Purpose

The National Center for Advancing Translational Sciences (NCATS) announces the opportunity for investigators with relevant active NCATS Clinical and Translational Science Awards (CTSA) Program Hub Awards (UL1) and CTSA Collaborative Innovation Awards (U01 and R21) to submit administrative supplement requests according to PA-18-591, “Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)”.

These requests should be for funded projects that could benefit from achieving certain new research objectives that are within the original scope of the peer reviewed and approved project, or for unanticipated expenses within the original scope of the project.

NCATS will support projects that may be developed, demonstrated and/or disseminated within the remaining active budget period that started in FY18 for the existing parent award. The intent of these supplements is to provide short-term and/or catalytic support for projects with a significant and unmet need. Applicants for the administrative supplements are encouraged to form new collaborations to enhance the reach and impact of the activity. Administrative supplements must add value to the science proposed in the aims of the original project; as such, they must be within the scientific scope of the parent grant. Enthusiasm will be higher for requests that describe a clear outcome and that have the potential for greatest impact across the CTSA Program consortium.

In general, the CTSA Program has identified specific areas of interest in accordance with its goals of catalyzing translational science and include:

  • Workforce Development - The translational science workforce has the skills and knowledge necessary to advance translation of discoveries.
  • Collaboration and Engagement - Stakeholders are engaged in collaborations to advance translation.
  • Integration - Translational science is integrated across its multiple phases and disciplines within complex populations and across the individual lifespan.
  • Methods and Processes - The scientific study of the process of conducting translational science itself enables significant advances in translation.
  • Informatics Innovative informatics solutions are used to advance translational research, train the CTSA Program workforce, disseminate best practices, engage communities of the stakeholders, and integrate clinical and basic research data.

These administrative supplements are available to meet increased costs that are within the scope of the approved award but were unforeseen when the new or renewal application or grant progress report for non-competing continuation support was submitted. Applications for administrative supplements are considered prior approval requests (as described in Section 8.1.2.11 of the NIH Grants Policy Statement) and will be routed directly to the Grants Management Specialist of the parent award. There is no guarantee that funds are available from NCATS or for any specific grant. Applicants are strongly encouraged to discuss these potential requests with their NCATS Program Official listed in the Notice of Grant Award of the parent grant.

NCATS is interested in applications that clearly fit within one or more of the high priority research areas and that demonstrate how the supplement can be completed within the project period. As applicable, the proposed research effort should be supported by a strong rationale and should contribute to advancing translational sciences. 

Award Project Period

Supplement project and budget periods are limited to the remaining active budget period that started in FY18 for the existing parent award. To be eligible, the parent award must be active (i.e. not be in an extension period), and the research proposed in the supplement must be accomplished within the remaining active budget period that started in FY18 for the existing parent award. The earliest anticipated start date is July 1, 2018.

Examples:

For parent awards with FY18 budget periods that started on April 1, 2018, supplement applicants could request a project period from July 1, 2018, through March 31, 2019.

For parent awards with FY18 budget periods that start on July 1, 2018, supplement applicants could request a project period from July 1, 2018, through June 30, 2019.

Budget and Available Funds

Supplement budget requests may not exceed 25% of the direct costs of the current parent award and must reflect actual needs of the proposed project.

Eligible Individuals (Program Director/Principal Investigator)

Individual(s) must hold an active grant or cooperative agreement. For supplements to parent awards that include multiple PDs/PIs, the supplement may be requested by any or all of the PDs/PIs (in accordance with the existing leadership plan) and submitted by the awardee institution of the parent award.

Submitting an Application

Applicants should begin their Research Strategy by stating: “This application is being submitted in response to NOT-TR-18-022". Through this Notice, NCATS will only consider submissions in which the Research Strategy does not exceed six pages.
