Section I. Funding Opportunity Description
1.
Research Objectives
The NIA has supported major data
collections in a wide range of areas relevant to healthy aging including the
dynamics of health and disability, cognition, psychosocial and sociodemographic
factors, genetics, and biomarkers, long term care,
caregiving, behavioral medicine, retirement, economic status and well-being
over the lifecourse. (see the Resources Section below for links to NIA
sponsored data sources). This funding opportunity announcement (FOA) encourages
secondary analyses of these and other relevant data.
Examples of areas of investigation include but are not limited to the following:
A. Biodemography of Aging
Research on the demographic aspects of heritability, genetic variants, and familial aggregation of disease and longevity, incorporation of genetic, biological, and disease variables into demographic models and age-specific mortality rates in human and non-human populations; and biological mediators of the relationship between socio-economic status and health. Of particular interest are analyses that elucidate pathways between genetic, biologic and social behavioral influences and outcomes. Applicants are referred to two NAS volumes that describe the background for and findings emerging from the studies that include biological measures in social and behavioral data collections: Cells and Surveys: Should Biological Measures Be Included in Social Science Research? (Washington, DC: National Academy Press, 2001) and Biosocial Surveys (Washington, DC: National Academy Press, 2008). These volumes are available online at http://www.nap.edu.
B. Genetics, Behavior and Aging
Studies that use any of the now widely available methodologies in quantitative and molecular genetics to study genetic influences on behaviors that affect healthy aging including studies of gene-environment or gene-behavior interactions and secondary uses of genetic information derived from DNA analyses.
C. Dementia
Studies examining the impact of social relationships (e.g., social network structures, types, levels and quality of social support) on cognitive decline and dementia. Also, demography and economics of Alzheimer's disease and other dementias in older populations.
D. Trends in Chronic Disease, Disability and Life Expectancy
Investigation of the factors underlying the decline in disability among middle aged and elderly population. Analyses of determinants of transitions between levels of functioning at older ages. Determination and quantification of the causal factors underlying trends in disability prevalence and dynamics (e.g. assistive technologies, healthcare access and use, early life experiences, education, biomedical and social research advances, environmental and social supports, healthy behaviors and public health measures). Geographic variation in chronic disease, disability and life expectancies within United States. Improved conceptualization and measurement of disability beyond ADL and IADL. International comparative analyses of disability and life expectancy in countries with different institutional and family structures are also encouraged.
E. Living Arrangements and Neighborhoods
Analysis of the factors that trigger movement of the elderly through various living arrangements, from independent living to different forms of long- term care, and the functional and health-related outcomes associated with residential options available to older persons. Interrelationships between living arrangement options and assistive environments. The impact of social networks on health, behaviors, well-being, and a variety of social phenomena. Analyses of the causes and behavioral consequences of the increase in the proportion of elderly living alone. Analyses of the effects of neighborhood features and the built environment on health-related behaviors, including social isolation, using methods that account for reverse causation and selectivity.
F. Medicare
Researchers are encouraged to identify causes of excess cost growth of Medicare and geographic variation of Medicare expenditures, and the relationship between Medicare spending and health status. Forecasting the influence of medical interventions on future lifetime health care costs is also encouraged, as are estimation of the impact of changes in the functional status of the older population on Medicare and other health care costs; evaluations and simulations of the impact of changes in federal and state policies (e.g., Medicare prescription drug coverage and benefit design; age of eligibility for Medicare benefits; state and federal policies on long-term care; and interactive effects of state and federal regulatory and reimbursement policies on long-term care, rehabilitation, home health care, and acute care) on the health and functioning of the older population.
G. Burden of Illness
Measurement of the magnitude and socio-economic consequences of burden of illness in the older population. Improved analysis and methodology to allocate and impute burden of illness, given the importance of comorbidity in the older population. This may also include modeling risk factor trajectories and trends in non-communicable disease, disability and mortality in developed and developing countries, with emphasis on aging populations. Analyses and projections of the epidemiological transition in developing countries and research examining the demographic and economic impact of HIV/AIDS on population structure and the elderly, particularly in Africa and other developing countries.
H. Health, Work and Retirement
The direct effects of retirement wealth, health, disability, and family structure on retirement, as well as the interaction and dynamic development of these factors. Preliminary analyses for models that integrate these factors into a comprehensive framework are encouraged, particularly models that consider the impact of health and health investments on savings, consumption, and retirement. Research on the behavioral aspects of demand for insurance against old age risks (such as reverse mortgages, long-term care insurance, and annuities). Research on the development of innovative interventions (e.g., using behavioral economics approaches) that translate findings from behavioral research to improve retirement wealth adequacy and well-being.
I. Race, Ethnicity and Socioeconomic Status
Elucidation of the reciprocal causation between SES, race and ethnicity, health and morbidity across the life course. Improved understanding of the degree to which socioeconomic status (SES) produces differences in health outcomes over the life course (with a focus on late-life outcomes), and the mechanisms involved. Identification and quantification of the SES, social and environmental factors which have the greatest implications for health outcomes in specific population sub-groups. Identification of the effects of variability of SES over the life course for specific SES categories as well as for specific population groups. Studies of the interaction between health and the accumulation of stress in diverse populations. Identification of SES and racial/ethnic differences in response to social stressors. Comparative cross-national approaches to understanding these issues is encouraged. The topics listed under F. Medicare are also relevant here.

