NOTICE OF LIMITED COMPETITION - COOPERATIVE AGREEMENT FOR THE BI-ANNUAL 
RESEARCH CENTERS IN MINORITY INSTITUTIONS (RCMI) INTERNATIONAL SYMPOSIA 
ON HEALTH DISPARITIES AND PRINCIPAL INVESTIGATORS MEETINGS

The National Center for Research Resources (NCRR) is announcing a limited 
competition for a cooperative agreement (U13) application to support the bi-
annual Research Centers in Minority Institutions (RCMI) International 
Symposia on Health Disparities and the meeting of the Principal Investigators 
and Program Directors for the RCMI that precedes the symposia.  The symposia 
include keynote lectures, plenary lectures and poster presentations in each 
of the health disparity areas.  Meetings with the RCMI PIs are held to 
consider both scientific and administrative issues relevant to the mission of 
the National Institutes of Health (NIH). Among the topics covered at the 
meetings are administrative and human subjects issues common to the RCMIs, 
the RCMI Clinical Research Centers and the Clinical Research Education and 
Career Development Awards.  Scientific topics, likewise, pertain to the 
unique aspects of the RCMIs and the mission of the NIH.  In order to provide 
oversight for this grant, the applicant must be familiar with the content and 
application of NCRR's "Guidelines for Research Centers in Minority 
Institutions" and other pertinent policy documents distributed by NCRR to its 
RCMIs.  As a result, this competition is limited to institutions with active 
RCMI grants.  NCRR will fund only one application for the bi-annual meetings 
for up to five years.  

Awards made under this solicitation will use the cooperative agreement 
(U13) grant mechanism.  The rules and regulations that apply to 
conference cooperative agreements (U13) are the same as those that 
apply to conference grants (R13) with one important distinction.  After 
the award is issued, the NCRR staff will be substantially involved in 
the planning and conduct of the scientific program-related meeting, 
assisting the Principal Investigator according to the specific Terms 
and Conditions of the Award. The deadline for receipt of applications 
is October 1, 2003.
