PROCESS FOR E-MAIL SUBMISSION OF NO-COST EXTENSION NOTIFICATION Release Date: May 19, 2000 NOTICE: OD-00-037 National Institutes of Health As a companion announcement to the "Process for E-Mail Submissions of Prior Approvals for NIH Grants and Cooperative Agreements" (release date: January 6, 2000), NIH implements the process by which grantees may submit notifications of automatic no-cost extensions via e-mail. This Notice does not represent a change in the policy for those grantees with awards under Expanded Authorities (EA) or the Federal Demonstration Partnership (FDP). Rather, it is a change in formal procedures to allow no-cost extension notifications to be submitted and replied to via e-mail. Under EA and FDP, the grantee may extend (without additional funds) the final budget period of the project period one time for a period of up to 12 months beyond the original expiration date shown on the Notice of Grant Award. The grantee must notify the NIH awarding office, in writing, of the extension 10 days prior to the expiration date of the project period. Under this procedure, the authorized institutional official will transmit the no-cost extension notification to the NIH awarding office. When transmitting the notification, the authorized institutional official"s name, title and institution, telephone number, fax number and e-mail address must be included. The notification should include the complete grant number in the subject line of the e-mail. In extending the final budget period of the grant through this process, the grantee agrees to update all required certifications, including human subjects and animal welfare, in accordance with applicable regulations and policies. Grantees may not extend project periods previously extended by the NIH awarding office. Any additional project period extension beyond the one-time extension of up to 12 months requires NIH prior approval. The notifications should be sent to the Grants Management Specialist on the Notice of Grant Award. An acknowledgement that the no-cost extension has been processed will be sent, via e-mail, by the awarding IC to the authorized institutional official.
