Purpose

This Notice corrects the budget form to use and provides instructions on completing budgetary information for RFA-RM-23-004. The “R&R Budget” form should be used for applications to this funding opportunity. While no budgetary information is needed or accepted for the proposed Pioneer Award project, Data Management & Sharing Plan costs and justification should be included on the “R&R Budget” form as instructed in the SF424 (R&R) Application Guide.

Currently, it reads:

Total Federal Funds Requested: Enter $3,500,000 (see note below).

Total Non-Federal Funds: Enter $0.

Total Federal & Non-Federal Funds: Enter $3,500,000.

Estimated Program Income: Enter $0.

Note: The Budget Request is entered only in Fields "Total Federal Funds Requested" and "Total Federal & Non-Federal Funds" as described above. Funds may be requested for personnel (including collaborators), supplies, equipment, sub-contracts, and other allowable costs. Only the five-year direct cost total – $3,500,000 – should be entered in Fields "Total Federal Funds Requested" and "Total Federal & Non-Federal Funds." Applicable Facilities and Administrative (F&A) costs will be determined at the time of award and should not be included in the budget request. A detailed budget and other budget forms are not requested and will not be accepted.

Revised to read (in bold italics):

Total Federal Funds Requested: Include Direct and Indirect costs. Direct Costs should total $3,500,000 for the 5 years of the award.

Total Non-Federal Funds: Enter $0.

Total Federal & Non-Federal Funds: Include Direct and Indirect costs.

Note: Funds for the Pioneer Award project may be requested for personnel (including collaborators), supplies, equipment, sub-contracts, and other allowable costs, but a detailed budget is not requested and will not be accepted. The R&R Budget form should be submitted with minimal information and must include Data Management & Sharing Plan costs and justifications, as instructed in the SF424 (R&R) Application Guide.

All instructions in the SF424 (R&R) Application Guide must be followed, with the following additional instructions:

A detailed budget for the proposed Pioneer Award project is not requested and will not be accepted, but the components of the R&R Budget form listed below must be completed:

• Budget Period – enter start and end date for each budget period
• Section F. Other Direct Costs – include line item costs for “Data Management & Sharing Plan” (if applicable) and “Pioneer Award Project” (total cost of both must equal $700,000)
• Section G. Direct Costs – must equal $700,000
• Section H. Indirect Costs
• I. Total Direct and Indirect Costs
• L. Budget Justification – must only include justification for Data Management & Sharing Plan

All other aspects of RFA-RM-23-004 remain unchanged.
