Purpose

This Notice supersedes NOT-OD-21-070 - Notice of Special Interest (NOSI): Availability of Administrative Supplements for Childcare Costs for Ruth L. Kirschstein National Research Service Award (NRSA) and Individual Fellows and NOT-OD-21-075 - Notice of Correction to Application and Submission Information for NOSI: Availability of Administrative Supplements for Childcare Costs for Ruth L. Kirschstein National Research Service Award (NRSA) Individual Fellows (NOT-OD-21-070). In accordance with - NOT-OD-24-116 and ongoing efforts to support family-friendly work environments for the NIH-supported workforce, this Notice of Special Interest requests applications for administrative supplements to support childcare costs on NIH-supported F30, F31, F32 and F99 fellowship awards.

Eligibility

Applicants must have an active NIH-funded F30, F31, F32 or F99 fellowship award.

Budget

Fellows may request $3,000 per budget period for costs for childcare provided by a licensed childcare provider. Childcare costs are permitted for dependent children living in the eligible fellow’s home from birth under the age of 13, or children who are disabled and under age 18. Childcare costs do not apply to elder or non-child dependent care costs.

Receipt of childcare costs is not tied to payback obligations, nor should it be reported as such.

When childcare costs are awarded, they are generally restricted and cannot be re-budgeted without prior written approval from the NIH awarding IC. In cases of early termination, recipients may not use any unused portion of the childcare costs. It will remain unobligated and will be adjusted by the agency as part of the closeout process.

Application and Submission Information

Current fellows may request an administrative supplement to provide childcare costs on an existing award. Applications to existing NIH NRSA Fellowships must be submitted using the following opportunity or its subsequent reissued equivalent.

PA-20-272 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

All instructions in the How to Apply – Application Guide and PA-20-272 must be followed, with the following additions:

• Applications will be accepted on a rolling basis from the date of publication of this notice.
• For funding consideration, applicants must include “NOT-OD-25-009” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered. Applicants must use the forms package with the Competition ID containing ADMINSUPP-FELLOWSHIP.
• Applicants must follow the instructions for requesting childcare costs in the “Childcare Costs” Section of the PHS Fellowship Supplemental Form as outlined in the How to Apply – Application Guide. Applicants are strongly encouraged to request childcare costs for all applicable years that the project will be funded based on the dependent(s) age eligibility factor.
• In order to facilitate efficient processing of the request, applicants are strongly encouraged to notify the Grants Management contact at the awarding IC supporting the parent award that a request has been submitted in response to this NOSI.