J. Demography of Aging
Studies of the causes and consequences of population aging in the US and other societies. Forecasting life expectancy and active life expectancy with regard to health service demands and long-term care usage. Research to explain the diverging trends in and implications of longevity improvements among high-income countries. Cohort analyses of outcomes such as morbidity, mortality, functional status, and economic well-being, focusing on social and cultural experiences across generations. A life course approach to the impact of socioeconomic and health factors on health and well-being at older ages. Analyses of how older people spend and experience time, and how their activities relate to their health and functional status. Family demography and the changing nature of kinship networks. Implications for elderly health, well-being and future social support of changes (and trends) in marital status, family and household size, household structure and migration patterns.
K. Caregiving
Research on informal caregiving. Research is encouraged on the transitions between various phases of the caregiving role, especially research on changes as a consequence of acquiring the caregiving role (pre- and post-caregiving). Research is also encouraged on the dyadic relationship between caregiver and care recipient. Research is needed on the embedded nature of the caregiver in the community structure. Such multi-level analysis is especially important. Where available, data on biological and clinical impact of caregiving should be investigated, especially using longitudinal data. In the context of this FOA, secondary data analyses of multisite intervention study aimed at family caregivers, such as REACH study are especially encouraged.
L. Elder Mistreatment
Analyses using databases such as aggregated Adult Protective Service records or state-level data on the incidence and prevalence of elder mistreatment. Where adequate and existing data permit, research on the social determinants or risk factors associated with differential types of elder mistreatment is also needed.
M. Behavioral Medicine and Interventions
Research that examines the dynamic interrelationships among aging, health, and behavioral processes and that emphasizes the influence of the socio-cultural environment on the development and maintenance of health and illness behaviors (e.g., healthy lifestyle practices, medical self management, and coping with chronic illnesses and disabilities). Preliminary analyses that could lead to social, behavioral and environmental interventions for health promotion, disease prevention, and disability postponement are especially encouraged.
N. Cognitive Aging
Research that focuses on changes in cognitive functioning over the life course. Examples include but are not limited to: the influence of contexts (behavioral, social, cultural, and technological) on the cognitive functioning and life performance of aging persons; the effects of age-related changes in cognition on activities of daily living, social relationships, and health status; and strategies for improving everyday functioning through cognitive interventions. Research is also encouraged on higher-order cognitive processes (e.g., problem-solving, decision-making), social cognition, memory strategies, perceptual skills, and reading and speech comprehension. Research that explores the role of individual difference factors in cognitive functioning (e.g., motivation, self-efficacy, beliefs about aging, emotions, sensory limitations, experience and expertise) is also welcome. In the context of this FOA, secondary analyses of data from cognitive interventions (e.g., the ACTIVE trial archived at NACDA) and cognitive status (e.g., the ADAMS study from HRS) are especially encouraged.
O. Psychological Development and Integrative Science
Analyses that apply an integrative approach to the study of health, motivation, social behavior, stress and coping, personality, affect, resilience, and well-being over the life course. Studies are encouraged that combine diverse levels of analysis and examine reciprocal interactions among these levels. Examples include the effects of sociocultural, psychological (social, emotional, motivational), biological, and genetic processes on behavioral and functional aging.
P. Early Life Determinants of Late-Life Health
Research that examines the influence of early life characteristics (e.g., childhood health, SES, material deprivation, and exposure to infectious disease) on morbidity and mortality in later life. Comparative and historical work in this area is also encouraged.
Q. Cross-national Studies Using Harmonized Samples
Research examining cross-nationally harmonized samples, like HRS, ELSA, and SHARE to gain a better understanding of the institutional differences and underlying causes of variation in health status; treated and untreated prevalence of conditions; health behaviors; disability and life expectancy;
R. HIV/AIDS
Research on the changing age distribution of HIV/AIDS in the US. Studies of the social environment and sources of support for long-term HIV-infected adults, and how aging influences the illness experiences of these long-term survivors. Analyses of the relationships among social environments, individual behaviors, and the incidence and prevalence of HIV/AIDS in older populations. Studies of the demographic consequences of HIV/AIDS, especially in low-income countries. Studies of the social, economic, comorbid and other health risks and consequences of HIV/AIDS for older persons as parents and relatives of HIV infected adults, especially in developing countries.
S. The Macroeconomic Impact of Population Aging
Research on the relationship between population aging and economic growth (in developed and developing countries) and the effect of demographic change on savings, investment, and international capital flows. The influence of aging populations on labor supply and other key macroeconomic variables such as real wages and interest rates. Research that examines the influence on the age structure of a country or countries on migratory flows. Analyses of the effect of institutional arrangements on the macroeconomic consequences of aging.
T. Interventions and Behavior Change
NIA has supported large scale interventions with rich data resources that may provide insights into mechanisms of change and to factors that determine individual differences in response. Particularly encouraged are secondary analyses linked to approaches from cognitive and affective neuroscience, behavioral economics, neuroeconomics, behavioral genetics and other basic biobehavioral research that are relevant to the science of the initiation, personalization, and maintenance of behavior change.

