Clarification: Uniform Salary Cap for KL2 Postdoctoral Scholars at Institutional Clinical and Translational Science Awards

NCRR, on behalf of the NIH Roadmap for Medical Research, has issued Requests for Applications for the Institutional Clinical and Translational Science Awards (RFA-RM-09-004, RFA-RM-08-002, RFA-RM-07-007 and RFA-RM-07-002).  Each CTSA award funds a required KL2 training component with a defined salary cap limit for each KL2 scholar appointment.  The salary cap limit, however, is not identical for each of the CTSA RFA solicitations and may have led to disparate funding of KL2 scholars who have similar/identical institutional salaries and clinical responsibilities at different CTSAs.

To establish a uniform salary cap for KL2 scholars, NCRR amends the salary cap limit for all KL2 grants, regardless of the year of award, to the current NIH salary cap ceiling.  The salary for current KL2 scholars may be calculated using the NIH salary cap limit for fiscal year 2009 and is not retroactive to prior years.  Salary cap changes in future fiscal years may be applied to adjust salaries for any KL2 scholar whose institutional salary exceeds the NIH cap.  Where salary costs increase as a consequence of applying the new NIH salary cap, these must be met by rebudgeting within the KL2 award, as NCRR will not make supplemental funding available for this purpose.  Rebudgeting of funds for KL2 salary support from CTSA UL1 and TL1 component grants is allowable with the submission of the CTSA non-competing annual budget request via form 2590.
