Funding Opportunity Purpose

This Funding Opportunity Announcement (FOA) invites Cooperative Agreement (U10) applications for implementation of investigator-initiated randomized controlled clinical trials on alcohol s effects on neurological diseases, most especially stroke, and the health issues that are associated with aging. Applicants for the U10 Clinical Trial Implementation Cooperative Agreement must be able to begin the trial without further planning activities when the U10 is awarded. Therefore, investigators who have already completed planning activities through an NIAAA-funded U34 clinical trial planning grant are expected to apply.

The randomized controlled clinical trials are expected to be hypothesis-driven, milestone-defined, related to the research missions of both NIAAA and NINDS, and considered high priority by the participating Institutes. Consultation with Scientific/Research staff is strongly encouraged prior to the submission of the Clinical Trial implementation U10 application.

Section I. Funding Opportunity Description
Background

While historically observational studies, small scale human feeding studies, and basic human and animal research have provided evidence of health effects associated with various levels of alcohol consumption, studies utilizing rigorous methods, i.e. randomized controlled trials (RCT’s), to respond to sometimes conflicting findings and other unanswered questions remain scarce. The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is interested in funding well designed studies to address this research gap. The National Institute on Neurological Diseases and Stroke (NINDS) is interested in alcohol's effects on the incidence of ischemic stroke as reported in observational studies. The National Institute on Aging (NIA) is interested in exploring the health and quality of life effects of alcohol consumption that are associated with age-related decline in cognitive and physical function.

Objective

The purpose of this FOA is to encourage applicants who have completed clinical trial planning activities and development of clinical trial infrastructure, through NIAAA-funded U34 Randomized Controlled Trial planning grants or other funding sources, related to the investigations of the effects of alcohol consumption on neurological diseases, particularly stroke, and health issues associated with aging. It is therefore expected that at the time of the award, the applicants will be able to begin the trial without further planning activities.

This announcement is intended to cover the entire domain of research activities supported by NIAAA and NINDS. Therefore, research priorities include but are not limited to:

  • Effects of alcohol on cardiovascular health, especially the development of cardiovascular disease (CVD)
  • Effects of alcohol on the endocrine health, including the development of Type II diabetes
  • Effects of alcohol on the development of neurological disease, especially ischemic stroke
  • Effects of alcohol on the development of dementia or age-related cognitive impairment
Section II. Award Information
Funding Instrument

Cooperative Agreement: A support mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities.

Required Registrations

Applicant Organizations

Applicant organizations must complete and maintain the following registrations as described in the SF 424 (R&R) Application Guide to be eligible to apply for or receive an award. All registrations must be completed prior to the application being submitted. Registration can take 6 weeks or more, so applicants should begin the registration process as soon as possible. The NIH Policy on Late Submission of Grant Applications states that failure to complete registrations in advance of a due date is not a valid reason for a late submission.

  • Dun and Bradstreet Universal Numbering System (DUNS) - All registrations require that applicants be issued a DUNS number. After obtaining a DUNS number, applicants can begin both SAM and eRA Commons registrations. The same DUNS number must be used for all registrations, as well as on the grant application.
  • System for Award Management (SAM) (formerly CCR) Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
  • NATO Commercial and Government Entity (NCAGE) Code Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
  • eRA Commons - Applicants must have an active DUNS number and SAM registration in order to complete the eRA Commons registration. Organizations can register with the eRA Commons as they are working through their SAM or Grants.gov registration. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application.

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

The NIH will not accept duplicate or highly overlapping applications under review at the same time. This means that the NIH will not accept:

Research Strategy: An overview section must contain justification for the multi-site randomized controlled trial research center's studies and describe those goals that are not readily attainable through individual research grants. This section should include a description of the objectives of the randomized controlled trial research center as a whole that describes the relationship between the individual research projects and resource cores to the entire collaborative study and evidence of scientific and administrative integration of the proposed research projects, for example describe how to achieve coordination, interrelationships, and synergy among the individual research projects and resource cores. Describe the administrative structure of the overall project or center and the interrelationships among the center components that will contribute to the probability of success of the center as a whole. PHS 398 Research Plan (Administrative Core)

Specific Aims: Describe the specific aims of the administrative core

Research Strategy: The Administrative Core provides the organizational framework for the management, direction, and coordination of the multi-site randomized controlled trial research center. The Administrative Core should ensure that all proposed components and related activities will function in an optimal and synergistic manner. An important function of this core is also the administration of the budget. It may include funds for scientific enrichment activities such as lectures, symposia, seminars, and workshops for research faculty and staff.