Section II. Award Information
1. Mechanism(s) of Support
This FOA will use the Small Research Grant R03 award mechanism. The Project Director/Principal Investigator (PD/PI) will be solely responsible for planning, directing, and executing the proposed project.
This FOA uses Just-in-Time information concepts see SF424 (R&R) Application Guide). It also uses the modular as well as the non-modular budget formats (see http://grants.nih.gov/grants/funding/modular/modular.htm). Specifically, a U.S. organization submitting an application with direct costs in each year of $250,000 or less (excluding consortium Facilities and Administrative [F&A] costs) should use the PHS398 Modular Budget component.
U.S. applicants requesting more than $250,000 in annual direct costs and all foreign applicants must complete and submit budget requests using the Research & Related Budget component.

Funds Available
Because the
nature and scope of the proposed research will vary from application to
application, it is anticipated that the size and duration of each award will
also vary. Although the financial plans of the NIH Institutes and Centers (ICs)
provide support for this program, awards pursuant to this funding opportunity
are contingent upon the availability of funds and the receipt of a sufficient
number of meritorious applications.
A project period of up to two years and a budget for direct costs of up to two $25,000 modules, or $50,000 per year, may be requested (i.e., a maximum of $100,000 over two years in four modules of $25,000 each). Commensurate Facilities and Administrative (F&A) costs are allowed.

Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research as the PD/PI is invited to work with his/her organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support.
More than one PD/PI (i.e., multiple PDs/PIs), may be designated on the application for projects that require a team science approach and therefore clearly do not fit the single-PD/PI model. Additional information on the implementation plans and policies and procedures to formally allow more than one PD/PI on individual research projects is available at http://grants.nih.gov/grants/multi_pi. All PDs/PIs must be registered in the NIH electronic Research Administration (eRA) Commons prior to the submission of the application (see http://era.nih.gov/ElectronicReceipt/preparing.htm for instructions).
The decision of whether to apply for a grant with a single PD/PI or multiple PDs/PIs is the responsibility of the investigators and applicant organizations and should be determined by the scientific goals of the project. A number of important datasets and archives are based in European and other
countries (e.g., British birth cohorts, country-specific population registers).
Many of these data sets offer unique insights into aging and are important aids
in interpreting patterns of aging in the U.S.
Domestic investigators are encouraged to collaborate with researchers at these
foreign sites in order to access these datasets. Foreign-based investigators
are also encouraged to apply for funding directly where it is clear that both
the expertise and the data are at the foreign
institution and of value to understanding aging in the U.S.

Grants Policy Statement.

Other-Special Eligibility Criteria
Number
of Applications. Applicants may submit more than one application,
provided that each application is scientifically distinct.
Resubmissions. Applicants may submit a resubmission application, but such application must include an Introduction addressing the previous peer review critique (Summary Statement). Beginning with applications intended for the January 25, 2009 official submission due date, all original new applications (i.e., never submitted) are permitted only a single amendment (A1). Original new and renewal applications that were submitted prior to January 25, 2009 are permitted two amendments (A1 and A2). For these grandfathered applications, NIH expects that any A2 will be submitted no later than January 7, 2011, and NIH will not accept A2 applications after that date.
Renewals. The R03 is not renewable.
Small grant support may not be used for thesis or dissertation research.

