INFORMATICS AND OTHER TECHNOLOGY FOR THE NATIONAL HEART ATTACK ALERT PROGRAM Release date: June 7, 1999 RFP AVAILABLE: BAA RFP NLM 99-108/VMS P.T. National Library of Medicine The National Library of Medicine (NLM) seeks to obtain research and development services that demonstrate the use of medical informatics, computer science, bioengineering, or biochemistry in health care, public health and health education for reducing the obstacles now limiting the utilization of therapies known to be effective if administered shortly after onset of an acute heart attack. Particular interest is focused on facilitating early recognition and diagnosis of acute heart attack for patient and bystanders. Proposed projects must include appropriate research and development plans, and eventual plans for a strong evaluation component designated to measure efficacy on the nation's healthcare, health education and/or research systems in such areas as morbidity and mortality of acute heart attacks. These project plans represent Phase I of a three-phased program. The NLM envisions that some of the Phase I project plans may be implemented in Phase II via non-competitive follow-on acquisitions, or new solicitations. Phase III will demonstrate the efficacy of successful Phase II projects in production via non-competitive follow-on acquisitions. This acquisition is for Phase I Project Plans only.