The Administrative Core should be described in sufficient detail to assure that all proposed components and related activities will function optimally. The Administrator Core Director should describe the administrative plan that will provide for internal quality control of ongoing research, management of day-to-day program activities and for fair and effective communication and cooperation among members of this proposed center, including resolution of disputes. In addition, day-to-day operations involving procurement, finances, personnel, planning, and budgeting should be detailed in the description of this core.

An Advisory Committee, although not mandatory, may be established and chaired by the Center Director. Its membership, selected by the Center Director from individuals not otherwise involved in any components of this proposed randomized controlled trial research center, should be composed of at least five members. These members should be persons of recognized scientific standing who are generally familiar with the randomized controlled trial research center's activities and represent a cross-section of disciplines that are relevant to the work proposed. It shall be the responsibility of this Committee to review and make recommendations to the Center Director on the conduct of all activities in this randomized controlled trial research center, including the management of pilot projects. If committees other than the randomized controlled trial research center Advisory Committee are included in the application, specific plans regarding committee selection and function should be provided. Potential Advisory Committee members should not be named in the application or contacted until after the review.

The Center Director(s) will establish a Steering Committee that will be composed of the Center Director(s) and Core/Research Component Directors. The function of the Steering Committee is to facilitate the collaboration by monitoring progress and outcomes of individual projects, develop new collaborations, and review the randomized controlled trial research center’s strategies for achieving its goals.

Research Strategy: The core should be clearly described in terms of the services and resources to be provided to investigators. The description should include a discussion of the core's contributions to the research objectives of the Randomized controlled trial research center. Relevant aspects of cost effectiveness, timesaving, and increased efficiency attributable to the existence of the core should also be addressed.

A core should support two or more of this Center's scientific research projects. The description of the organization and mode of operation of the shared resource core should include discussion of quality control for the service or resource, and the procedures for evaluating and selecting projects eligible to access the core facility. A core is intended to enhance opportunities for investigators at the Center to utilize new technologies that broaden their research initiatives. While research per se is not an essential part of a scientific core, quality assurance activities that evaluate its operations and are directed at problem identification and improvement of core functioning are appropriate.

The design and procedures should describe the strategies proposed to accomplish the specific aims and the innovative aspects of the approach should be highlighted.

Letters of Support: Letters of support for the research projects must be included in this component.

Resource Sharing Plan: Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the SF424 (R&R) Application Guide, with the following modification:

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the overall project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the overall project proposed).

Reviewers will consider each of the review criteria below in the determination of scientific merit, and give a separate score for each. 2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) National Institute on Alcohol Abuse and Alcoholism in accordance with NIH peer review policy and procedures, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications:

  • May undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.
  • Will receive a written critique.

Appeals of initial peer review will not be accepted for applications submitted in response to this FOA.

Cooperative Agreement Terms and Conditions of Award

The following special terms of award are in addition to, and not in lieu of, otherwise applicable U.S. Office of Management and Budget (OMB) administrative guidelines, U.S. Department of Health and Human Services (DHHS) grant administration regulations at 45 CFR Parts 74 and 92 (Part 92 is applicable when State and local Governments are eligible to apply), and other HHS, PHS, and NIH grant administration policies.

The administrative and funding instrument used for this program will be the cooperative agreement, an "assistance" mechanism (rather than an "acquisition" mechanism), in which substantial NIH programmatic involvement with the awardees is anticipated during the performance of the activities. Under the cooperative agreement, the NIH purpose is to support and stimulate the recipients' activities by involvement in and otherwise working jointly with the award recipients in a partnership role; it is not to assume direction, prime responsibility, or a dominant role in the activities. Consistent with this concept, the dominant role and prime responsibility resides with the awardees for the project as a whole, although specific tasks and activities may be shared among the awardees and the NIH as defined below.