All other PDs/PIs should be listed in the Research & Related Senior/Key Person component and assigned the project role of PD/PI. Please remember that all PDs/PIs must be registered in the eRA Commons prior to application submission. Multiple PD/PI Leadership Plan: For applications designating multiple PDs/PIs, the section of the Research Plan entitled Multiple PD/PI Leadership Plan must be included. A rationale for choosing a multiple PD/PI approach should be described. Pre-award
costs are allowable. A grantee may, at its own risk and without NIH prior
approval, incur obligations and expenditures to cover costs up to 90 days
before the beginning date of the initial budget period of a new award if such
costs: 1) are necessary to conduct the project, and 2) would be allowable under
the grant, if awarded, without NIH prior approval. If specific expenditures
would otherwise require prior approval, the grantee must obtain NIH approval
before incurring the cost. NIH prior approval is required for any costs to be

of pre-award costs in anticipation of a competing or non-competing award

The R03 small grant supports discrete, well-defined projects that realistically can be completed in two years and that require limited levels of funding. Because the research project usually is limited, an R03 grant application may not contain extensive detail or discussion. Accordingly, reviewers should evaluate the conceptual framework and general approach to the problem. Appropriate justification for the proposed work can be provided through literature citations, data from other sources, or from investigator-generated data. Preliminary data are not required, particularly in applications proposing pilot or feasibility studies.
Overall Impact
Reviewers will provide an overall impact/priority score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following five scored review criteria, and additional review criteria (as applicable for the project proposed).
Scored Review Criteria
Reviewers will consider each of the five review criteria below in the determination of scientific and technical merit, and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.
Significance. Does the project address an important problem or a critical barrier to progress in the field? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?
Investigator(s). Are the PD/PIs, collaborators, and other researchers well suited to the project? If Early Stage Investigators or New Investigators, or in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?
Innovation. Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Are the concepts, approaches or methodologies, instrumentation, or interventions novel to one field of research or novel in a broad sense? Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?
Approach. Are the overall strategy,
methodology, and analyses well-reasoned and appropriate to accomplish the
specific aims of the project? Are potential problems, alternative
strategies, and benchmarks for success presented? If the project is
in the early stages of development, will the strategy establish feasibility and
will particularly risky aspects be managed?
If the project involves clinical research, are the plans for 1) protection of human subjects from research risks, and 2) inclusion of minorities and members of both sexes/genders, as well as the inclusion of children, justified in terms of the scientific goals and research strategy proposed?
Environment. Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment and other physical resources available to the investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?
Additional Review Criteria
As applicable for the project proposed, reviewers will consider the following additional items in the determination of scientific and technical merit, but will not give separate scores for these items.
Protections for Human Subjects. For research that involves human subjects but does not involve one of the six categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or more of the six categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials.
Inclusion of Women, Minorities, and Children. When the proposed project involves clinical research, the committee will evaluate the proposed plans for inclusion of minorities and members of both genders, as well as the inclusion of children.
Vertebrate Animals. The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following five points: 1) proposed use of the animals, and species, strains, ages, sex, and numbers to be used; 2) justifications for the use of animals and for the appropriateness of the species and numbers proposed; 3) adequacy of veterinary care; 4) procedures for limiting discomfort, distress, pain and injury to that which is unavoidable in the conduct of scientifically sound research including the use of analgesic, anesthetic, and tranquilizing drugs and/or comfortable restraining devices; and 5) methods of euthanasia and reason for selection if not consistent with the AVMA Guidelines on Euthanasia. Biohazards. Reviewers will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.
Resubmission Applications. When reviewing a Resubmission application (formerly called an amended application), the committee will evaluate the application as now presented, taking into consideration the responses to comments from the previous scientific review group and changes made to the project.
Renewal Applications. Renewals are not allowed for this FOA.
Revision Applications. submitting an NIH application or contract proposal are expected to include in
the application/proposal a description of a specific plan for sharing and
distributing unique model organism research resources generated using NIH
funding or state why such sharing is restricted or not possible. This will
permit other researchers to benefit from the resources developed with public
funding. The inclusion of a model organism sharing plan is not subject to a
cost threshold in any year and is expected to be included in all applications
where the development of model organisms is anticipated.
Access to Research Data through the Freedom of
Information Act:
The Office of Management and Budget (OMB) Circular
A-110 has been revised to provide access to research data through the Freedom
of Information Act (FOIA) under some circumstances. Data that are: (1) first
produced in a project that is supported in whole or in part with Federal funds;
and (2) cited publicly and officially by a Federal agency in support of an
action that has the force and effect of law (i.e., a regulation) may be
accessed through FOIA. It is important for applicants to understand the basic
scope of this amendment. NIH has provided guidance at http://grants.nih.gov/grants/policy/a110/a110_guidance_dec1999.htm.
Applicants may wish to place data collected under this funding opportunity in a
public archive, which can provide protections for the data and manage the
distribution for an indefinite period of time. If so, the application should
include a description of the archiving plan in the study design and include
information about this in the budget justification section of the application.
In addition, applicants should think about how to structure informed consent
statements and other human subjects procedures given the potential for wider
use of data collected under this award.
Inclusion of Women And Minorities in Clinical Research:
It is the policy of the NIH that women and members of
minority groups and their sub-populations must be included in all NIH-supported
clinical research projects unless a clear and compelling justification is
provided indicating that inclusion is inappropriate with respect to the health
of the subjects or the purpose of the research. This policy results from the
NIH Revitalization Act of 1993 (Section 492B of Public Law 103-43). All
investigators proposing clinical research should read the "NIH Guidelines for Inclusion of Women and Minorities as Subjects in Clinical Research (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-02-001.html);

