Purpose
The purpose of this notice is to clarify eligibility for PAR-19-098 Emerging Global Leader Award (K43; Independent Clinical Trial Not Allowed) and PAR-19-051 Emerging Global Leader Award (K43; Independent Clinical Trial Required)

1. Eligible Individuals

An applicant must be a citizen of an eligible LMIC and, at the time of award, may not be a citizen or a non-citizen national of the United States or have been lawfully admitted for permanent residence (i.e., possess a currently valid Permanent Resident Card USCIS Form I-551, or other legal verification of such status).
Modified to read (new text is italicized):
An applicant must be a citizen or permanent resident of an eligible LMIC. Legal verification of LMIC citizenship or Permanent Residency status may be requested prior to award. It is the responsibility of the recipient institution to assure that the candidate remains eligible for the project period of the award. Individuals who are citizens, non-citizen nationals or permanent residents of the United States, and who are based at US institutions, are not eligible for this K43.
All other aspects of the FOAs remain unchanged.
