On March 5, 2009, the NCRR issued two funding opportunity announcements (FOAs) for construction programs that will be funded with support from the American Recovery and Reinvestment Act of 2009. This notice includes clarifications to those announcements.
The National Institutes of Health (NIH), a part of the U.S. Department of Health and Human Services, is the primary Federal agency for conducting and supporting medical research at universities and other research institutions in the United States. Helping to lead the way toward important medical discoveries that improve people's health and save lives, NIH-related research investigates ways to prevent disease as well as the causes, treatments, and even cures for common and rare diseases. As Congress increases the investment in cutting-edge basic and clinical research, it is critical to increase the quality of the laboratories and buildings where research is being conducted. Potential applicants are reminded that the major objective of these FOAs is to facilitate and enhance the conduct of biomedical and behavioral research. Applications that are focused in other areas such as health care delivery, health care education, or clinical practice are not responsive to these FOAs.
For both FOAs, the following additional term and condition of award applies:
Following the receipt of a Notice of Grant award, the institution must sign and return the Terms and Conditions of the award to the Office of Grants Management, NCRR, and must immediately begin the design phase of the award. Contracts and other binding arrangements for the construction and modernization of the grant-supported space must follow the timelines in the FOAs.
