where such refinement would lead to significant gains in reproducibility, usability, portability, performance, or other highly-impactful improvements.

    Where applicable, applicants should describe in detail plans for rigorous validation, benchmarking, comparisons to existing tools, and/or evaluations that will be performed to assess the quality or utility of the developed approaches. For any methods to be developed, applicants should demonstrate how their methods substantially outperform similar methods.

    Because the scale of genomic data production continues to escalate, biomedical science increasingly relies on 1) processing and analysis of population-scale genomic data and 2) integration of disparate genetic, clinical, functional genomic, imaging, and other data types. Applicants should therefore describe how their proposed approaches are scalable and compatible with large data sets and/or data generated from large cohorts. Applicants should also describe how tools and approaches or resulting outputs or analyses are interoperable with other methods, including plans for using existing data and metadata standards and ontologies already in use in the community.

    NHGRI supports development of methods, tools, and technologies that can be broadly utilized by biomedical researchers. Applicants should describe how the methods, tools, or approaches will be developed such that they are robust, well documented, and can be readily adopted, applied, and extended or modified by other biomedical researchers. Applicants should describe plans to enable broad uptake of developed methods, including portable solutions and thorough documentation. See also the Resource Sharing section below.

    Where appropriate, applicants should describe how the methods or software they are developing will protect any human subjects data while allowing access to those data by qualified users.

    To facilitate sharing of ideas and methods and accelerate advances in computational genomics and data science, grantees will be required to participate actively and openly in one grantee meeting per year that will be convened by NHGRI.

    Resource Sharing Plan: Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the SF424 (R&R) Application Guide, with the following modification:

    • A major goal of this FOA is the development of computational methods and tools that are enabling for the genomics community. Applicants should therefore include detailed plans for open dissemination of methods, software, and tools to the community such that they are readily usable and extensible, where applicable. These should be made freely available to biomedical researchers and educators. There is no prescribed license for software produced by applications responding to this announcement, but any software license selected by applicants should allow for unrestricted redistribution and modification of software.
    • Methods, tools, and software should be well documented and where applicable made available via version-controlled public repositories.
    • Where applicable, applicants should describe solutions for portable implementations to cloud computing environments.
    • Solutions that enhance reproducibility when used by the community and ability of the community to integrate into automated pipelines should be emphasized.
    • All applications generating data, regardless of the amount of direct costs requested for any one year, should provide a Data Sharing Plan that includes a timeline for data sharing, information on proposed data sharing platform or database, and descriptions of data types, metadata, and phenotypic data. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

    Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies). Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH’s electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission.     Section V. Application Review Information
    1. Criteria

    Note: Effective for due dates on or after January 25, 2023, the Data Sharing Plan and Genomic Data Sharing Plan (GDS) as part of the Resource Sharing Plan will not be evaluated at time of review.

    Only the review criteria described below will be considered in the review process.

    Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

    The R21 exploratory/developmental grant supports investigation of novel scientific ideas or new model systems, tools, or technologies that have the potential for significant impact on biomedical or biobehavioral research. An R21 grant application need not have extensive background material or preliminary information. Accordingly, reviewers will emphasize the conceptual framework, the level of innovation, and the potential to significantly advance our knowledge or understanding. Appropriate justification for the proposed work can be provided through literature citations, data from other sources, or, when available, from investigator-generated data. Preliminary data are not required for R21 applications; however, they may be included if available.

    Overall Impact

    Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

    Scored Review Criteria

    Reviewers will consider each of the review criteria below in the determination of scientific merit, and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

    Significance

    Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

    If the application is focused on refinement or hardening of existing genomics software and tools, are the existing software and tools of high value to the biomedical community? Will the proposed refinements represent substantial advances over the existing tools?

    Investigator(s)

    Are the PD(s)/PI(s), collaborators, and other researchers well suited to the project? If Early Stage Investigators or those in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?

    Innovation

    Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Are the concepts, approaches or methodologies, instrumentation, or interventions novel to one field of research or novel in a broad sense? Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?

    Is the amount of innovation proposed appropriate given the type of project (e.g., methods development, methods refinement and hardening) and the approaches proposed?

    If the application focuses on refinement or hardening of existing software and tools, are the approaches anticipated to lead to significant gains in reproducibility, usability, portability, performance, or other highly-impactful improvements? Will the proposed activity allow the existing tools to be better used to advance scientific knowledge or clinical practice?

    Approach

    Are the overall strategy, methodology, and analyses well-reasoned and appropriate to accomplish the specific aims of the project? Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project? Have the investigators presented strategies to ensure a robust and unbiased approach, as appropriate for the work proposed? Are potential problems, alternative strategies, and benchmarks for success presented? If the project is in the early stages of development, will the strategy establish feasibility and will particularly risky aspects be managed? Have the investigators presented adequate plans to address relevant biological variables, such as sex, for studies in vertebrate animals or human subjects? 

    If the project involves human subjects and/or NIH-defined clinical research, are the plans to address

    1) the protection of human subjects from research risks, and

    2) inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion or exclusion of individuals of all ages (including children and older adults), justified in terms of the scientific goals and research strategy proposed?

    Does the application adequately address robust software development approaches and considerations of reproducibility, ease of integration into existing pipelines, portability, and other elements that enhance re-use of software, where applicable?