The amended policy incorporates: the use of an NIH definition of clinical
research; updated racial and ethnic categories in compliance with the new OMB
standards; clarification of language governing NIH-defined Phase III clinical
trials consistent with the SF424 (R&R) application; and updated roles and responsibilities
of NIH staff and the extramural community. The policy continues to require for
all NIH-defined Phase III clinical trials that: a) all applications or
proposals and/or protocols must provide a description of plans to conduct
analyses, as appropriate, to address differences by sex/gender and/or
racial/ethnic groups, including subgroups if applicable; and b) investigators
must report annual accrual and progress in conducting analyses, as appropriate,
by sex/gender and/or racial/ethnic group differences.
Required Education on the Protection of Human Subject
Participants:
NIH policy requires education on the protection of
human subject participants for all investigators submitting NIH applications
for research involving human subjects and individuals designated as key

Human Embryonic Stem Cells (hESC):
Criteria for Federal funding of research on hESCs can

Only research using hESC lines that are registered in the NIH Human Embryonic
Stem Cell Registry will be eligible for Federal funding (http://escr.nih.gov/). It is the responsibility
of the applicant to provide in the project description and elsewhere in the
application as appropriate, the official NIH identifier(s) for the hESC line(s)
to be used in the proposed research.
NIH Public Access Policy Requirement:
In accordance with the NIH Public Access Policy, investigators
funded by the NIH must submit or have submitted for them to the National
Library of Medicine’s PubMed Central (see http://www.pubmedcentral.nih.gov/), an electronic version of their final, peer-reviewed
manuscripts upon acceptance for publication, to be made publicly available no
later than 12 months after the official date of publication. The

Standards for Privacy of Individually Identifiable
Health Information:
The Department
of Health and Human Services (HHS) issued final modification to the
"Standards for Privacy of Individually Identifiable Health
Information", the "Privacy Rule", on August 14, 2002. The
Privacy Rule is a federal regulation under the Health Insurance Portability and
Accountability Act (HIPAA) of 1996 that governs the protection of individually
identifiable health information, and is administered and enforced by the HHS Office
for Civil Rights (OCR).
Decisions about
applicability and implementation of the Privacy Rule reside with the researcher

All applications and proposals
for NIH funding must be self-contained within specified page limitations. For
publications listed in the appendix and/or Progress report, Internet addresses
(URLs) or PubMed Central (PMC) submission identification numbers must be used
for publicly accessible on-line journal articles. Publicly accessible
on-line journal articles or PMC articles/manuscripts accepted for publication
that are directly relevant to the project may be included only as URLs or PMC submission identification numbers accompanying the full reference
in either the Bibliography & References Cited section, the Progress Report
Publication List section, or the Biographical Sketch section of the NIH grant
application. A URL or PMC submission identification number citation may be
repeated in each of these sections as appropriate. There is no limit to the

The PHS strongly
encourages all grant recipients to provide a smoke-free workplace and

Repayment Programs:

The LRP is an important component of NIH's efforts to recruit and retain the
next generation of researchers by providing the means for developing a research
career unfettered by the burden of student loan debt. Note that an NIH grant is
not required for eligibility and concurrent career award and LRP applications
are encouraged. The periods of career award and LRP award may overlap providing
the LRP recipient with the required commitment of time and effort, as LRP
awardees must commit at least 50% of their time (at least 20 hours per week