The PD(s)/PI(s) will have the primary responsibility for:

  • Coordinate a regular schedule of meetings with NIAAA Project Scientist for review and consultation.
  • Coordinate project activities with their institutions, with collaborators, and with the NIAAA Project Scientist.
  • Maintain collaborative partnerships with community health service providers, established alcohol research investigators, and NIAAA Project Scientist.
  • Accept assistance and seek input from NIAAA Project Scientist to inform the pursuit of project goals.
  • PD(s)/PI(s) will publish and publicly present and disseminate results of the research project.
  • Coordinate sharing of data with qualified investigators.
  • Awardees will retain custody of and have primary rights to the data and software developed under these awards, subject to Government rights of access consistent with current DHHS, PHS, and NIH policies.

NIH staff has substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below:

NIAAA/NIH Staff shall not have a dual role as Project Collaborator and Program Official in any project described in this FOA.

NIAAA Project Collaborator

A designated NIAAA Program Director, acting as a Project Collaborator, will have substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below.

  • Coordinate and facilitate the interactions among the members of the U10 center under this initiative;
  • Serve as liaison between the U10 grantees and NIAAA staff members and investigators involved in the program, facilitating interactions and scientific integration among the components of the U10 center;
  • Promote and help coordinate collaborative research efforts that involve interactions with other NIAAA-sponsored programs, projects, and centers;
  • Participate in program meetings;
  • Review all major transitional changes that the awardees might propose (e.g., a change in partnering institution) and advice on their appropriateness prior to implementation to assure consistency with the goals of this FOA;
  • Provide technical assistance and advice to the awardees as appropriate;
  • Assist in avoiding unwarranted duplication of effort with other NIH efforts;
  • Monitor institutional commitments and resources to the awardees;
  • Suggest reprogramming efforts, including options to modify projects/programs when certain objectives of this FOA are not met -- Specifically, the NIAAA Project Collaborator may recommend withholding of support, suspension, or termination of a U10 award for lack of adherence to required policies and/or procedures;
  • Develop working groups and trans-project efforts as needed; and
  • Organize and conduct regular meetings to share progress either by teleconference, videoconference, or face-to-face, as needed between the awardees.

In addition, the NIAAA Project Collaborator will not attend peer review meetings of renewal (competing continuation) and/or supplemental applications. If such participation is essential, these individuals will seek NIAAA waiver according to the NIAAA procedures for management of conflict of interest.

NIAAA Program Official

NIAAA Program Director, acting as the Program Official, will be responsible for the normal scientific and programmatic stewardship of the awards and will be named in the award notice.

Areas of Joint Responsibility include:

The PD(s)/PI(s) and the NIAAA Project Collaborator will participate in regularly scheduled monthly Steering Committee meetings to coordinate implementation and evaluation of the ongoing projects. The Steering Committee will consist of a minimum of one member from each participating site and the NIAAA Project Collaborator. Every participating site and the NIAAA Project Collaborator will each have a single vote on the Steering Committee. All Steering Committee decisions and recommendations that require voting, will be based on a majority vote.

Additionally, the PIs and the NIAAA Project Collaborator will participate in a yearly meeting to present major findings, to plan collaborative efforts, to assist in analysis, interpretation, and dissemination of scientific findings.

Dispute Resolution:

Any disagreements that may arise in scientific or programmatic matters (within the scope of the award) between award recipients and the NIH may be brought to Dispute Resolution. A Dispute Resolution Panel composed of three members will be convened. It will have three members: a designee of the Steering Committee chosen without NIH staff voting, one NIH designee, and a third designee with expertise in the relevant area who is chosen by the other two; in the case of individual disagreement, the first member may be chosen by the individual awardee. This special dispute resolution procedure does not alter the awardee's right to appeal an adverse action that is otherwise appealable in accordance with PHS regulation 42 CFR Part 50, Subpart D and DHHS regulation 45 CFR Part 16.

3. Reporting

When multiple years are involved, awardees will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

A final progress report, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement.

The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000.
