COMPETING SUPPLEMENT OF COOPERATIVE AGREEMENT FOR THE WHO/NIMH/NIAAA/NIDA JOINT PROJECT ON ASSESSMENT OF DISABLEMENTS Release Date: January 16, 1998 P.T. National Institute of Mental Health Application Receipt Date: February 13, 1998 PURPOSE The National Institute of Mental Health (NIMH) announces a sole- source three-year competing supplement to refine and expand the assessment of disablements due to alcohol, drug abuse, and mental (ADM) disorders as part of the WHO/NIMH/NIAAA/NIDA Joint Project on Assessment of Disablements in application to the measurement of Disability-Adjusted Life Years (DALYs) in the World Health Organization/World Bank study, Global Burden of Disease (GBD). The study objectives of the Joint Project are described in the original Letter of Solicitation for this project. Proposed Competing Supplement. The proposed three-year competing supplement will be used to conduct a study to assess disabilities associated with the ADM disorders included in the GBD study using the disablement assessment instruments being developed under the current Joint Project. The study will utilize the assessments of disablements to develop a methodology for devising empirically based disability weights for application to the DALYs formula. As components of this supplement, both the disablements associated with individual and co-morbid ADM disorders will be ascertained, and the comparability of empirically based disability weights associated with physical health conditions will be assessed. This solicitation is a supplement of an existing Cooperative Agreement between the National Institute of Mental Health, the National Institute on Alcohol Abuse and Alcoholism, the National Institute on Drug Abuse, and the World Health Organization; no additional applications will be considered.
