Under the upcoming solicitation, The National Institute on Drug Abuse (NIDA)
is soliciting proposals from qualified organizations having the in-house
capability to analyze and characterize cannabinoid contents; produce dosage
forms of cannabinoids and other drugs of abuse, such as morphine pellets; and
maintain an inventory and supply of various DEA scheduled and unscheduled
chemicals and drugs. The offeror must possess extensive experience to carry
out the project tasks, and demonstrate the availability of adequate facilities
and equipment. The successful offeror must indicate possession of a current
Schedule I and II manufacturer license, Schedule I and II researcher license,
Schedule I and II distributor license, and a Schedule I and II exporter
license. Offerors must possess these required licenses or demonstrate their
ability to obtain them at the time of proposal submission. Award will not be
made to any offeror who has not obtained the specified licenses. NIDA
anticipates awarding a five-year contract with five optional years. RFP No.
N01DA-9-7074 will be available electronically on or about April 30, 1999, and
may be accessed through the Internet at the following address: (URL:

submission of an offer will be contained in the electronic RFP package.
Response to the RFP will be due on or about June 14, 1999. Any responsible
offeror may submit a proposal that will be considered by the Government. This
advertisement does not commit the Government to award a contract.
