This Notice is provided in order to inform the extramural scientific community and members of the NIH extramural and intramural staff of the general approach that will be implemented for the initial peer review of requests for allocations of intramural funds submitted by members of the NIH Intramural Research Program (IRP) for projects within the NIH Director’s Roadmap Initiative (http://nihroadmap.nih.gov/overview.asp). The Roadmap, a series of programs supported through the Common Fund and seeks to foster transformative research, which in some cases may exist within the IRP. Therefore, in general, Roadmap requests for allocations from members of the IRP will be considered on a competitive basis along with Roadmap applications from members of the extramural scientific community, and the Center for Scientific Review (CSR; http://cms.csr.nih.gov/) will be responsible for initial peer review for Roadmap programs involving competition among members of the IRP and the extramural scientific community.

If circumstances warrant, the Office of Portfolio Analysis and Strategic Initiatives (OPASI; http://opasi.nih.gov/about.asp), in consultation with the relevant IC Director(s) and the Office of Extramural Research will consider on a case by case basis a request submitted by the Chair of a Roadmap Working Group for an exception to this general approach [for example, for initial peer review to be conducted by an Institute or Center (IC) other than CSR.
