The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) announces the availability of administrative supplements to NIDDK grantees to conduct research using human embryonic stem (ES) cell lines. The cell line used must be listed on the NIH Registry of human ES cell lines (http://stemcells.nih.gov/research/registry/). NIDDK-funded investigators may request an administrative supplement for the purpose of conducting research for any period, up to the duration of the currently funded project. The parent grant must have at least one year of funding period remaining at the time of the supplement award. Although there is no formal budget cap for these requests, potential applicants are strongly encouraged to contact NIDDK staff to discuss budgets at an early stage of the application process.

The work proposed must be within the scope of the research recommended by peer review. For example, investigators carrying out animal or adult human ES cell work may elect to request funding to extend their investigations to human ES cell lines. Investigators with current NIDDK grant support in related areas may also apply. However, in all cases, careful explanation and justification must be included to document that the proposed work is within the scope of an existing, funded application.

Since the work must be within the scope of the already-funded research, requests for additional staff or major equipment items will be given lowest priority for funding. Any equipment requests should be minor and must be clearly justified.

Investigators must independently contact the human ES cell line providers listed on the NIH Registry and make arrangements including any required material transfer agreements (MTA) so the human ES cell line can be obtained. Applicants must indicate which human ES cell line or lines will be used and include a letter stating that the provider will supply the human ES cell line. The investigators should also demonstrate either prior ability to work with human ES cell lines or provide an outline of plans for obtaining expertise to culture human ES cells. The human ES cell line providers, other laboratories with ES cell experience, or laboratory training courses on ES cell methods are potential means of obtaining this training. Other means for acquiring human ES cell expertise may be proposed.

All requests for these administrative supplements in fiscal year 2005 must be received by the NIDDK by July 1, 2005. Awards will be made depending on the receipt of a sufficient number of qualified applications and the availability of funds.

To apply for an administrative supplement, send an original letter and one copy countersigned by the grantee institution's authorized business official to Dr. Bishop, Karp or Sato at the addresses below. The letter (5 page limit) must include: 1) an abstract of the proposed supplemental activity and how it is related to the parent grant; 2) expected overall impact of the requested supplement on ongoing research results, 3) the NIH code for the human ES cell line(s) and a letter indicating the provider(s) will supply the cell line(s), 4) a justification of budget request and funding period and 5) current contact information for the principal investigator, including mailing and e-mail address. Although these descriptions should be as concise as possible, sufficient detail must be provided to allow the NIDDK to determine if the request qualifies as an administrative supplement.

NIDDK will consider supplement requests from all eligible applicants.

Requests will be evaluated according to the following criteria:

Supplement request will be reviewed by a committee of NIDDK program staff. Award decisions will be based upon the criteria provided above, availability of funds, and NIDDK programmatic priorities and balance.
