The purpose of this notice is to inform potential applicants for RFA HD-98-012, released
October 15, 1998, of an addition to the language under ELIGIBILITY
REQUIREMENTS.  The current language indicates that the competition is limited to
domestic applicants.  The first sentence of the section is now amended to read as
follows:

Applications may be submitted by domestic and foreign for-profit and non-profit
organizations, public and private, such as universities, colleges, hospitals, laboratories,
units of State and local governments, and eligible agencies of the Federal government.
