Purpose

This Notice outlines priorities for supplemental funding from the Fogarty International Center for active research training and education awards (e.g., D43, U2R, R25) that are in the last year of funding and have been significantly impacted by the COVID-19 pandemic.

This NOSI is not intended to support COVID-related research. Applicants requesting support for COVID-related research should submit an administrative supplement request in response to NOT-TW-21-004 “Notice of Special Interest: Administrative Supplements to Existing FIC Awards for COVID-19-related Research in Low- or Middle-Income Countries”.

Submission of only one administrative supplement request per FIC award is permitted; concurrent administrative supplement requests through both this NOSI initiative and NOT-TW-21-004 “Notice of Special Interest: Administrative Supplements to Existing FIC Awards for COVID-19-related Research in Low- or Middle-Income Countries” will not be considered.

Background

The COVID-19 pandemic continues to affect countries worldwide. COVID-19 mitigation efforts have affected research training efforts immeasurably. The Fogarty International Center recognizes that investigators have experienced significant research training delays and interruptions, which have especially limited progress in research training and education efforts in low- and middle- income countries (LMICs).

The focus of this NOSI is to inform the research community that the FIC is supporting administrative supplements (within the scope of parent award) to cover unanticipated costs caused by the COVID-19 pandemic or related mitigation efforts that could not be covered by re-budgeting existing funds. Unfortunately, available funding for such supplements is significantly limited in FY2021, and the FIC acknowledges that we will not be able to fund all requests. To stretch this funding, the FIC asks that other solutions and sources of funding be considered and exhausted before requesting additional funds and that investigators apply only in cases of significant need. FIC will only consider administrative supplements in the last year of the parent award (with the last year of the parent award beginning on or before May 1, 2021). If the parent award is renewed or other funding is subsequently obtained for proposed supplemental activities, the administrative supplement request will not be supported.

Program Priorities

The FIC will prioritize administrative supplement requests for FIC research training or education grants (e.g., D43, U2R, R25) to support LMIC trainees in master’s/Ph.D programs who were not able to complete degrees due to COVID-19-related delays, but can complete their degree with one year of supplemental support. Other requests may be considered but will be regarded as a lower priority.

Investigators are strongly encouraged to contact their FIC program officer to discuss the eligibility and alignment of the proposed request with FIC priorities prior to submission.

Application and Submission Information

Applications for this initiative must be submitted using the following funding opportunity announcement or its subsequent reissued equivalent.

  • PA-20-272 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

All instructions in the SF424 (R&R) Application Guide and PA-20-272 must be followed, with the following additions:

  • Application Due Date – May 14, 2021 by 5:00 PM local time of applicant organization.
  • For funding consideration, applicants must include “NOT-TW-21-003" (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
  • Only electronic submissions will be accepted for this funding opportunity. Use one of the methods described in PA-20-272.
  • Budget: Maximum $50,000 (direct costs). Budget requests must be justified in detail and include more than one budget category. The application budget is limited to 1 year only.
  • Research Training Plan (limited to 6 pages): In the attachment, include the summary or abstract of the funded parent award(s), and describe the following (as relevant):
  • A detailed explanation about how the work proposed for supplemental funding is fully within the scope of the ongoing grant.
  • An estimate of grant carryover funds and detailed justification why carryover funding will not be able to support proposed supplement activities.
  • Information about all pending applications for support of proposed activities.
  • Status of the trainees' human subjects research (if applicable), including availability of subject population, feasibility of achieving recruitment goals, status of IRB approval of the project, and changes implemented to address the impact of COVID-19 on human subject protection plans.
  • Status of the trainees' vertebrate animal research (if applicable), including availability of research organisms, description of housing facility, status of that facility, timeline for facility re-opening (if applicable), status of the Institutional Animal Care and Use Committee (IACUC) approval of facility and research protocol.
  • Resources and Environment – list any changes from the original application and discuss the impact on proposed research training.
  • Biosketches for new personnel.
  • A detailed progress report for LMIC trainee(s) proposed for supplement support.
  • Evidence that time away from training due to COVID mitigation efforts has significantly impacted progress.
  • A detailed training plan, mentorship activities and timetable for use of requested funds to support completion of LMIC trainee degree(s) in the upcoming year.
  • An explanation of the feasibility of the proposed training given the current and foreseeable COVID-19-related limitations on LMIC training activities.
