EFFECTIVENESS OF TREATMENT FOR ADOLESCENTS WITH MAJOR DEPRESSION

The National Institute of Mental Health (NIMH) is issuing a Request for Proposals
(RFP) entitled "Effectiveness of Treatment for Adolescents with Major Depression"
as Full and Open Competition under SIC Code 8093. The NIMH plans to award a five
year cost-reimbursement contract, and plans to make the award by September 30,
1998. This will be the initial award for this requirement. The purpose of this
contract is to launch a clinical trial, with adequate statistical power to
address a number of research questions related to the Treatment of Depression in
Adolescents. In order to acquire the necessary sample size (estimated to be in
the order of 350-500 adolescents) and ensure adequate representation of
adolescents, it is estimated that 5 to 10 sites will be needed. The actual
proposed sample size must be adequately supported and convincingly justified by
a complete power analysis calculation.
This project will involve a multi-center effort and a collaborative relationship
between the coordinating center, clinical site investigators, and NIMH staff.
The main organizational components will be: 1) the Coordinating Center; 2) the
study Steering Committee, formed by the Principal Investigators of the clinical
sites, the Contractor (Coordinating Center), the GPO, and other NIMH
representatives, as designated by the GPO; 3) the study Scientific Advisory
Group, consisting of independent advisors to provide consultation on the
scientific aspects of the study; 4) the Publication Committee charged to
coordinate the preparation of publishable reports; and 5) the NIMH Data Safety
and Monitoring Board (or DSMB), consisting of independent experts in clinical
trials and charged with reviewing the safety and progress of the study.
RFP No. NIMH-98-DS-0008 will be available on or about April 22, 1998 and the
receipt date for proposals is June 10, 1998. The RFP may be accessed through the

Please note that the RFP for this requirement will include the Statement of Work,
Deliverables and Reporting Requirements, the Technical Evaluation Criteria, and
proposal preparation instructions. All information required for the submission
of an offer will be contained in the electronic RFP package. Following proposal
submission and initial review process, offerors comprising of the competitive
range will be requested to provide additional documentation to the Contracting
Officer. All responsible sources may submit a proposal that will be considered
