The following corrections have been made to PAR-10-065 in the sections listed below:

Executive Summary

  • Eligible Project Director/Principal Investigator (PD/PI): Also referred to as the Candidate, individuals with the skills, knowledge, and resources necessary to carry out the proposed research and career activities are invited to work with their sponsoring institution to develop an application for support. Individuals from underrepresented racial and ethnic groups, individuals with disabilities, and individuals from disadvantaged backgrounds are always encouraged to apply for NIH support. Individuals who are already in tenure track positions or who already have independent, peer-reviewed research support from the NIH are eligible to apply for this program. See Section III.

Section I. Funding Opportunity Description

1.A. Research Career Objectives

Candidates must hold a doctoral degree and commit a minimum of 9 person-months (75% of full-time professional effort) conducting research and relevant career development activities during the period of the award.  Each independent scientist career award program must be tailored to meet the individual needs of the candidate. The sponsoring institution must demonstrate a commitment to provide the environment, resources and the protected time required for the candidate to perform the activities included in the proposed research and career development plans.

2. Funds Available


Because the nature and scope of the proposed research will vary from application to application and the amounts provided by the participating ICs are not uniform, it is anticipated that the size and duration of each award will also vary. Although the financial plans of the Fogarty International Center (FIC) and other participating funding partners and institutions or Centers (IC), provide support for this program awards pursuant to this funding opportunity are contingent upon the availability of funds and the receipt of a sufficient number of meritorious applications.

NIH grants policies as described in the NIH Grants Policy Statement will apply to the applications submitted and awards made in response to this FOA.

2.A. Allowable Costs

Ancillary Personnel Support: Salary for secretarial and administrative assistance, etc., is not allowed.

Section III.  Eligibility Information

1.B. Eligible Individuals

Degree and Research: Candidates for this award must have a research or health-professional doctoral degree. FIC uses this support mechanism to support newly independent scientists, therefore, tenure track faculty and principal investigators on NIH research awards are eligible to apply.  In addition, non-tenure track scientists with independent peer-reviewed NIH research awards are also eligible to apply. Candidates must be less than 7 years from last doctoral degree or fellowship.

Research Plan

  • The application must also describe the relationship between the mentor’s research and the candidate’s proposed research plan if the applicant does not have his/her own independent research support at the time of application.
  • Describe plans for the recruitment and retention of subjects (when applicable) and plans to include both genders and minorities and their subgroups as appropriate for the scientific goals of the research.
  • Data and Safety Monitoring (when applicable): Individual NIH institutes may have specific requirements for data and safety monitoring of clinical trials. Candidates proposing to conduct clinical trials should consult with relevant IC staff. Plans for data and safety monitoring must be included in research plans involving Phase I or Phase II clinical trials (see Federal Citations in Section VIII): Generally, this requirement may be satisfied in the submitted application by providing documentation that the sponsoring institution has an approved plan in place and providing a brief description of the key elements of the plan.
    • Note: It is beyond the scope of this award to be the primary sponsor of a clinical trial.  If the research in this award includes a clinical trial, the candidate must identify the primary sponsor of the trial and provide documentation that the sponsoring institution has an approved data & safety monitoring plan in place and provide a brief description of the key elements in the plan. Candidates proposing to conduct clinical trials should consult with relevant Fogarty Center staff.

2. Review and Selection Process

Overall Impact. Reviewers will provide an overall impact/priority score to reflect their assessment of the likelihood for the candidate to maintain a strong research program, in consideration of the following five core review criteria, and additional review criteria. An application does not need to be strong in all categories to have a major impact.

Candidates for the K02 award may already have an independent, peer reviewed research support at the time the K02 award is made. In such instances, reviewers should not re-evaluate the research plan. Rather, the reviewers should evaluate how the research and career development plans together further the candidate’s research career.