    Does the application demonstrate commitment to sharing and disseminating newly developed software and tools with the community in well-documented, robust and readily usable formats, where applicable?

    Does the application adequately address capabilities to handle scale of data at the appropriate level?

    Environment

    Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment and other physical resources available to the investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?

    Additional Review Criteria

    As applicable for the project proposed, reviewers will evaluate the following additional items while determining scientific and technical merit, and in providing an overall impact score, but will not give separate scores for these items.

    Protections for Human Subjects

    For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

    For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. For additional information on review of the Human Subjects section, please refer to the Guidelines for the Review of Human Subjects.

    Inclusion of Women, Minorities, and Individuals Across the Lifespan 

    When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. For additional information on review of the Inclusion section, please refer to the Guidelines for the Review of Inclusion in Clinical Research.

    Vertebrate Animals

    The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. Reviewers will assess the use of chimpanzees as they would any other application proposing the use of vertebrate animals. For additional information on review of the Vertebrate Animals section, please refer to the Worksheet for Review of the Vertebrate Animal Section.

    Biohazards

    Reviewers will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.

    Resubmissions

    For Resubmissions, the committee will evaluate the application as now presented, taking into consideration the responses to comments from the previous scientific review group and changes made to the project.

    Renewals

    Not Applicable.

    Revisions

    For Revisions, the committee will consider the appropriateness of the proposed expansion of the scope of the project. If the Revision application relates to a specific line of investigation presented in the original application that was not recommended for approval by the committee, then the committee will consider whether the responses to comments from the previous scientific review group are adequate and whether substantial changes are clearly evident.

    Additional Review Considerations

    Note: Effective for due dates on or after January 25, 2023, the Data Sharing Plan and Genomic Data Sharing Plan (GDS) as part of the Resource Sharing Plan will not be evaluated at time of review.

    As applicable for the project proposed, reviewers will consider each of the following items, but will not give scores for these items, and should not consider them in providing an overall impact score.

    Applications from Foreign Organizations

    Reviewers will assess whether the project presents special opportunities for furthering research programs through the use of unusual talent, resources, populations, or environmental conditions that exist in other countries and either are not readily available in the United States or augment existing U.S. resources.

    Select Agent Research

    Reviewers will assess the information provided in this section of the application, including 1) the Select Agent(s) to be used in the proposed research, 2) the registration status of all entities where Select Agent(s) will be used, 3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and 4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).

    Resource Sharing Plans

    Reviewers will comment on whether the following Resource Sharing Plans, or the rationale for not sharing the following types of resources, are reasonable: (1) Data Sharing Plan; (2) Sharing Model Organisms; and (3) Genomic Data Sharing Plan (GDS).

    Authentication of Key Biological and/or Chemical Resources:

    For projects involving key biological and/or chemical resources, reviewers will comment on the brief plans proposed for identifying and ensuring the validity of those resources.

    Budget and Period of Support

    Reviewers will consider whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.

    2. Review and Selection Process

    Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by the Center for Scientific Review, in accordance with NIH peer review policy and procedures, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

    As part of the scientific peer review, all applications:

    • May undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.
    • Will receive a written critique.

    Applications will be assigned to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications . Following initial peer review, recommended applications will receive a second level of review by the National Advisory Council on Human Genome Research. The following will be considered in making funding decisions:

    • Scientific and technical merit of the proposed project as determined by scientific peer review.
    • Availability of funds.
    • Relevance of the proposed project to program priorities.
    • Expansion of the community of genomic researchers to include new investigators and early-stage investigators, and experienced investigators who are new to this field.
    • Expansion of the community of genomic researchers to include investigators of diverse backgrounds, including groups generally underrepresented in the biomedical sciences.
    • Broad relevance to many diseases and research questions.
    • Adequacy of plans for sharing software, code, and data.
    • Balance among topics in the set of awards chosen
    3. Anticipated Announcement and Award Dates

    After the peer review of the application is completed, the PD/PI will be able to access his or her Summary Statement (written critique) via the eRA Commons. Refer to Part 1 for dates for peer review, advisory council review, and earliest start date.

    Section VI. Award Administration Information
    1. Award Notices

    If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement.

    A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient’s business official.

    Awardees must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

    Any application awarded in response to this FOA will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website.  This includes any recent legislation and policy applicable to awards that is highlighted on this website.

    Institutional Review Board or Independent Ethics Committee Approval: Recipient institutions must ensure that protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the awardee must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

    2. Administrative and National Policy Requirements

    In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to the Federal Awardee Performance and Integrity Information System (FAPIIS) requirements. FAPIIS requires Federal award making officials to review and consider information about an applicant in the designated integrity and performance system (currently FAPIIS) prior to making an award. An applicant, at its option, may review information in the designated integrity and performance systems accessible through FAPIIS and comment on any information about itself that a Federal agency previously entered and is currently in FAPIIS.     Data Management and Sharing

    Note: The NIH Policy for Data Management and Sharing is effective for due dates on or after January 25, 2023.

    Consistent with the NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

    3. Reporting

    When multiple years are involved, awardees will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

    A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement.

    The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000. See the NIH Grants Policy Statement for additional information on this reporting requirement.

    In accordance with the regulatory requirements provided at 45 CFR 75.113 and Appendix XII to 45 CFR Part 75, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period.  The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available.
