NCRR, on behalf of the NIH Roadmap for Medical Research, has issued Requests for Applications for the Institutional Clinical and Translational Science Awards (RFA-RM-06-002, RM-07-002, RM-07-007 and RM-08-002).

In September, 2007, NCRR published new funding guidelines for the CTSAs that limit the increase that can be requested over pre-existing NIH clinical research resources (http://www.ncrr.nih.gov/clinical_research_resources/clinical_and_translational_science_awards/funding_guidelines.asp).  In recognition of this change in funding guidelines, the most current RFA, RM-08-002, under Section II, Content and Form of Application Submission, states: "Resubmission (formerly “Revised”) Applications: Applications previously submitted in response to RFA-RM-06-002, RFA-RM-07-002 and RFA-RM-07-007 that were not successful must meet the funding limits described in Section 2, ‘Funds Available,’ before resubmission. All applications received in June and October, 2008, will be considered as new applications.”

The purpose of this Notice is to announce that NCRR will allow, effective immediately, previously unsuccessful applicants the option to resubmit amended applications in response to RFA-RM-08-002. A resubmission application should include a 3-page introduction that describes the responses made to the previous summary statement. Reviewers will be provided copies of the previous summary statement as part of their review of the resubmitted application.
Previously unsuccessful applications should be submitted as new applications when the new funding guidelines have resulted in significant changes in the scope of the application.

The statement related to resubmission in RFA-RM-08-002 is amended to read: “Resubmission (formerly “Revised”) Applications: Applications previously submitted in response to RFA-RM-06-002, RFA-RM-07-002 and RFA-RM-07-007 that were not successful must meet the funding limits described in Section 2, ‘Funds Available,’ before resubmission. Applicants responding to the June or October, 2008, deadlines for applications that were previously unsuccessful have the option to choose whether their application should be considered as a new application or as a resubmitted application, in the case that the budget and scope are not significantly changed from the previous application.”
